		<section display-inline="no-display-inline" id="HCBCB7ABB54B74F32A7507C377DF30303" section-type="section-one"><enum>1.</enum><header>Limitation on reduction in
			 personnel of Air Force Space Command</header>
			<subsection id="H087718AC7A864D11B4CEA212C7BF68DC"><enum>(a)</enum><header>Limitation</header><text display-inline="yes-display-inline">The Secretary of the Air Force may not
			 reduce the number of military personnel, civilian employees, or contractor
			 support personnel assigned to the Air Force Space Command, or any component of
			 the Air Force Space Command, from the number of such personnel or employees
			 assigned to the Air Force Space Command as of January 1, 2006, until the
			 Secretary submits to the relevant congressional committees the report described
			 in subsection (b).</text>
			</subsection><subsection id="HA2DB74C9D9384C4E913F0028CE6F1542"><enum>(b)</enum><header>Report</header><text>The
			 report described in this subsection is a report that includes the
			 following:</text>
				<paragraph id="H169FC90AEEC9440B9C58802DD9C3D057"><enum>(1)</enum><text>A
			 description of the proposed reduction in the number of military personnel,
			 civilian employees, or contractor support personnel, as the case may be,
			 assigned to the Air Force Space Command.</text>
				</paragraph><paragraph id="H48F541EA0F8744709685E43C07B3CE79"><enum>(2)</enum><text>A
			 justification for the proposed reduction.</text>
				</paragraph><paragraph id="HDA1F8B6AF6DB433DAECC763BECE2E14"><enum>(3)</enum><text>An
			 assessment of the effect of the proposed reduction on the capacity of the Air
			 Force Space command to conduct its mission in support of operational
			 commanders.</text>
				</paragraph><paragraph id="HBA83EAECA6A4428BB94F197911E06CC5"><enum>(4)</enum><text display-inline="yes-display-inline">An assessment of whether the impact of the
			 proposed reduction could be mitigated by granting the commander of Air Force
			 Space Command, or the appropriate program executive officers, greater
			 flexibility in making personnel and resource decisions to implement the
			 proposed reduction.</text>
				</paragraph><paragraph id="H5D633D216A3E47FBAEB728B71BD5720"><enum>(5)</enum><text>A
			 certification that the proposed reduction will not impede, disrupt, or
			 otherwise diminish or interfere with the national security space acquisition
			 programs of the United States, national security space operations of the United
			 States, or national security space technology development by the United
			 States.</text>
				</paragraph></subsection><subsection id="H3D387A8BA42F428892895D4405F59B41"><enum>(c)</enum><header>Relevant
			 congressional committees defined</header><text>In this section, the term
			 <term>relevant congressional committees</term> means—</text>
				<paragraph id="HA617DF529A0D4B9BB0F5E8F5CF430096"><enum>(1)</enum><text>the Select
			 Committee on Intelligence, the Committee on Armed Services, and the Committee
			 on Appropriations of the Senate; and</text>
				</paragraph><paragraph id="H67D9295F26CE4AFBB0A595E631A9D1B4"><enum>(2)</enum><text display-inline="yes-display-inline">the Permanent Select Committee on
			 Intelligence, the Committee on Armed Services, and the Committee on
			 Appropriations of the House of Representatives.</text>
				</paragraph></subsection></section></legis-body>
