		  detection, diagnosis, and treatment of hearing loss.</official-title>

		<section id="HEF050E5057C040B6967227DFE1CDD741" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Early Hearing Detection and
			 Intervention</short-title> Act of 2006</quote>.</text>
		</section><section id="HB373E73FDA4441EBBB24D8D46235914"><enum>2.</enum><header>Early detection,
			 diagnosis, and treatment of hearing loss</header><text display-inline="no-display-inline">Section 399M of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g-1">42 U.S.C. 280g–1</external-xref>) is amended—</text>
			<paragraph id="HC38C16F825624FBD916579C7A3D5D100"><enum>(1)</enum><text>in the section
			 heading, by striking <quote><header-in-text level="section" style="OLC">infants</header-in-text></quote> and inserting
			 <quote><header-in-text level="section" style="OLC">newborns, infants, and young
			 children</header-in-text></quote>;</text>
			</paragraph><paragraph id="H0742AA404795431BB1DF31B6BEB28C73"><enum>(2)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="HF2828E2E38564522BA7ED8DBD440AE7"><enum>(A)</enum><text>in the heading, by
			 striking <quote><header-in-text level="subsection" style="OLC">newborn and
			 infant</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">newborn, infant, and young
			 child</header-in-text></quote>;</text>
				</subparagraph><subparagraph id="H5B9F5D1B4FF34028ABBF6884D97B4EEF"><enum>(B)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>newborn and infant hearing
			 screening, evaluation and intervention programs and systems</quote> and
			 inserting <quote>newborn, infant, and young child hearing screening,
			 evaluation, diagnosis, and intervention programs and systems, and to assist in
			 the recruitment, retention, education, and training of qualified personnel and
			 health care providers,</quote>; and</text>
				</subparagraph><subparagraph id="H5CD92438B7734E14B6E95BBE0000E35C"><enum>(C)</enum><text>by amending
			 paragraph (1) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H6F30B5AEDA694BD8901980A088F2BA04" style="OLC">
						<paragraph id="HB9469F17BE39486E8E0090F3DD67998F"><enum>(1)</enum><text display-inline="yes-display-inline">To develop and monitor the efficacy of
				statewide programs and systems for hearing screening of newborns, infants, and
				young children; prompt evaluation and diagnosis of children referred from
				screening programs; and appropriate educational, audiological, and medical
				interventions for children identified with hearing loss. Early intervention
				includes referral to and delivery of information and services by schools and
				agencies, including community, consumer, and parent-based agencies and
				organizations and other programs mandated by part C of the Individuals with
				Disabilities Education Act, which offer programs specifically designed to meet
				the unique language and communication needs of deaf and hard of hearing
				newborns, infants, and young children. Programs and systems under this
				paragraph shall establish and foster family-to-family support mechanisms that
				are critical in the first months after a child is identified with hearing
				loss.</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="H2DC7884660214BEC8011EA387B66BCF"><enum>(D)</enum><text>in paragraph (2),
			 by striking <quote>newborn and infant</quote> and inserting <quote>newborn,
			 infant, and young child</quote>; and</text>
				</subparagraph><subparagraph id="H5E7438557FB4490CB3B97C12002CC7CD"><enum>(E)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HA99C611ACFFB48DC89B297B3F2EBECB7" style="OLC">
						<paragraph id="H10C192134B834C7DA591D63167FCF1E1"><enum>(3)</enum><text display-inline="yes-display-inline">To develop efficient models to ensure that
				newborns, infants, and young children who are identified with a hearing loss
				through screening are not lost to follow-up by a qualified health care
				provider. These models shall be evaluated for their effectiveness, and State
				agencies shall be encouraged to adopt models that effectively reduce loss to
				follow-up.</text>
						</paragraph><paragraph id="H9682E2BEBD7947B6B1D9577951E2C5B2"><enum>(4)</enum><text>To ensure an
				adequate supply of qualified personnel to meet the screening, evaluation, and
				early intervention needs of
				children.</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H07159153395F4F239749326D1B13BC9"><enum>(3)</enum><text>in
			 subsection (b)—</text>
				<subparagraph id="H49F7571C482841FCA7B9DCC86E06D03B"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
					<clause id="H94F382CE89DF4559BDE20297C7339B3F"><enum>(i)</enum><text>by
			 striking the term <quote>newborn and infant</quote> each place such term
			 appears and inserting <quote>newborn, infant, and young child</quote>;
			 and</text>
					</clause><clause id="H0AC859236EE2490E91E23D56444DEF2F"><enum>(ii)</enum><text>in
			 subparagraph (A), by striking <quote>hearing loss screening, evaluation, and
			 intervention programs</quote> and inserting <quote>hearing loss screening,
			 evaluation, diagnosis, and intervention programs</quote>;</text>
					</clause></subparagraph><subparagraph id="H200664F4645E4C79AD81CE265E985BDC"><enum>(B)</enum><text>in paragraph
			 (2)—</text>
					<clause display-inline="no-display-inline" id="H4415462A30654B699E94E47CC9073B9E"><enum>(i)</enum><text>by striking
			 <quote>for purposes of this section, continue</quote> and insert the following:</text>
						<quoted-block display-inline="yes-display-inline" id="HBE41D0853A4E4E640094AFFAA406ED7" style="OLC">
							<text>for purposes of this
			 section—</text><subparagraph id="H7D4DCD4860E547ACA457B87CBB7977EF"><enum>(A)</enum><text>continue</text>
							</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</clause><clause id="HD3B1032508274219861FDCA7E0936814"><enum>(ii)</enum><text>by
			 striking the period at the end and inserting <quote>; and</quote>; and</text>
					</clause><clause id="HB3BAF03B13094125B656397EF66056D"><enum>(iii)</enum><text>by
			 adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H2B71486E899143E7BE6C704DE6D800F6" style="OLC">
							<subparagraph id="H398B40339681445C9E96B274310027B7"><enum>(B)</enum><text>establish a
				postdoctoral fellowship program to foster research and development in the area
				of early hearing detection and
				intervention.</text>
							</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</clause></subparagraph></paragraph><paragraph id="H855FF6C86B0E4D4ABFF5014181F3EA4C"><enum>(4)</enum><text>in paragraphs (2)
			 and (3) of subsection (c), by striking the term <quote>newborn and infant
			 hearing screening, evaluation and intervention programs</quote> each place such
			 term appears and inserting <quote>newborn, infant, and young child hearing
			 screening, evaluation, diagnosis, and intervention programs</quote>; and</text>
			</paragraph><paragraph id="H61581A03CD554B028DAB00082F932814"><enum>(5)</enum><text>in subsection
			 (e)—</text>
				<subparagraph id="HE45DAE03F3AB4FA8BD4D57CAB57F85D3"><enum>(A)</enum><text>in paragraph (3),
			 by striking <quote>ensuring that families of the child</quote> and all that
			 follows and inserting <quote>ensuring that families of the child are provided
			 comprehensive, consumer-oriented information about the full range of family
			 support, training, information services, and language and communication options
			 and are given the opportunity to consider and obtain the full range of early
			 intervention services, educational and program placements, and other options
			 for their child from highly qualified providers.</quote>; and</text>
				</subparagraph><subparagraph id="H6ADD23F7E99F4B73884CACDA94DAFA9"><enum>(B)</enum><text>in paragraph
			 (6)—</text>
					<clause id="HB651D6E4CA9047F2A34D6E853914EE3F"><enum>(i)</enum><text>by
			 striking <quote>newborn and infant</quote> and inserting <quote>newborn,
			 infant, and young child</quote>;</text>
