		<official-title>To amend title XVIII of the Social Security Act to
		  eliminate the Medicare prescription drug late enrollment penalty for months
		  during 2006, and for other purposes.</official-title>

		<section id="H4E9FCC1CA212480084D5E2E44499B491" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Medicare
			 Drug Benefit Enrollment Fairness Act of 2006</quote>.</text>
		</section><section display-inline="no-display-inline" id="HE9BF2EB9FB054A708DAE66BE63B4500"><enum>2.</enum><header>Elimination of
			 Medicare prescription drug late enrollment penalty for months during
			 2006</header><text display-inline="no-display-inline">Section 1860D–13(b)(3)(B)
			 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395w-113">42 U.S.C. 1395w–113(b)(3)(B)</external-xref>) is amended by
			 inserting <quote>(after December 2006)</quote> after <quote>any month</quote>.</text>
		</section><section id="H152D865DD96047B59B8968A5DDA961FF"><enum>3.</enum><header>Medicare
			 Advantage Regional Plan Stabilization Fund revisions</header><text display-inline="no-display-inline">Section 1858(e)(5) of the Social Security
			 Act (42 U.S.C. 1395w–27a(e)(5)) is amended by adding at the end the following
			 new subparagraph:</text>
			<quoted-block display-inline="no-display-inline" id="H9607F967E4924AF3942869CF55D7FBCC" style="OLC">
				<subparagraph id="H2160B3DDACF141AD866C6B009618FC5D"><enum>(C)</enum><header>Additional
				limitation</header><text>In no case may the total expenditures from the
				Fund—</text>
					<clause id="H7A50E49E0E0741BDA1243440B8CADF84"><enum>(i)</enum><text>prior to October
				1, 2007, exceed $584,000,000; and</text>
					</clause><clause id="H4A7F5BFE5FB24C2CB2E4A03310231957"><enum>(ii)</enum><text>during the period
				beginning on October 1, 2007, and ending on September 30, 2011, exceed
				$4,525,000,000.</text>
					</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HEA56A219EC424F8B97949675444600E"><enum>4.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">The amendments made by
			 this Act shall take effect as if included in the enactment of Medicare
			 Prescription Drug, Improvement, and Modernization Act of 2003 (Public Law
			 108–173; 117 Stat. 2181).</text>
