<official-title display="yes">To authorize programs relating to science, mathematics, engineering, and technology education at the National Science Foundation and the Department of Energy Office of Science, and for other purposes.</official-title>

<section section-type="section-one" id="HA27EEAF9AA2640E1A7E8DB00D46EDE14" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Science and Mathematics Education for Competitiveness Act</short-title></quote>.</text></section> 
<section id="H085B1ECF34B444D8906D666C69DDC5DA"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H837F1727DE0648A2AA68BF6D007B49C9"><enum>(1)</enum><text>The National Science Foundation has made significant and valuable contributions to the improvement of K-12 and undergraduate science, technology, engineering, and mathematics education throughout its 56 year history.</text></paragraph> 
<paragraph id="HD186435B7142465D97FD155736C58DBD"><enum>(2)</enum><text>The National Science Foundation shall continue to carry out the functions described in section 3 of the National Science Foundation Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862">42 U.S.C. 1862</external-xref>).</text></paragraph></section> 
<section id="H98A211F840EC4E3C99FB49474D93176C"><enum>3.</enum><header>Robert Noyce Teacher Scholarship Program</header><text display-inline="no-display-inline">Section 10 of the National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n-1">42 U.S.C. 1862n–1</external-xref>) is amended—</text> 
<paragraph id="H278B48B46A5040F0A6BEC36F322DDAE9"><enum>(1)</enum><text>by inserting <quote>Teacher</quote> after <quote>Noyce</quote> in the section heading and each place it appears in the text;</text></paragraph> 
<paragraph id="H68D16B1AA2B249A3B4745B37E26391C6"><enum>(2)</enum><text>in subsection (a)(1)—</text> 
<subparagraph id="H8A46ECE54BE940B4A510470169C3BD5D"><enum>(A)</enum><text>by striking <quote>to provide scholarships, stipends, and programming designed</quote>; and</text></subparagraph> 
<subparagraph id="HF4EC1029A60240BA8D392427CBD322CE"><enum>(B)</enum><text>by inserting <quote>and to provide scholarships and stipends to students participating in the program</quote> after <quote>science teachers</quote>;</text></subparagraph></paragraph> 
<paragraph id="HB59EB3FD1588464E90BF0012F84284ED"><enum>(3)</enum><text>in subsection (a)(3)(A)—</text> 
<subparagraph id="H0A77EF9994694783BAA7F6A1CBABE836"><enum>(A)</enum><text>by striking <quote>encourage top college juniors and seniors</quote> and inserting <quote>recruit and prepare undergraduate students</quote>; and</text></subparagraph> 
<subparagraph id="H5D423E008D214A0EBE0055325D70BC6E"><enum>(B)</enum><text>by inserting <quote>qualified as</quote> after <quote>to become</quote>;</text></subparagraph></paragraph> 
<paragraph id="H68410C8C1B4F466D828D68D96E9B196C"><enum>(4)</enum><text>in subsection (a)(3)(A)(ii)—</text> 
<subparagraph id="H6A32B99D3ADF4C59A9E8F6FB469C1D57"><enum>(A)</enum><text>by striking <quote>programs to help scholarship recipients</quote> and inserting <quote>academic courses and early field teaching experiences designed to prepare students participating in the program</quote>;</text></subparagraph> 
<subparagraph id="H0EA48E66B26F4D45B737B7F917B3CECC"><enum>(B)</enum><text>by striking <quote>programs that will result in</quote> and inserting <quote>such preparation as is necessary to meet requirements for</quote>; and</text></subparagraph> 
<subparagraph id="HB6AA77196C6A4A52AE95F66FFE43DE00"><enum>(C)</enum><text>by striking <quote>licensing; and</quote> and inserting <quote>licensing;</quote>;</text></subparagraph></paragraph> 
<paragraph id="HA4A97EC5063B4E429920CF1D4EA0AAE3"><enum>(5)</enum><text>in subsection (a)(3)(A)(iii)—</text> 
<subparagraph id="H7D65B158F9DE49DFB9D99BDAAB124138"><enum>(A)</enum><text>by striking <quote>scholarship recipients</quote> and inserting <quote>students participating in the program</quote>;</text></subparagraph> 
<subparagraph id="H4AB9BAD6676142E883B0EDD02CA4F23B"><enum>(B)</enum><text>by striking <quote>enable the recipients</quote> and inserting <quote>enable the students</quote>; and</text></subparagraph> 
<subparagraph id="H8E18B59607D74FA082AC22E654607EF9"><enum>(C)</enum><text>by striking <quote>; or</quote> and inserting <quote>; and</quote>;</text></subparagraph></paragraph> 
<paragraph id="H7C34D45815DD455184ED2553B06E4078"><enum>(6)</enum><text>in subsection (a)(3)(A) by inserting at the end the following new clause:</text> 
<quoted-block style="OLC" id="H148B491B78034E44A690231F9CCB8D3D" display-inline="no-display-inline"> 
<clause id="H10C60998E372464E8117B5B15FD56277"><enum>(iv)</enum><text>providing summer internships for freshman and sophomore students participating in the program; or</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H7C90180392F14D10989EC48265BF281D"><enum>(7)</enum><text>in subsection (a)(3)(B)—</text> 
<subparagraph id="HAA3CF8D23ED24F2EB4F4A8C99A1A1CE"><enum>(A)</enum><text>by striking <quote>encourage</quote> and inserting <quote>recruit and prepare</quote>; and</text></subparagraph> 
<subparagraph id="H12F3BB86801F41DB9CE024C365671E93"><enum>(B)</enum><text>by inserting <quote>qualified as</quote> after <quote>to become</quote>;</text></subparagraph></paragraph> 
<paragraph id="HDBBF9732A7A946BEA5FBD251293F751F"><enum>(8)</enum><text>by amending clause (ii) of subsection (a)(3)(B) to read as follows:</text> 
<quoted-block style="OLC" id="HFD66F84449B146A1BB77D3CBF3F9BD8" display-inline="no-display-inline"> 
<clause id="H920967B77FE34A9B96EB995321DFDF03"><enum>(ii)</enum><text>offering academic courses and field teaching experiences designed to prepare stipend recipients to teach in elementary schools and secondary schools, including such preparation as necessary to meet requirements for teacher certification or licensing;</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HFC3B1842BBA84DD092F5FBB93BA28F"><enum>(9)</enum><text>in subsection (a) by inserting at the end the following new paragraph:</text> 
<quoted-block style="OLC" id="H8E350A9E41B54770ABBE895578FCC627" display-inline="no-display-inline"> 
<paragraph id="H878E32B01BAA4C0FBE001BD6A7B8F09B"><enum>(4)</enum><header>Eligibility requirement</header><text>To be eligible for an award under this section, an institution of higher education (or consortia of such institutions) shall ensure that specific faculty members and staff from the institution’s mathematics, science, or engineering departments and specific education faculty are designated to carry out the development and implementation of the program. An institution of higher education may also include teacher leaders to participate in developing the pedagogical content of the program and to supervise students participating in the program in their field teaching experiences. No institution of higher education shall be eligible for an award unless faculty from the institution’s mathematics, science, or engineering departments are active participants in the program.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H7069E8C03B014E9886469C98B56E9219"><enum>(10)</enum><text>in subsection (b)(1)(A)—</text> 
<subparagraph id="H8422BABEA42A4A228119E54199BB100"><enum>(A)</enum><text>by striking <quote>scholarship or stipend</quote>;</text></subparagraph> 
<subparagraph id="HB11B82A4CACC4364006649B8311E6751"><enum>(B)</enum><text>by inserting <quote>and summer internships</quote> after <quote>number of scholarships</quote>; and</text></subparagraph> 
<subparagraph id="H317ACB85F69D46B9895F67C13208F715"><enum>(C)</enum><text>by inserting <quote>the type of activities proposed for the recruitment of students to the program,</quote> after <quote>intends to award,</quote>;</text></subparagraph></paragraph> 
<paragraph id="H7E0560900546494A9C7394D2AFAB6E00"><enum>(11)</enum><text>in subsection (b)(1)(B)—</text> 
<subparagraph id="H181F83C535074B36B95ED600E5CD4B2"><enum>(A)</enum><text>by striking <quote>scholarship or stipend</quote>; and</text></subparagraph> 
<subparagraph id="HB275B5825F91439FA68E2BF1989E3294"><enum>(B)</enum><text>by striking <quote>; and</quote> and inserting <quote>, which may include a description of any existing programs at the applicant’s institution that are targeted to the education of science and mathematics teachers and the number of teachers graduated annually from such programs;</quote>;</text></subparagraph></paragraph> 
<paragraph id="HA58A72C4488044C1816899CBF764F6E"><enum>(12)</enum><text>in subsection (b)(1), by striking subparagraph (C) and inserting the following:</text> 
<quoted-block id="H45DC9096F1F844D3B427816451D87E97" style="OLC"> 
<subparagraph id="H532A59C491C44413853877C0B431C4F"><enum>(C)</enum><text>a description of the academic courses and field teaching experiences required under subsection (a)(3)(A)(ii) and (B)(ii), including—</text> 
<clause id="H822400F6CE8A4CC09FC26655EC9763B"><enum>(i)</enum><text display-inline="yes-display-inline">a description of the undergraduate program that will enable a student to graduate in 4 years with a major in mathematics, science, or engineering and to obtain teacher certification or licensing;</text></clause> 
<clause id="HC38684EDF13441068D1C8508F82B72C3"><enum>(ii)</enum><text>a description of the field teaching experiences proposed; and</text></clause> 
<clause id="HB4E7984681B449AB942EDC87AD394FAA"><enum>(iii)</enum><text>evidence of agreements between the applicant and the schools or school districts that are identified as the locations at which field teaching experiences will occur; </text></clause></subparagraph> 
<subparagraph id="HEAA52924A8B6408E8BBC2F86C8433860"><enum>(D)</enum><text>a description of the programs required under subsection (a)(3)(A)(iii) and (B)(iii), including activities to assist new teachers in fulfilling their service requirements under this section; and</text></subparagraph> 
<subparagraph id="HD121A6F9E9B34AFC9148B375BC7DB046"><enum>(E)</enum><text>an identification of the applicant’s mathematics, science, or engineering faculty and its education faculty who will carry out the development and implementation of the program as required under subsection (a)(4).</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HFB3C497C4D744C169270A072D3D330BE"><enum>(13)</enum><text>in subsection (b)(2)—</text> 
<subparagraph id="HC7F57653F45A4CADA813AE3475101266"><enum>(A)</enum><text>by redesignating subparagraphs (B), (C), (D), and (E) as subparagraphs (C), (D), (E) and (F), respectively; and</text></subparagraph> 
<subparagraph id="HA05B8C17C1404062B656CBA1FD8F0253"><enum>(B)</enum><text>by inserting after subparagraph (A) a new subparagraph as follows:</text> 
<quoted-block style="OLC" id="H4DB8508EA040459EA231F8011F8F3349" display-inline="no-display-inline"> 
<subparagraph id="H667CC8AF9E7841DF9662BD92F22512E"><enum>(B)</enum><text>the extent to which the applicant’s mathematics, science, or engineering faculty and its education faculty have worked or will work collaboratively to design new or revised curricula that recognizes the specialized pedagogy required to teach mathematics and science effectively in elementary and secondary schools;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H0029DA4B047348E3A0CD0042C025A0D2"><enum>(14)</enum><text>in subsection (c)(3)—</text> 
<subparagraph id="H4731313EC8FF429A943BF6CE102BA091"><enum>(A)</enum><text>by striking <quote>$7,500</quote> and inserting <quote>$10,000</quote>; and</text></subparagraph> 
<subparagraph id="HA283A0A4010A4C91ACA2F3B3A57E9460"><enum>(B)</enum><text>by striking <quote>of scholarship support</quote> and inserting <quote>of scholarship support, unless the Director establishes a policy by which part-time students may receive additional years of support</quote>;</text></subparagraph></paragraph> 
<paragraph id="H19EA780433564BD784769E615071CC8C"><enum>(15)</enum><text>in subsection (c)(4)—</text> 
<subparagraph id="H2DAC6450F72E4A15BF39745C5D383388"><enum>(A)</enum><text>by inserting <quote>, with a maximum service requirement of 4 years</quote> after <quote>was received</quote>; and</text></subparagraph> 
<subparagraph id="HA6BF354494964EA298DF885BD4501127"><enum>(B)</enum><text>by striking <quote>Service required under this paragraph shall be performed in a high-need local educational agency.</quote>;</text></subparagraph></paragraph>

<subsection id="H618F09A5FDE949E3BAE80005E9DF7196"><enum>(j)</enum><header>Science and mathematics scholarship gift fund</header><text>In accordance with section 11(f) of the National Science Foundation Act of 1950, the Director is authorized to accept donations from the private sector to support scholarships, stipends, or internships associated with programs under this section.</text></subsection> 
<subsection id="HD2C076F1B6374D409B8C68009DF0DBC2" display-inline="no-display-inline"><enum>(k)</enum><header>Assessment of teacher retention</header><text display-inline="yes-display-inline">Not later than 4 years after the date of enactment of this subsection, the Director shall transmit to Congress a report on the effectiveness of the program carried out under this section regarding the retention of participants in the teaching profession beyond the service obligation required under this section.</text></subsection> 
<subsection id="HD054468F69DA45369E75ACBA79CAF314"><enum>(l)</enum><header>Authorization of Appropriations</header><text>Except as provided in subsection (m), there are authorized to be appropriated to the Director for the Robert Noyce Teacher Scholarship Program—</text> 
<paragraph id="HCF395EC2977648C794E05FE573764965"><enum>(1)</enum><text>$50,000,000 for fiscal year 2007, of which at least $7,500,000 shall be used for capacity building activities described in subsection (a)(3)(A)(ii) and (iii) and (B)(ii) and (iii);</text></paragraph> 
<paragraph id="H558EE6A15EC14DC6BF866E36746B84ED"><enum>(2)</enum><text>$70,000,000 for fiscal year 2008, of which at least $10,500,000 shall be used for capacity building activities described in subsection (a)(3)(A)(ii) and (iii) and (B)(ii) and (iii);</text></paragraph> 
<paragraph id="H7CA2280FA2F54D9794F01EE43500E956"><enum>(3)</enum><text>$90,000,000 for fiscal year 2009, of which at least $13,500,000 shall be used for capacity building activities described in subsection (a)(3)(A)(ii) and (iii) and (B)(ii) and (iii);</text></paragraph> 
<paragraph id="H46D6024CB6284E2E00D404CFD4E4BE1C"><enum>(4)</enum><text>$110,000,000 for fiscal year 2010, of which at least $16,500,000 shall be used for capacity building activities described in subsection (a)(3)(A)(ii) and (iii) and (B)(ii) and (iii); and</text></paragraph> 
<paragraph id="H1300E1513E3E4D70989CCA0051AD31C6"><enum>(5)</enum><text>$130,000,000 for fiscal year 2011, of which at least $19,500,000 shall be used for capacity building activities described in subsection (a)(3)(A)(ii) and (iii) and (B)(ii) and (iii).</text></paragraph></subsection> 
<subsection id="H38258F71351445F188F80016A6CC00E0"><enum>(m)</enum><header>Exception</header><text>For any fiscal year for which the funding allocated for activities under this section is less than $50,000,000, the amount of funding available for capacity building activities described in paragraphs (1) through (5) of subsection (l) shall not exceed 15 percent of the allocated funds.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H62BA087AC99E47D7BD6C283B56884FD2" section-type="subsequent-section" display-inline="no-display-inline"><enum>4.</enum><header>School and university partnerships for science and mathematics education</header> 
<subsection id="HD91C817CBEDC4751874523B3F25B4CA0"><enum>(a)</enum><header>In general</header><text>Section 9 of the National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n">42 U.S.C. 1862n</external-xref>) is amended—</text>

Grants provided under this section may be used to develop and implement courses of instruction for the master’s degree programs, which may involve online learning, and develop related educational materials.</text></paragraph> 
<paragraph id="H11E19CC414574EA0AA05868096579730"><enum>(9)</enum><header>Mentors for advanced placement courses teachers and students</header><text>Partnerships carrying out activities to prepare science and mathematics teachers to teach Advanced Placement and International Baccalaureate science and mathematics courses in accordance with paragraph (3)(B) shall encourage companies employing scientists, mathematicians, or engineers to provide mentors to teachers and students and provide for the coordination of such mentoring activities.</text></paragraph> 
<paragraph id="HF99AF8CCE4C642F9904BBB35D8ACC524"><enum>(10)</enum><header>Inventiveness</header><text display-inline="yes-display-inline">Activities carried out in accordance with paragraph (3)(H) may include the development and dissemination of curriculum tools that will help foster inventiveness and innovation.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H6A226CFD9E794164AFE5B78F128C8C57"><enum>(10)</enum><text>in subsection (b)(2) by redesignating subparagraphs (E) and (F) as subparagraphs (F) and (G), respectively, and inserting after subparagraph (D) the following new subparagraph:</text>

Not later than 1 year after the date of enactment of this paragraph, the Director shall transmit a report describing the results of this study to the Committee on Science and the Committee on Education and the Workforce of the House of Representatives and to the Committee on Commerce, Science, and Transportation and the Committee on Health, Education, Labor, and Pensions of the Senate.</text></paragraph> 
<paragraph id="HDE645A4225754720AF7347D572D222C9"><enum>(3)</enum><header>Report on evaluations</header><text display-inline="yes-display-inline">Not later than 4 years after the date of enactment of this paragraph, the Director shall transmit a report summarizing the evaluations required under subsection (b)(1)(E) of grants received under this program and describing any changes to the program recommended as a result of these evaluations to the Committee on Science and the Committee on Education and the Workforce of the House of Representatives and to the Committee on Commerce, Science, and Transportation and the Committee on Health, Education, Labor, and Pensions of the Senate. Such report shall be made widely available to the public.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph>

<section id="H43390A76EB44447CB830856CC52D2022"><enum>5.</enum><header>Science, technology, engineering, and mathematics talent expansion program</header> 
<subsection id="HA98C9C5E84A24ECFB8B9312964D9925E"><enum>(a)</enum><header>Amendments</header><text>Section 8(7) of the National Science Foundation Authorization Act of 2002 is amended—</text> 
<paragraph id="HE0DE3653FAA244C18DF568045F140013"><enum>(1)</enum><text>in subparagraph (A) by striking <quote>competitive, merit-based</quote> and all that follows through <quote>in recent years</quote> and inserting </text> 
<quoted-block style="OLC" id="H18FBF230864F47F3878C3DA3C03D8627" display-inline="yes-display-inline"><text display-inline="yes-display-inline">competitive, merit-reviewed multiyear grants for eligible applicants to improve undergraduate education in science, mathematics, engineering and technology through—</text> 
<clause id="H8F64D8F9DC714B2AADB2DE4B00C6324F" indent="up1"><enum>(i)</enum><text>the creation of programs to increase the number of students studying toward and completing associate’s or bachelor’s degrees in science, mathematics, engineering and technology, particularly in fields that have faced declining enrollment in recent years; and</text></clause> 
<clause id="H1E09680672D94C770073D53DDD82758E" indent="up1"><enum>(ii)</enum><text>the creation of centers to develop undergraduate curriculum, teaching methods for undergraduate courses, and methods to better train professors and teaching assistants who teach undergraduate courses to increase the number of students completing undergraduate courses in science, mathematics, technology, and engineering, including the number of nonmajors, and to improve student academic achievement in those courses.</text></clause>

<subparagraph id="HA8292C3A507A40E29BE59CD0CF11996" indent="up1"><enum>(F)</enum><text>Grants awarded under subparagraph (A)(ii) shall be carried out by a department or departments of science, mathematics, or engineering at institutions of higher education (or a consortia thereof), which may partner with education faculty. Applications for awards under subparagraph (A)(ii) shall be submitted to the Director at such time, in such manner, and containing such information as the Director may require. At a minimum, the application shall include—</text> 
<clause id="H071911756EA144139F91AAECBA885C89"><enum>(i)</enum><text>a description of the activities to be carried out by the Center;</text></clause> 
<clause id="HCF2542A3C06B4FC980BAE332D838A142"><enum>(ii)</enum><text>a plan for disseminating programs related to the activities carried out by the Center to faculty at the grantee institution and at other institutions;</text></clause> 
<clause id="HC34B2069F50F4BA980E89F18F31C566E"><enum>(iii)</enum><text>an estimate of the number of faculty, graduate students (if any), and undergraduate students who will be affected by the activities carried out by the Center; and</text></clause> 
<clause id="HCEBAC73AC7674E7AAA9FE2E6B433FABD"><enum>(iv)</enum><text>a plan for assessing the effectiveness of the Center at accomplishing the goals described in subparagraph (A)(ii).</text></clause></subparagraph> 
<subparagraph id="H5116BF4DC86945A8BFF99DDD0887CB1E" indent="up1"><enum>(G)</enum><text>in evaluating the applications submitted under subparagraph (F), the Director shall consider, at a minimum—</text> 
<clause id="H28644DD2179445FEB5D8742250D84627"><enum>(i)</enum><text>the ability of the applicant to effectively carry out the proposed activities, including the dissemination activities described in subparagraph (C)(ii)(IV); and</text></clause> 
<clause id="H98D75142E7A24399886D1286085123E5"><enum>(ii)</enum><text>the extent to which the faculty, staff, and administrators of the applicant institution are committed to improving undergraduate science, mathematics, and engineering education.</text></clause></subparagraph> 
<subparagraph id="HCAAF69C11565453A9490F6B41288D319" indent="up1"><enum>(H)</enum><text>In awarding grants under subparagraph (A)(ii), the Director shall endeavor to ensure that a wide variety of science, mathematics, and engineering fields and types of institutions of higher education, including 2-year colleges, are covered, and that—</text> 
<clause id="H87516F13ECDC4E44A44B2C06C2FABBF"><enum>(i)</enum><text>at least 1 Center is housed at a Doctoral/Research University as defined by the Carnegie Foundation for the Advancement of Teaching; and</text></clause> 
<clause id="HDC7D9908F02245F9BB01815E63065429"><enum>(ii)</enum><text>at least 1 Center is focused on improving undergraduate education in an interdisciplinary area.</text></clause></subparagraph> 
<subparagraph id="H5C4C16B89D894E168BE178BD35E63D36" indent="up1"><enum>(I)</enum><text>The Director shall convene an annual meeting of the awardees under this paragraph to foster collaboration and to disseminate the results of the Centers and the other activities funded under this paragraph.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H8EEFF16B1FD6421CAE847CD137A6F7A3"><enum>(b)</enum><header>Report on data collection</header><text>Not later than 180 days after the date of enactment of this Act, the Director shall transmit to Congress a report on how the Director is determining whether current grant recipients in the Science, Technology, Engineering, and Mathematics Talent Expansion Program are making satisfactory progress as required by section 8(7)(D)(ii) of the National Science Foundation Authorization Act of 2002 and what funding actions have been taken as a result of the Director’s determinations.</text></subsection> 
<subsection id="H38E23F49CAC94635BC3FED6E59A83788"><enum>(c)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Director of the National Science Foundation for the program described in section 8(7) of the National Science Foundation Authorization Act of 2002—</text>

<paragraph id="H25F2F0D18451467B81EABDDA4F93B6D7"><enum>(2)</enum><text>$55,000,000 for fiscal year 2008, of which $10,000,000 shall be for the grants described in subparagraph (A)(ii);</text></paragraph> 
<paragraph id="H3DD7D8D1D7094416B49E3FA08D1B5B63"><enum>(3)</enum><text>$60,000,000 for fiscal year 2009, of which $10,000,000 shall be for the grants described in subparagraph (A)(ii);</text></paragraph> 
<paragraph id="H4B5304AD9B62434089FAC5B080F4173"><enum>(4)</enum><text>$60,000,000 for fiscal year 2010, of which $10,000,000 shall be for the grants described in subparagraph (A)(ii); and</text></paragraph> 
<paragraph id="H7D55945F0E1648B38E173E4787773925"><enum>(5)</enum><text>$60,000,000 for fiscal year 2011, of which $10,000,000 shall be for the grants described in subparagraph (A)(ii).</text></paragraph></subsection></section> 
<section id="H3A3C359FB88543B98E94C883008F8CC8"><enum>6.</enum><header>Integrative Graduate Education and Research Traineeship program</header> 
<subsection id="HC656D65106C74DC698177905E0A05078"><enum>(a)</enum><header>Funding</header><text>For each of the fiscal years 2007 through 2011, the Director of the National Science Foundation shall allocate at least 1.5 percent of funds appropriated for Research and Related Activities to the Integrative Graduate Education and Research Traineeship program.</text></subsection> 
<subsection id="HC1B929272A3D4AB7871473DBF0CCFCF0"><enum>(b)</enum><header>Coordination</header><text>The Director shall coordinate with Federal departments and agencies, as appropriate, to expand the interdisciplinary nature of the Integrative Graduate Education and Research Traineeship program.</text></subsection> 
<subsection id="H773E6264385943450006787567177897"><enum>(c)</enum><header>Authority To Accept Funds From Other Agencies</header><text>The Director is authorized to accept funds from other Federal departments and agencies to carry out the Integrative Graduate Education and Research Traineeship program.</text></subsection></section> 
<section id="H12E05DA0E5154FDC99B915CD24BD1FEF"><enum>7.</enum><header>Centers for Research on Learning and Education Improvement</header><text display-inline="no-display-inline">The Director of the National Science Foundation shall continue to carry out the program of Centers for Research on Learning and Education Improvement as established in section 11 of the National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n-2">42 U.S.C. 1862n–2</external-xref>).</text></section> 
<section id="H76E4B2E504644006972FCC54A3E1ADA8"><enum>8.</enum><header>Undergraduate education programs</header><text display-inline="no-display-inline">The Director of the National Science Foundation shall continue to carry out programs in undergraduate education, including those authorized in section 17 of the National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n-6">42 U.S.C. 1862n–6</external-xref>). Funding for these programs shall increase as funding for the National Science Foundation grows.</text></section> 
<section id="HE1996B95F57046C78D7502B98F9B0017"><enum>9.</enum><header>Evaluation of professional science masters</header><text display-inline="no-display-inline">Not earlier than 1 year after the date of enactment of this Act, the Director of the National Science Foundation shall enter into an agreement with an appropriate party to assess the impact of the Professional Science Master’s (PSM) degree at a variety of institutions, including the extent to which the degree is interdisciplinary and targeted to emerging fields, such as services sciences, the ability of graduates to obtain employment in industry relative to those who receive traditional science master’s degrees, salary ranges for graduates relative to traditional science masters graduates, the extent to which the degree is terminal or graduates go on to continue their education, and the success of the degree in attracting traditionally underrepresented populations, including women and minorities. The results of such study, together with any recommendations for Federal support for Professional Science Master’s programs, shall be transmitted to the Congress not later than 3 years after the date of enactment of this Act.</text></section> 
<section id="H0C8BB38B44D34CFD84402D2FD8ED8F3"><enum>10.</enum><header>Report on broader impacts criterion</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Director of the National Science Foundation shall transmit to Congress a report on the impact of the broader impacts grant criterion used by the National Science Foundation. The report shall–—</text> 
<paragraph id="H4B9A9C1AA3A845EB8E3B0018E806FFAA"><enum>(1)</enum><text>identify the criteria that each division and directorate of the Foundation uses to evaluate the broader impacts aspects of research proposals;</text></paragraph> 
<paragraph id="H03F6D0225FD4478AAE4DCC04CF100EC"><enum>(2)</enum><text>provide a breakdown of the types of activities by division that awardees have proposed to carry out to meet the broader impacts criterion;</text></paragraph> 
<paragraph id="HB445B4515A4B4D70BD9778B763C002A9"><enum>(3)</enum><text>provide any evaluations performed by the National Science Foundation to assess the degree to which the broader impacts aspects of research proposals were carried out and how effective they have been at meeting the goals described in the research proposals;</text></paragraph> 
<paragraph id="H5D0B76CEB36B48E9AAE081E01D2B9540"><enum>(4)</enum><text>describe what national goals, such as improving undergraduate science, mathematics, and engineering education, improving K-12 science and mathematics education, promoting university-industry collaboration and technology transfer, and broadening participation of underrepresented groups, the broader impacts criterion is best suited to promote; and</text></paragraph> 
<paragraph id="H62D9721C830942E8A637007367F1EF77"><enum>(5)</enum><text>describe what steps the National Science Foundation is taking and should take to use the broader impacts criterion to improve undergraduate science, mathematics, and engineering education.</text></paragraph></section> 
<section id="H453EFF3A778E486484583E148869E721"><enum>11.</enum><header>Study on laboratory equipment donations for schools</header><text display-inline="no-display-inline">Not later than 2 years after the date of enactment of this Act, the Director of the National Science Foundation shall transmit a report to the Congress examining the extent to which institutions of higher education are donating used laboratory equipment to elementary and secondary schools. The Director, in consultation with the Secretary of Education, shall survey institutions of higher education to determine—</text> 
<paragraph id="H715BF0694FA34F1CAB96C5CC9570AAB7"><enum>(1)</enum><text>how often, how much, and what type of equipment is donated;</text></paragraph> 
<paragraph id="HE8687795545A435B0053BAA200C1FE4F"><enum>(2)</enum><text>what criteria or guidelines the institutions are using to determine what types of equipment can be donated, what condition the equipment should be in, and which schools receive the equipment;</text></paragraph> 
<paragraph id="H175570A59EE64E12A3EF569D45EDD53"><enum>(3)</enum><text>whether the institutions provide any support to, or follow-up with the schools; and</text></paragraph> 
<paragraph id="H1CABF86C8D8C4BF8B4B588EA00C15BCF"><enum>(4)</enum><text>how appropriate donations can be encouraged.</text></paragraph></section> 
<section id="H8C105A1943A1496B9573C1DEC621F7F7"><enum>12.</enum><header>Assessments of National Science Foundation education programs</header><text display-inline="no-display-inline">In conducting assessments of National Science Foundation education programs, the Director shall use assessment methods that allow Foundation programs to be compared to education programs supported by other Federal agencies.</text></section> 
<section id="HD4F093A8EB524F7095A805687FD6A6D6"><enum>13.</enum><header>Education programs at the Department of Energy</header> 
<subsection id="H0DB62A9FEEE14D44939456EDA3D75E54"><enum>(a)</enum><header>Authorization of Education Programs</header><text>The Secretary of Energy, acting through the Office of Science, shall carry out education programs and activities in fields related to the Office of Science’s mission, which may include awarding scholarships or fellowships for study and research, providing research experiences at National Laboratories for undergraduates, and operating summer institutes to improve the content knowledge of science and mathematics teachers.</text></subsection> 
<subsection id="H1959EC7CDC50497A8C871D007885F066"><enum>(b)</enum><header>Inventory and Evaluation</header> 
<paragraph id="H0879C9AE3C7A4D54AF2E00F5E0FC8C4F"><enum>(1)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary of Energy shall transmit a report to the Congress which shall contain—</text> 
<subparagraph id="H1A8A53F391FE48F89573DF83BAAB96CD"><enum>(A)</enum><text>an inventory of existing education programs and activities at the Department and at the National Laboratories, which shall include a description of each education program or activity supported by the Department or the National Laboratories, a description of the intended beneficiaries, and the amount of Federal funding used to support it; and</text></subparagraph> 
<subparagraph id="H5864CA0D6D1944E2A0E1D31854B27517"><enum>(B)</enum><text>a schedule for conducting independent evaluations of the education programs and activities identified under subparagraph (A) to assess the impact of such programs and activities on the intended beneficiaries and the larger mission of the Office of Science that shall result in all evaluations of the programs being completed not later than 4 years after the date of enactment of this Act.</text></subparagraph></paragraph> 
<paragraph id="HBB1D608FBEAF4728B0E5A1E490CB0973"><enum>(2)</enum><header>Implementation of schedule</header><text>The Secretary shall implement the schedule provided under paragraph (1)(B) and shall transmit each evaluation to the Congress as it is completed, along with a description of any actions the Secretary intends to take as a result of the evaluation.</text></paragraph></subsection> 
<subsection id="HD7B135911EED48B8A80077A17CFBEF54"><enum>(c)</enum><header>National Laboratories</header><text>The Secretary shall include the conduct of education programs at the National Laboratories and the results of any evaluations of such programs as a factor in the annual setting of the performance and other incentive fees for a National Laboratories management and operations contractor.</text></subsection></section> 
<section id="H7CF44BE878444843A64CCDD960EABD4"><enum>14.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text> 
<paragraph id="H45A3253A39A3475F837705CEA1008BB2"><enum>(1)</enum><text>the term <quote>institution of higher education</quote> has the meaning given such term in section 101(a) of the <act-name parsable-cite="HEA65">Higher Education Act of 1965</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>); and</text></paragraph> 
<paragraph id="HD37D397C5682419FAF0009C21969960"><enum>(2)</enum><text>the term <quote>National Laboratory</quote> has the meaning given the term <quote>nonmilitary energy laboratory</quote> in section 903(3) of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16182">42 U.S.C. 16182(3)</external-xref>).</text></paragraph></section>
