		<section id="HE83CA6A23432493397B356B291BE24F2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Good
			 Fences Make Good Neighbors Act of 2006</quote>.</text>
		</section><section id="HC52E3EE6E375494A8BFFB3A04C458C35"><enum>2.</enum><header>Use of certain
			 homeland security grant funds for building barrier at border permitted</header>
			<subsection id="H1804ECDA79F24A61002420EA2EAD02C8"><enum>(a)</enum><header>In
			 general</header><text>Subsection (b) of section 1014 of the USA PATRIOT Act (42
			 U.S.C. 3714(b)) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HAC2809B33F584FBF99C22CF991F9C91" style="OLC">
					<subsection id="HBCE7FA28D5CE4FD6807451166D3EDEF3"><enum>(b)</enum><header>Use of grant
				amounts</header>
						<paragraph id="HD84E002DA44347D4AF3FAEC1A590811D"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Grants under this
				section may be used to purchase needed equipment and to provide training and
				technical assistance to State and local first responders. In addition, grants
				under this section may be used to construct, develop, expand, modify, operate,
				or improve facilities to provide training or assistance to State and local
				first responders.</text>
						</paragraph><paragraph id="H3678B104BB934F10B262D2E03AE2BE5"><enum>(2)</enum><header>Additional use
				for border State</header>
							<subparagraph id="H27D94C2F5E504E12A77B8798E200AE2"><enum>(A)</enum><header>In
				general</header><text>A border State may use up to 75 percent of the minimum
				amount allocated to the State under this section to build a physical barrier
				near the United States border to deter illegal crossings, and for costs
				incidental thereto.</text>
							</subparagraph><subparagraph id="H033D63E4BF6042E6979D080457940045"><enum>(B)</enum><header>Border State
				defined</header><text>In this paragraph, the term <term>border State</term>
				means—</text>
								<clause id="HCF3F16D88C784B37BF115E00A39EC63B"><enum>(i)</enum><text>a
				State that shares a border with Canada or Mexico; or</text>
								</clause><clause id="H265A3C99B10F4D6DAE3CE80176FDCA76"><enum>(ii)</enum><text>a
				political subdivision of such a
				State.</text>
								</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H1E8D220065AB4C34BBB5B65D351034D"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by this section applies to grants made
			 for fiscal years beginning after the date of enactment of this Act.</text>
