		<official-title>To direct the Secretary of Homeland Security to make
		  grants to States to provide for the publication of security and emergency
		  information in telephone directories.</official-title>

		<section id="H030E2C6B85114DE2A6FF4000B4402BAA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Preparedness Information Publication Incentive Act of 2006</quote>.</text>
		</section><section id="H269B49B4601D47FCB7048303778254C1"><enum>2.</enum><header>Grants for
			 publication of security and emergency information in telephone
			 directories</header>
			<subsection id="H9DCA94BCF0024151AC9DBC93B650257F"><enum>(a)</enum><header>Program
			 authorized</header><text>The Secretary of Homeland Security shall make grants
			 to States to provide for the publication of security and emergency information
			 in telephone directories.</text>
			</subsection><subsection id="H6B0BE5C7622A41FD9F7F008FBB284401"><enum>(b)</enum><header>Use of
			 funds</header><text>Amounts awarded to a State in grants under this section may
			 be used by the State—</text>
				<paragraph id="H7AB70F46B3874F9BB2CC09E3E767005D"><enum>(1)</enum><text>to develop
			 security and emergency information to be published in telephone directories;
			 and</text>
				</paragraph><paragraph id="H597D1BC66DAE44159D01DC7186C4D53D"><enum>(2)</enum><text>to provide
			 financial assistance to publishers of telephone directories in the State that
			 agree to publish the information in designated sections of the
			 directories.</text>
				</paragraph></subsection><subsection id="H1AE45528E8DA4299A83277AAA2669D00"><enum>(c)</enum><header>Required
			 information</header><text>Security and emergency information developed by a
			 State under subsection (b)(1) shall include, at a minimum, the
			 following:</text>
				<paragraph id="HE6245E0BBEC94BDB9848840099B8EE38"><enum>(1)</enum><text>A
			 guide for family emergency preparedness.</text>
				</paragraph><paragraph id="H534FA4D925E6413200ACD0037CC5490"><enum>(2)</enum><text>A
			 list of supplies for family emergency preparedness.</text>
				</paragraph><paragraph id="HE61B0F95D0C54B26BDF634574DD37628"><enum>(3)</enum><text>A
			 list of local radio and television stations that can be accessed in the event
			 of an emergency.</text>
				</paragraph><paragraph id="H8AFE35D6CF9248299B94D8374F2F645C"><enum>(4)</enum><text>Preparedness and
			 safety information for weather-related emergencies.</text>
				</paragraph><paragraph id="HD8618B08C34E4428A35E5CCC969C940"><enum>(5)</enum><text>Information
			 concerning emergency evacuation routes.</text>
				</paragraph><paragraph id="H04DA53A26E624BDB9B4C3D8DFEF3E784"><enum>(6)</enum><text>Information
			 concerning the threat of hazardous material accidents.</text>
				</paragraph><paragraph id="HE186500CD8034599A15FEFDC71273BBE"><enum>(7)</enum><text>A
			 description of the Amber Alert program as well as the contact telephone number
			 to report or respond to such an alert.</text>
				</paragraph><paragraph id="HE65FD7D6101047BC9E44F3A6B592EB1"><enum>(8)</enum><text>A
			 description of the Homeland Security Advisory System.</text>
				</paragraph><paragraph id="HE5530A7FCB3A4711A8000139186E1800"><enum>(9)</enum><text>An explanation of
			 nuclear, biological, and chemical weapons, a description of the signs and
			 symptoms of exposure to such weapons, and instructions for self-care in the
			 event of exposure to such weapons.</text>
				</paragraph><paragraph id="HCB210C39FB474C9FBD555B75CDA72198"><enum>(10)</enum><text>Instructions for
			 performing basic first aid and cardiopulmonary resuscitation.</text>
				</paragraph></subsection><subsection id="H6B9740C980B3493CA6AFA1C47062B140"><enum>(d)</enum><header>Applications</header><text>To
			 be eligible to receive a grant under this section, a State shall submit to the
			 Secretary an application—</text>
				<paragraph id="H2E528097E5B74D3199927593027CD00"><enum>(1)</enum><text>at
			 such time and in such manner as the Secretary requires;</text>
				</paragraph><paragraph id="HECC2CCC8535A4FDA8EFE9882005658D6"><enum>(2)</enum><text>containing a
			 description of the agreements entered into by the State with publishers of
			 telephone directories for the publication of security and emergency
			 information; and</text>
				</paragraph><paragraph id="H1F45030B1E8F4E7899551B4D88D45469"><enum>(3)</enum><text>containing such
			 other information as the Secretary may require.</text>
				</paragraph></subsection><subsection id="H021F944DC57F42BF97220912E9EF44A8"><enum>(e)</enum><header>Maximum amount
			 of grants</header><text>The maximum amount of grants awarded to a State under
			 this section in a fiscal year shall be $200,000.</text>
			</subsection><subsection id="H1B701EC378504F2EA1006C7EF563D04C"><enum>(f)</enum><header>State
			 defined</header><text>In this section, the term <term>State</term> includes the
			 several States, the District of Columbia, the Commonwealth of Puerto Rico, the
			 Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the Virgin
			 islands, and any other territory or possession of the United States.</text>
			</subsection><subsection id="H64941CA310234C24A7310005ACE24EE4"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $11,200,000 for fiscal year 2007.</text>
