		<official-title>To authorize the Secretary of the Army to acquire land
		  for expansion of Pinon Canyon Maneuver Site, subject to certain
		  conditions.</official-title>

		<section display-inline="no-display-inline" id="H4CAA49CEE2DD47D6B492EEF900C93800" section-type="section-one"><enum>1.</enum><header>Authority to acquire land for
			 expansion of Pinon Canyon Maneuver Site</header>
			<subsection id="H8DA240E19DF44067005BAF3F5C81CF3C"><enum>(a)</enum><header>Authority</header><text>The
			 Secretary of the Army may, subject to subsections (b) and (c), after consulting
			 with the congressional defense committees, and using funds previously
			 appropriated for such purpose, acquire for not more than fair market value any
			 and all right, title, and interest in and to one or more parcels of real
			 property located near Pinon Canyon Maneuver Site (in this section referred to
			 as the <quote>Site</quote>) for the purpose of expanding the Site.</text>
			</subsection><subsection id="HD6026E4248FD434095A66EB1E648CFD8"><enum>(b)</enum><header>Limitation on
			 expansion</header><text>The Secretary of the Army may not acquire real property
			 under subsection (a) to expand the Site if such acquisition would require the
			 condemnation of such property, the seizure by a Federal entity of any private
			 property, or the exercise by a Federal or State governmental entity of eminent
			 domain authority.</text>
			</subsection><subsection id="H0DC9B0318A494E7D95AF1E31A12DCEAF"><enum>(c)</enum><header>Study
			 required</header><text>The Secretary of the Army may not acquire real property
			 under subsection (a) until the Secretary has submitted to the congressional
			 defense committees a study on—</text>
				<paragraph id="H9110E3398E8848CCB1CEDDBC97954CF"><enum>(1)</enum><text>the economic impact
			 on local communities of such acquisition;</text>
				</paragraph><paragraph id="HD898541756EE4D09887C876B353F3069"><enum>(2)</enum><text>the environmental
			 impact of expanding the Site pursuant to subsection (a); and</text>
				</paragraph><paragraph id="HF159B91FCF75437C866BF4FA82D0F233"><enum>(3)</enum><text>the costs
			 associated with potential environmental restoration, waste management, and
			 other environmental activities in connection with such acquisition and
			 expansion.</text>
				</paragraph></subsection><subsection id="H3E70A9D82C70498387ED32EBF9F19EBC"><enum>(d)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HE5ABAAB6D7124F0A9100F28CAD59DC6D"><enum>(1)</enum><text>The term
			 <quote>congressional defense committees</quote> means the Committee on Armed
			 Services and the Committee on Appropriations of the Senate and the Committee on
			 Armed Services and the Committee on Appropriations of the House of
			 Representatives.</text>
				</paragraph><paragraph id="H2B7CF6846BD646FEA399023EE4EF8462"><enum>(2)</enum><text>The term
			 <quote>fair market value</quote> means, with respect to a parcel of land, the
			 value of such parcel as determined by an appraisal performed by an independent,
			 certified appraiser in accordance with the Uniform Standards of Professional
			 Appraisal Practice.</text>
