		<official-title>To amend the Small Business Act to establish a temporary
		  loan program and a temporary vocational development program for small business
		  concerns owned and controlled by veterans.</official-title>

		<section display-inline="no-display-inline" id="H8D6FC5D6C626413B9140AC96939B4809" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Seeds
			 for Soldiers Act</quote>.</text>
		</section><section id="H5C570A3D0BA64E62A40072BD12A09B7E"><enum>2.</enum><header>Temporary loan
			 program for small business concerns owned and controlled by veterans</header>
			<subsection id="HD5919FA308DC4B379F384FFBECA5B529"><enum>(a)</enum><header>In
			 general</header><text>The Administrator may make a loan under section 7(a) of
			 the <act-name parsable-cite="SBA">Small Business Act</act-name> (15 U.S.C.
			 636(a)) to a small business concern owned and controlled by veterans.</text>
			</subsection><subsection id="H58E31508BDBC4A3DACCF61063F3E1961"><enum>(b)</enum><header>Special
			 Rules</header><text>Notwithstanding the requirements of section 7 of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636</external-xref>),
			 the following special rules apply to a loan under this section:</text>
				<paragraph id="H71B56715E8364FD7B83590E0FD20BD85"><enum>(1)</enum><text>The Administrator
			 may make a loan under this section for any business purpose, including the
			 refinancing of any outstanding business debt.</text>
				</paragraph><paragraph id="H73769D449F704043B1DDF1952D603100"><enum>(2)</enum><text>No payment of
			 principal on a loan under this section shall be due or payable during the
			 1-year period beginning on the date on which the loan is issued. Any interest
			 payable with respect to the loan for such period shall be paid by the
			 Administration.</text>
				</paragraph><paragraph id="HFF9D2CA814094E5500A92606AAEA4E07"><enum>(3)</enum><text>A
			 loan may be made under this section if the total amount outstanding and
			 committed to the borrower under section 7(a) of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)</external-xref>)
			 would not exceed $3,000,000.</text>
				</paragraph><paragraph id="H30CD0F4BA911414299C6D687F39BD635"><enum>(4)</enum><text>In the case of an
			 agreement to participate on a deferred basis in a loan under this
			 section—</text>
					<subparagraph id="HB28068A42AE945468B00784BB02E545F"><enum>(A)</enum><text>the participation
			 of the Administration shall be equal to 90 percent of the balance of the
			 financing outstanding at the time of disbursement of the loan;</text>
					</subparagraph><subparagraph id="H5F849900042E4F16B1C0DE3400C911C0"><enum>(B)</enum><text>the Administrator
			 shall collect (except in the case of a loan that is repayable in 1 year or
			 less) a guarantee fee for any loan under this section, which shall be payable
			 by the participating lender, and may be charged to the borrower as
			 follows:</text>
						<clause id="H5E7D164EE9A74A21BC5775426F2D26AD"><enum>(i)</enum><text>A
			 guarantee fee equal to 0.5 percent of the deferred participation share of a
			 total loan amount that is not more than $150,000.</text>
						</clause><clause id="H2E6F335A813B41F8A4F54D64C10E241"><enum>(ii)</enum><text>A
			 guarantee fee equal to 1.5 percent of the deferred participation share of a
			 total loan amount that is more than $150,000, but not more than
			 $700,000.</text>
						</clause><clause id="HC2E9007D876946A4A105A4F9CDFFF5C1"><enum>(iii)</enum><text>A
			 guarantee fee equal to 2 percent of the deferred participation share of a total
			 loan amount that is more than $700,000; and</text>
						</clause></subparagraph><subparagraph id="H3F49416B202D4E67BBDDC828C157F770"><enum>(C)</enum><text>the annual fee
			 assessed and collected on any such loan shall not exceed an amount equal to
			 0.15 percent of the outstanding balance of the deferred participation share of
			 the loan.</text>
					</subparagraph></paragraph><paragraph id="HD431C366AB694DD081B5D75A10041CC"><enum>(5)</enum><text>The Administrator
			 may make such loans without regard to the ability of a small business concern
			 to obtain credit elsewhere.</text>
				</paragraph><paragraph id="H802D06EEDE1E4E26A615B877BFCAB81"><enum>(6)</enum><text>The Administrator
			 shall make such loans without regard to the availability of collateral to
			 secure such loans.</text>
				</paragraph></subsection><subsection id="H48DB3A4B904E4E26BBE9D907FFA753CF"><enum>(c)</enum><header>Termination</header><text>The
			 Administrator may not make a loan under this section after December 31,
			 2008.</text>
			</subsection><subsection id="H8D337A68AAE641E8B14D407C4F6C82AF"><enum>(d)</enum><header>Definitions</header><text>For
			 the purpose of this section, the terms <term>Administrator</term>,
			 <term>Administration</term>, <term>credit elsewhere</term>, and <term>small
			 business concern owned and controlled by veterans</term> have the respective
			 meanings given such terms in section 3 of the <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text>
			</subsection><subsection id="HB05033F9883547B2B3B2BD008828B700"><enum>(e)</enum><header>Authorization of
			 Appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $25,000,000 for fiscal year 2007. Such sum shall remain
			 available until expended.</text>
			</subsection></section><section id="HDDB86E1CB421483B9691F712FD9F6EF1"><enum>3.</enum><header>Temporary
			 vocational development program for veterans</header>
			<subsection id="H00480D7875F546C1B5770033589D00E1"><enum>(a)</enum><header>Establishment</header><text>In
			 accordance with this section, the Administrator shall make grants to small
			 business development centers for the provision of a program of assistance for
			 veterans that includes training in a vocational or technical trade and
			 entrepreneurial assistance in establishing and operating a small business
			 concern that provides services in such trade.</text>
			</subsection><subsection id="H86DEDD8144B54441AF00DE1F47D77FD3"><enum>(b)</enum><header>Minimum grant
			 amount</header><text>The Administrator shall not make a grant under this
			 section for an amount less than $500,000.</text>
			</subsection><subsection id="H5E3E3A15729D48B186D6AA004CDC5F93"><enum>(c)</enum><header>Application and
			 award</header>
				<paragraph id="H0E68EBC22A23419694687511FACE5F3D"><enum>(1)</enum><header>Application</header><text>To
			 be eligible to receive a grant under this section, a small business development
			 center shall submit to the Administrator an application in such form and
			 containing such information and assurances as the Administrator may require and
			 that includes information regarding the applicant’s goals and objectives for
			 the program of assistance to be provided with the grant.</text>
				</paragraph><paragraph id="H7CCF8D9FF30445EAA13CD0552493E2D4"><enum>(2)</enum><header>Priority in
			 awarding grants</header><text>In awarding the grants, the Administrator shall
			 consider the needs of the area served by the small business development center,
			 including whether the small business development center is located in the
			 proximity of a United States military installation.</text>
				</paragraph></subsection><subsection id="HD46C51173CC64050A77BAD868100FEB5"><enum>(d)</enum><header>Termination</header><text>The
			 Administrator shall not make any grant under this section after December 31,
			 2008.</text>
			</subsection><subsection id="HB7BA7A1284B24D91A470FBCC6E5E9170"><enum>(e)</enum><header>Coordination
			 with <act-name parsable-cite="SBA">Small Business
			 Act</act-name></header><text>A grant made under this section shall not be taken
			 into account for purposes of section 21 of the <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>).</text>
			</subsection><subsection id="HF0CE830A1D9547AA9497314CE7143F13"><enum>(f)</enum><header>Definitions</header><text>For
			 purposes of this section the following definitions apply:</text>
				<paragraph id="H9093758059D04EEDB6E4E0796FB57E6B"><enum>(1)</enum><text>The term
			 <term>Administrator</term> means the Administrator of the Small Business
			 Administration.</text>
				</paragraph><paragraph id="HCD4F0BF1B7BC4D2187A5BA67279F11C7"><enum>(2)</enum><text>The term
			 <term>small business development center</term> means a small business
			 development center described in section 21 of the <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>).</text>
				</paragraph><paragraph id="HC25D0E0B3962425CBD75F9815DE9EFD"><enum>(3)</enum><text>The term
			 <term>veteran</term> has the meaning given such term in section 3(q)(4) of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (15 U.S.C.
			 632(q)(4)).</text>
				</paragraph></subsection><subsection id="H65326AC0C73349C18E54F0109D00C3A"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $25,000,000 for fiscal year 2007. Such amount shall remain
			 available until expended.</text>
