		<official-title>To authorize the Secretary of the Treasury to issue
		  Energy Freedom Bonds to finance programs to facilitate the research,
		  development, and deployment of clean renewable energy
		  technologies.</official-title>

		<section id="H39CFFBFB669E45779129CC5FAF234BE7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Energy Freedom Bonds Act of
			 2006</short-title></quote>.</text>
		</section><section id="H16E0EBCAE38B499FB451353B5C320700"><enum>2.</enum><header>Energy Freedom
			 Bonds</header><text display-inline="no-display-inline">Section 3105 of title
			 31, United States Code, is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HD1184436B1D94531A1FE99A996E60838" style="USC">
				<subsection id="H5CEAD9E6789049519CA50E1F0DB3720"><enum>(f)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HAFA447B71FAF446AA348CB2D4C402FD9"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary may designate one or more
				series of bonds or certificates (or any portion thereof) issued under this
				section as <quote>Energy Freedom Bonds</quote>.</text>
					</paragraph><paragraph id="HB0356B58E733426D8ECAE7B3A1747843" indent="up1"><enum>(2)</enum><text>The proceeds from any portion of a
				series of bonds or certificates which is designated under this subsection shall
				be used only for expenditures under programs to facilitate the research,
				development, or deployment of technologies utilizing solar heat, solar light,
				wind, geothermal energy, and biomass, except for—</text>
						<subparagraph id="HE13F32E1DE19499B8CFD041DC8E6FAC9"><enum>(A)</enum><text display-inline="yes-display-inline">heat from the burning of municipal solid
				waste; or</text>
						</subparagraph><subparagraph id="HD7A19BE1437E4F8FA263D8DDAAAA904D"><enum>(B)</enum><text>heat from a dry steam geothermal
				reservoir that—</text>
							<clause id="HEFB9BB97F00D4A099404FEA5549453F2"><enum>(i)</enum><text>has no mobile liquid in its natural
				state;</text>
							</clause><clause id="H01363DA4E42D4830A9496F51E209C133"><enum>(ii)</enum><text>is a fluid composed of at least 95
				percent water vapor; and</text>
							</clause><clause id="HCF8DFE19568F427B8229082D8E32746E"><enum>(iii)</enum><text>has an enthalpy for the total
				produced fluid greater than or equal to 2.791 megajoules per kilogram (1200
				British thermal units per pound).</text>
							</clause></subparagraph></paragraph><paragraph id="HD83E9E1C10BC421DAD84C9BB4B965FF0" indent="up1"><enum>(3)</enum><text>The Secretary shall annually report
				to Congress on the amount of bonds and certificates designated under this
				subsection and on the use of the proceeds of such bonds and
				certificates.</text>
