		<official-title>To provide for the establishment at the National Science
		  Foundation of a program to promote and assist the teaching of inventiveness and
		  innovation.</official-title>

		<section id="HFC817CE3FD1C479E9460FA5157D8B6EF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Innovations for our Nation’s Vital
			 Educational Needs for Technology Act</short-title></quote>.</text>
		</section><section id="HB0B61CFF70D149F1852029D3F4DF7FB3" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text>
			<paragraph id="H9FC62429183A442AABDB5979FBC47B77"><enum>(1)</enum><text display-inline="yes-display-inline">Invention, the wellspring of innovation, is
			 the basic source of the economic wellbeing and quality of life enjoyed in the
			 developed world today.</text>
			</paragraph><paragraph id="HBCE0A9471FBD42119C5582FC50C119D2"><enum>(2)</enum><text>There have been
			 enormous differences in the capabilities of different societies to invent, to
			 carry the inventions into practice, and to adopt the inventions of other
			 societies, and maintaining those capabilities will be key for the future
			 wellbeing of the United States.</text>
			</paragraph><paragraph id="HF54F8D3AFA4343928566CDCE4CEB3117"><enum>(3)</enum><text>Federal support of
			 individual investigators doing basic research has been effective in leading to
			 scientific discovery, but less effective in enabling those investigators to
			 turn those discoveries into invention.</text>
			</paragraph><paragraph id="H012309381861488C82547C6BCD726604"><enum>(4)</enum><text>The process of
			 invention and the traits of the inventive mind can be enhanced by education and
			 fostered by appropriate societal support.</text>
			</paragraph><paragraph id="H9289CA9483414B78A927033FA575532"><enum>(5)</enum><text>In
			 formal education, every student deserves the opportunity to learn more about
			 the nature of invention and to acquire some simple basic skills and generative
			 attitudes.</text>
			</paragraph></section><section id="HAFE5483C0BB647E7932619A2811740EE"><enum>3.</enum><header>Inventiveness
			 curriculum materials</header>
			<subsection id="HD38F9714343A4993A2821EB88E6760D2"><enum>(a)</enum><header>Establishment of
			 program</header><text display-inline="yes-display-inline">The National Science
			 Foundation shall establish a competitive grant program, with the goal of
			 developing, and making available for use at the elementary, secondary, and
			 undergraduate levels within 2 years after the date of enactment of this Act,
			 curriculum tools that will help foster inventiveness.</text>
			</subsection><subsection id="H8B78CB14EC344827A852E980624F97CA"><enum>(b)</enum><header>Materials</header><text display-inline="yes-display-inline">The curriculum materials developed under
			 the program established under this section shall—</text>
				<paragraph id="HD1C7ADBC457B4952B171EB61DE41B674"><enum>(1)</enum><text>leverage existing
			 knowledge on how the inventive mind works on behalf of a more inventive society
			 to address key challenges of today’s world, through—</text>
					<subparagraph id="HD7E47F1A9C8E44819474967CBB836743"><enum>(A)</enum><text>emphasizing
			 adventure, excitement, and mystery as much as the analytical and technical side
			 of invention;</text>
					</subparagraph><subparagraph id="HF51261D46F314C148DA7265CE230F750"><enum>(B)</enum><text>encouraging
			 inventive thinking that crosses boundaries of convention, expectation, and
			 disciplines; and</text>
					</subparagraph><subparagraph id="H1A82B78781B845119B08C4003274ED24"><enum>(C)</enum><text>anticipating that
			 there will be unanticipated consequences of invention, an enduring lesson from
			 history;</text>
					</subparagraph></paragraph><paragraph id="HBFC85F502D3A4B139EFAAEB2ABDB86E2"><enum>(2)</enum><text>strengthen those
			 aspects of the education process that enhance creativity in general, and
			 technological inventiveness in particular, including—</text>
					<subparagraph id="H8B9A589E6D934DE2A06D22BA54E7C41C"><enum>(A)</enum><text>open-ended,
			 problem solving assignments;</text>
					</subparagraph><subparagraph id="H10049737C92A4B2FBEE0BA6F77CADCB2"><enum>(B)</enum><text>historical study
			 of the social and political implications of inventions and new
			 technologies;</text>
					</subparagraph><subparagraph id="H034249BAD87243EE931896906269657E"><enum>(C)</enum><text>universities
			 seeking research projects and external collaborations, and policies that
			 promote inventive creativity of students and faculty;</text>
					</subparagraph><subparagraph id="HA2F88BA037214D0C88BDA3C0F6DAAB25"><enum>(D)</enum><text>appropriate
			 supporting infrastructure, which should be fostered to enable teachers to
			 utilize new teaching methods and materials; and</text>
					</subparagraph><subparagraph id="H541BC5FAC90741FC9666CDE1FB5F666E"><enum>(E)</enum><text>hands-on
			 activities, visual thinking experiences, historical case studies, and
			 <quote>how things work</quote> exercises for all students, not just engineering
			 or science majors; and</text>
					</subparagraph></paragraph><paragraph id="HFE1EB8E42EB843DFA56545E463DA5F00"><enum>(3)</enum><text>initiate,
			 strengthen, and expand initiatives to involve young people directly in the
			 invention process, including—</text>
					<subparagraph id="HF643157724C748F4A36B1E00F9E84385"><enum>(A)</enum><text>efforts to support
			 teams in high schools and colleges that work collaboratively with the private
			 or local government sectors to invent useful products or processes;</text>
					</subparagraph><subparagraph id="HC3E68EECE72340EFA0908C4213957C39"><enum>(B)</enum><text>realistic,
			 open-ended, design-oriented activities, which can be included in university
			 engineering courses, with the primary goal of teaching the important principles
			 of a field in ways that will promote inventive creativity in the application of
			 these principles;</text>
					</subparagraph><subparagraph id="H5C38C38E3DF542ED987D83E536CA9017"><enum>(C)</enum><text>a network of
			 community centers, <quote>invention homes</quote>, or <quote>free
			 workshops</quote> that would provide access to the tools, materials, and
			 flexible space so important to invention, to be based in schools, museums, or
			 other locations;</text>
					</subparagraph><subparagraph id="H2962D116A42E4FAE8FED1B1333DE6EF1"><enum>(D)</enum><text>workshops that
			 would allow teachers to learn by experience how to effectively lead a
			 project-based classroom; and</text>
					</subparagraph><subparagraph id="HE66B7513BBDA4187A45496D380DBC7B"><enum>(E)</enum><text>networks of
			 innovators and social entrepreneurs both domestically and
			 internationally.</text>
					</subparagraph></paragraph></subsection><subsection id="HB0198DDA611A4132B93C72DDAFA78C98"><enum>(c)</enum><header>Dissemination</header><text>The
			 National Science Foundation shall develop and implement measures, including
			 workshops, for the dissemination of curriculum tools developed under this
			 section.</text>
			</subsection></section><section id="HAEA335E3204C43F79793998EAEFDF4D3"><enum>4.</enum><header>Inventiveness
			 public awareness campaign</header><text display-inline="no-display-inline">Not
			 later than 1 year after the date of enactment of this Act, the National Science
			 Foundation shall implement a public awareness and outreach campaign relating to
			 invention and inventiveness. The public awareness and outreach campaign
			 shall—</text>
			<paragraph id="HAC4B81843AD8468400ED23B1C198663F"><enum>(1)</enum><text>foster public
			 events, including competitions, public displays, traveling exhibitions, and
			 other ways to increase the public profile of inventors and inventiveness;
			 and</text>
			</paragraph><paragraph id="HD659E8DD6C764C5D823967614633077E"><enum>(2)</enum><text>establish
			 additional awards and prizes honoring inventors, with the objective of
			 stimulating invention in areas of greatest need, as well as of raising the
			 stature of inventors and invention in the eyes of young people.</text>
			</paragraph></section><section id="H9D225CA5B95E429EB2EFBC89A770F973"><enum>5.</enum><header>Engineering and
			 social science research program on invention</header><text display-inline="no-display-inline">The National Science Foundation shall
			 establish engineering and social science research programs on the process of
			 invention and the teaching of inventiveness. The research programs
			 shall—</text>
			<paragraph id="H401565A4B43E4A44A8BDA967736DF63D"><enum>(1)</enum><text>be aimed at a
			 deeper understanding of the creative mind and creative environment, the
			 measurement of inventiveness, diffusion of teaching of inventive creativity,
			 and rapid learning as part of the crossing of boundaries of convention,
			 expectation, and disciplines that is at the heart of invention;</text>
			</paragraph><paragraph id="H3EA53B304C7E469DAA1D2C7261AA9E98"><enum>(2)</enum><text>include study of
			 the influence of flexible learning environments and role of parents, teachers,
			 mentors, and broader social institutions;</text>
			</paragraph><paragraph id="H8670A92ECE8F4EF5AF418B25D9C0458"><enum>(3)</enum><text>study the impact on
			 inventive creativity of past major programs of Federal and State support for
			 elementary, secondary, and higher education;</text>
			</paragraph><paragraph id="HA418AA38BD444DB4A9B73779439E8F2E"><enum>(4)</enum><text>identify the major
			 societal sectors that have had significant effects on major inventions and
			 innovations of the recent past, and study the role of each such sector, the
			 importance of intersector interactions, and the impact of patent and other
			 relevant law; and</text>
			</paragraph><paragraph id="H652DA91636D2448000A71D58D0BC7800"><enum>(5)</enum><text>assess how
			 invention could make a difference to the sustainable development needs of the
			 poorest regions and nations, including research to understand and promote
			 social enterprise, cultivation of creativity on a local level, surveys of key
			 technology gaps, and surveys of available financial resources.</text>
