		<section id="H9753B07DC2064276B8FDC6D6BFC6944" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>The
			 Pornography Jurisdiction Limitation Act of 2006</quote>.</text>
		</section><section id="H5B6712C5665F4F7BBB38EAA8F6330026"><enum>2.</enum><header>Limitation on
			 jurisdiction</header>
			<subsection id="H6B16AE4573A341BDBE0005DF8627E415"><enum>(a)</enum><header>In
			 general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/99">Chapter 99</external-xref> of title 28, United States Code, is amended by
			 adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HB93858FBC6284454A094F71BFBF5C9C5" style="USC">
					<section id="H73409368D10D45E1802642DF7CFEFA96"><enum>1632.</enum><header>Limitation on
				jurisdiction</header>
						<subsection id="HDB9F1BE9551248DCA0681940F697E8C6"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">No court created by
				Act of Congress shall have jurisdiction, and the Supreme Court shall have no
				appellate jurisdiction, to hear or decide a question of whether a State
				pornography law imposes a constitutionally invalid restriction on the freedom
				of expression.</text>
						</subsection><subsection id="HE5CA566147C84583B7B454F3687EE187"><enum>(b)</enum><header>Court precedent
				not binding</header><text>A decision of a Federal court, to the extent the
				decision relates to a question described in subsection (a), is not binding
				precedent on a State court.</text>
						</subsection><subsection id="H6C8C7FF386AA46F3A249B90064E7EFF8"><enum>(c)</enum><header>Definitions</header><text>In
				this section:</text>
							<paragraph id="H0728F70EDBA94469B1E6898C2812D469"><enum>(1)</enum><text>The term
				<quote>State pornography law</quote> means a law of a State or political
				subdivision of a State, to the extent the law restricts a depiction,
				description, or display of nudity or sexual conduct.</text>
							</paragraph><paragraph id="H7DEC564C6983407BB269D902E6E5FE32"><enum>(2)</enum><text>The term
				<quote>State court</quote> means a court of a State or political subdivision of
				a State.</text>
							</paragraph><paragraph id="H4EBD8C599A494FDB8DD0528C576F648F"><enum>(3)</enum><text display-inline="yes-display-inline">The term <quote>State</quote> means a State
				of the United States, the District of Columbia, and any commonwealth,
				territory, or possession of the United
				States.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE69B68A72B4248A88E00689435002FB7"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 99 of
			 title 28, United States Code, is amended by adding at the end the following new
			 item:</text>
