<official-title>To require the Biomass Research and Development Board to prepare a biobased fuel action plan to increase the use in the United States of biobased fuel as a ground transportation fuel.</official-title>

<section id="HA22D7A8A7E024F3FAF4B4B816F00F2A8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Biobased Fuel Action Plan Act of 2006</short-title></quote>.</text></section> 
<section id="H72587EAE606A48E8989C9C6C293E71F4"><enum>2.</enum><header>Development of biobased fuel action plan to increase use of biobased fuel as a ground transportation fuel</header> 
<subsection id="H4594BD37CA7D4BBF9485A6C45B2F35C9"><enum>(a)</enum><header>Plan development</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Biomass Research and Development Board established by section 305 of the Biomass Research and Development Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/7/7624">7 U.S.C. 7624</external-xref> note) shall submit to Congress a report containing an action plan detailing specific strategies to ensure that—</text>
<paragraph id="HB9389D2AD7954AF1A0AA15D9C35B287C"><enum>(1)</enum><text>by December 31, 2015, not less than 10 percent of the United States ground transportation fuel supply is biobased fuel; and</text></paragraph>
<paragraph id="HCC3E740A48504ABC9F4ED92E6531B9DC"><enum>(2)</enum><text display-inline="yes-display-inline">by December 31, 2020, not less than 20 percent of the United States ground transportation fuel supply is biobased fuel.</text></paragraph></subsection>
<subsection id="HFCBCF99C51CC47C08DA998E065B4C592"><enum>(b)</enum><header>Biobased fuel defined</header>
<paragraph id="H812D7C216AA844FDBED28F504F6BA1CE"><enum>(1)</enum><header>In general</header><text>In this section, the term <quote>biobased fuel</quote> means motor vehicle fuel that—</text>
<subparagraph id="HB3C54C8766F24175855EBE6B736B5532"><enum>(A)</enum><text>is produced from grain, starch, oilseeds, or other biomass or is natural gas produced from a biogas source, including a landfill, sewage waste treatment plant, feedlot, or other place where decaying organic material is found; and</text></subparagraph>
<subparagraph id="H0ACB847CE65E46E2AFC0CB4535FCD59B"><enum>(B)</enum><text>is used to replace or reduce the quantity of fossil fuel present in a fuel mixture used to operate a motor vehicle.</text></subparagraph></paragraph>
<paragraph id="H0FCFED7D084A45ADB7D409A5CE46A798"><enum>(2)</enum><header>Inclusion</header><text>The term includes—</text>
<subparagraph id="H7037B35C2F844AA58DAAE4E8CBA9EA63"><enum>(A)</enum><text display-inline="yes-display-inline">cellulosic biomass ethanol;</text></subparagraph>
<subparagraph id="H9749795A8EC84ED9979122B9D6DFD1D"><enum>(B)</enum><text>waste derived ethanol;</text></subparagraph>
<subparagraph id="H99E21F275282475080D2156330E61EDA"><enum>(C)</enum><text>biodiesel, as defined in section 312(f) of the Energy Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/42/13220">42 U.S.C. 13220(f)</external-xref>); and</text></subparagraph>
<subparagraph id="HBA17F2573FEB444F953F4496DACF6EE"><enum>(D)</enum><text>any blending components derived from renewable fuel.</text> </subparagraph></paragraph></subsection></section>
