<enum>I</enum><header>United States public diplomacy in the People’s Republic of China</header>
<section id="H3E7A50C894194772B8D7B3076CC2BC29"><enum>101.</enum><header>Public diplomacy in the PRC</header><text display-inline="no-display-inline">There are authorized to be appropriated to the Secretary of State $6,000,000 for fiscal year 2007 for public diplomacy programming, the hiring of additional local public diplomacy personnel, and public diplomacy information technology infrastructure in the People’s Republic of China.</text></section>
<enum>II</enum><header>United States diplomatic missions in the People’s Republic of China</header>
<section id="H629902298C20447F0000013786BF1B06"><enum>201.</enum><header>Construction and staffing of one new United States consulate in the PRC</header><text display-inline="no-display-inline">There is authorized to be appropriated to the Secretary of State $150,000,000 for fiscal year 2007 for the construction and staffing of one additional United States consulate in the People’s Republic of China (in addition to the number of such consulates in the PRC in existence on the date of the enactment of this Act).</text></section>
<section id="H86F03E941C7448368D750615DD1746E"><enum>202.</enum><header>Establishment of ten new United States diplomatic posts in the PRC</header><text display-inline="no-display-inline">There is authorized to be appropriated to the Secretary of State $10,000,000 for fiscal year 2007 for the establishment of ten additional United States diplomatic posts in the People’s Republic of China (in addition to the number of such posts in the PRC in existence on the date of the enactment of this Act), including facility rental, necessary and appropriate Foreign Service officer posting at such additional posts, the hiring of local personnel and administrative support.</text></section>
<enum>III</enum><header>United States participation in Asia-Pacific Economic Cooperation</header>
<section id="HE438A14F41C04101BF6499B9A3CCBCBD"><enum>301.</enum><header>United States participation in Asia-Pacific Economic Cooperation</header><text display-inline="no-display-inline">There are authorized to be appropriated to the Secretary of State $3,000,000 for fiscal year 2007 for a United States financial contribution to Asia-Pacific Economic Cooperation.</text></section>
<enum>IV</enum><header>Chinese language and cultural studies instruction in schools</header>
<section id="H469560DC1419468D00BA46EEC3E9261"><enum>401.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
<paragraph id="H76623BBCF43A4C5497C35312328E6984"><enum>(1)</enum><header>Elementary school, local educational agency, secondary school, State educational agency</header><text>The terms <term>elementary school</term>, <term>local educational agency</term>, <term>secondary school</term>, and <term>State educational agency</term> have the meanings given such terms in section 9101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph>
<paragraph id="H43104E87F83D4B039935DDCEE46F2E71" commented="no"><enum>(2)</enum><header>Physical exchange</header><text>The term <term>physical exchange</term> means an academic, professional, or cultural exchange between the United States and the People’s Republic of China that requires international travel by one or more individuals involved in the exchange.</text></paragraph>
<paragraph id="H35BEBCB56AF94767A300E6CAD5009DE8"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Education.</text></paragraph>
<paragraph id="HEFF6EDC2EA884D9580D0F34747C713FA"><enum>(4)</enum><header>Virtual exchange</header><text>The term <term>virtual exchange</term> means an academic, professional, or cultural exchange between the United States and the People’s Republic of China that does not require international travel by one or more individuals involved in the exchange.</text></paragraph></section>
<section id="HE0374DB71E4543FEACBEF0CBDA5F5E5"><enum>402.</enum><header>Programs for Chinese language and cultural studies instruction</header>
<subsection id="HA34A3BE18ABE4FD6A08076597214B94D"><enum>(a)</enum><header>Program authorized</header>
<paragraph id="H41520820153B40FDA0C5F3B1C019800"><enum>(1)</enum><header>In general</header><text>From amounts appropriated under subsection (e), the Secretary of Education shall award grants, on a competitive basis, to local educational agencies to carry out innovative model programs providing for the establishment, improvement, or expansion of Chinese language and cultural studies instruction for elementary school and secondary school students in the schools served by such local educational agencies.</text></paragraph>
<paragraph id="HC9F2AF3706174A0F9D1B5E4043D92B20"><enum>(2)</enum><header>Duration</header><text>A grant under paragraph (1) shall be for a period of three years.</text></paragraph></subsection>
<subsection id="H30442C7CC6FE466D8956DE7092D4B5C1"><enum>(b)</enum><header>Requirements</header><text>In awarding a grant under subsection (a) to a local educational agency, the Secretary shall support programs that—</text>
<paragraph id="HB7433F83691D4D9E9CC9FBF677152202"><enum>(1)</enum><text>demonstrate approaches that can be disseminated and duplicated in other local educational agencies; and</text></paragraph>
<paragraph id="H92CEF3D37C9D4417A5CF21002607E3F"><enum>(2)</enum><text>may include a professional development component.</text></paragraph></subsection>
<subsection id="H9E442F6611A440339BBCDA12E7AB71BD"><enum>(c)</enum><header>Reservation</header><text>The Secretary may reserve not more than .05 percent of funds appropriated under subsection (e) to evaluate the effectiveness of the programs funded under this section.</text></subsection>
<subsection id="H706777EB353643ED87C047F6EBA500E8"><enum>(d)</enum><header>Applications</header>
<paragraph id="H71CEA15EA69A47139642323DCB1481DC"><enum>(1)</enum><header>In general</header><text>A local educational agency desiring a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph>
<paragraph id="H69F4C44558974B98BFF52DABD386ECE2"><enum>(2)</enum><header>Special consideration</header><text>In awarding grants under this section, the Secretary shall give special consideration to applications describing programs that—</text>
<subparagraph id="H7D8E35A48A96413281B9C605A21C83A5"><enum>(A)</enum><text>include intensive summer Chinese language instruction programs for professional development, with particular regard to such programs that include physical exchanges;</text></subparagraph>
<subparagraph id="HFCDA7CB7853A499F8402D9D46537C923"><enum>(B)</enum><text>link speakers in the community who are bilingual in English and Chinese with elementary and secondary schools in order to promote two-way language learning;</text></subparagraph>
<subparagraph id="H39974D8FD1F34A1E8494CEDD48CD2903"><enum>(C)</enum><text>promote the sequential study of Chinese language for students, beginning in elementary school;</text></subparagraph>
<subparagraph id="HFE508931808C41B6ABF870E3D3EC4083"><enum>(D)</enum><text>make effective use of technology, such as computer-assisted instruction, language laboratories, or distance learning, to promote Chinese language study;</text></subparagraph>
<subparagraph id="H0F384BE88D98421F84CEC56873298FB3"><enum>(E)</enum><text>promote innovative activities, such as Chinese language immersion, partial Chinese language immersion, or content-based instruction; and</text></subparagraph>
<subparagraph id="H27E0E3FAAD8845E388164E130753D644"><enum>(F)</enum><text>promote a comprehensive approach to learning Chinese, which includes programs on the history and culture of China.</text></subparagraph></paragraph></subsection>
<subsection id="HF351E2948C7C4D46BDB5E816A46BFED5"><enum>(e)</enum><header>Authorization of appropriations</header>
<paragraph id="HF9816AE0D7864B15A596C9343E320065"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated to the Secretary carry out this section $20,000,000 for fiscal year 2007, $25,000,000 for each of the fiscal years 2008 through 2011, and such sums as are necessary for each succeeding fiscal year.</text></paragraph>
<paragraph id="HED09F87C2C224062B7389E34E3DB579F"><enum>(2)</enum><header>Availability of funds</header><text>Amounts appropriated under this subsection are authorized to remain available until expended.</text></paragraph></subsection></section>
<section id="HFB7F6DF83563424CBD70008437E233A2"><enum>403.</enum><header>School language technology enhancement</header>
<subsection id="H8CEAD69BE19B4B9A00CFD2FB1924B6D3" commented="no"><enum>(a)</enum><header>Program authorized</header><text>From amounts appropriated under <internal-xref idref="HA71EB77D8B324A73AE364202924C5544" legis-path="603.(f)">subsection (f)</internal-xref> for a fiscal year, the Secretary shall award grants to local educational agencies in order for such agencies to acquire communications technologies or equipment to improve Chinese language instruction in elementary schools and secondary schools through computer-assisted instruction, distance learning, and virtual exchanges.</text></subsection>
<subsection id="HE7DBF405E7BA482EA6D12B008739BC18"><enum>(b)</enum><header>Application</header><text>Each local educational agency desiring a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></subsection>
<subsection id="HEF59BA463DD7487F9290E4CAF7A3F3F" commented="no"><enum>(c)</enum><header>Priority</header><text>In awarding grants under this section, the Secretary shall give priority to local educational agencies that commit use the grant funds to acquire communications technologies or equipment for the purpose of conducting virtual exchanges involving elementary school students and secondary school students served by the local educational agencies.</text></subsection>
<subsection id="H2F787DF94D204FB39E00F25EE4427B1C" commented="no"><enum>(d)</enum><header>Use of funds</header><text>A local educational agency receiving a grant under this section shall use the grant to acquire communications technologies or equipment that—</text>
<paragraph id="H204950EA29CA453188DBCD604467D14" commented="no"><enum>(1)</enum><text>may be used for collaborative ventures with—</text>
<subparagraph id="HCA480FFE9E0741509316B042357471A9" commented="no"><enum>(A)</enum><text>foreign language and area or international studies centers supported under section 602(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1122">20 U.S.C. 1122(a)</external-xref>); or </text></subparagraph>
<subparagraph id="H1AAA2E68BB9F4B8BA17375007B2ECCDB" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">national language resource and training centers supported under section 603 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1123">20 U.S.C. 1123</external-xref>); and</text></subparagraph></paragraph>
<paragraph id="HDB132B334E55450687A450F744586086" commented="no"><enum>(2)</enum><text>shall be used to conduct virtual exchanges with schools or other educational institutions in the People’s Republic of China.</text></paragraph></subsection>
<subsection id="HA71EB77D8B324A73AE364202924C5544"><enum>(e)</enum><header>Authorization of appropriations</header>
<paragraph id="H452715F3621F4A44A8ACF3F4D1D3F49"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated to the Secretary to carry out this section $20,000,000 for each of fiscal years 2007 through 2010, $10,000,000 for fiscal year 2011, and such sums as may be necessary for each succeeding fiscal year.</text></paragraph>
<paragraph id="HDADD25286A6F4ED8B2552C8E95FA94FA"><enum>(2)</enum><header>Availability of funds</header><text>Amounts appropriated under this subsection are authorized to remain available until expended.</text></paragraph></subsection></section>
<section id="H44B6EF6146E844A6A1EB042D21F5694C"><enum>404.</enum><header>Sense of Congress regarding benefit of exposure to chinese language and culture</header><text display-inline="no-display-inline">It is the sense of Congress that an increase in the number of students who receive substantial exposure to Chinese language and cultural studies before graduating from secondary school will enhance the global economic competitiveness of the United States in the 21st century.</text></section>
<enum>V</enum><header>Postsecondary Chinese business education and exchange programs </header>
<section id="HAC937565AF374EB5A3EF6B4D5D2449F1"><enum>501.</enum><header>Chinese business education programs</header><text display-inline="no-display-inline">Part B of title VI of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1130">20 U.S.C. 1130 et seq.</external-xref>) is amended—</text>
<paragraph id="H96521C7E329C4E8DB1DB71EC896063CF"><enum>(1)</enum><text>by redesignating section 614 as section 615;</text></paragraph>
<paragraph id="HD5E667456C9E4E9F96C866C711EAA8C"><enum>(2)</enum><text>by inserting after section 613 the following new section: </text>
<quoted-block style="OLC" id="H198E5CFA0206427DAAA4208F45962367" display-inline="no-display-inline">
<section id="HB6697CC0F22C48A08C5D3854DA5C6371"><enum>614.</enum><header>Chinese business education programs</header>
<subsection id="HEC32BF10E46F44E6A500CC634F90F200"><enum>(a)</enum><header>Program authorized</header><text>The Secretary is authorized to make grants to institutions of higher education, or combinations of such institutions, to pay the Federal share of the cost of planning, establishing, and operating Chinese business education programs to—</text>
<paragraph id="H20916391877C4A48A191C1EC24DA29FE"><enum>(1)</enum><text display-inline="yes-display-inline">develop and enhance student skills, awareness, and expertise relating to Chinese business; and</text></paragraph>
<paragraph id="HE166C2D96BEA4CE3B3C3F58E0FE1584"><enum>(2)</enum><text>prepare students to promote the competitiveness of and opportunities for American businesses and firms in the People’s Republic of China.</text></paragraph></subsection>
<subsection id="HADE962AF07574DC8A0E8BAF8702E7715"><enum>(b)</enum><header>Authorized activities</header><text>Each grant made under this section shall be used to plan, establish, and operate academic programs of study relating to Chinese business, including undergraduate and graduate level degrees, courses, or seminars on—</text>
<paragraph id="H81D0BD3D036E4E6A9317A03782AF5F5E"><enum>(1)</enum><text display-inline="yes-display-inline">the economy of the People’s Republic of China;</text></paragraph>
<paragraph id="H43D2A06E52BC456DA2DCABEB4F78EE14"><enum>(2)</enum><text>Chinese trade and commerce;</text></paragraph>
<paragraph id="HA74725F5FABF42689114B308B4ACF0B4"><enum>(3)</enum><text display-inline="yes-display-inline">new and expanding export opportunities for American businesses and firms in China; and</text></paragraph>
<paragraph id="HD94D4A7172F64C72B4C0D85341669167"><enum>(4)</enum><text display-inline="yes-display-inline">the economic, commerce, and trade relations between the United States and China. </text></paragraph></subsection>
<subsection id="H96314115FC9C46B7A369870075BF84C6"><enum>(c)</enum><header>Application</header><text>Each eligible recipient desiring a grant under this section shall submit an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection>
<subsection id="H9410FEA32B5E4207B4CCA6F58B72AD58"><enum>(d)</enum><header>Duration of grants</header><text>Grants under this section shall be for a period of not more than 2 years. Such grants shall be renewable by the Secretary for additional 2-year periods.</text></subsection>
<subsection id="H2B92BF7A53DC44B7B1CFB91FA5242B58"><enum>(e)</enum><header>Federal share</header><text></text>
<paragraph id="HEDA7F43AD540448EB64D08E489B6BF92"><enum>(1)</enum><header>Federal share</header><text>The Federal share of the cost of a Chinese business education program under this section shall be not more than 50 percent of the cost of such program.</text></paragraph>
<paragraph id="HCFE51A7783C14EE598FC0989E4C9C00"><enum>(2)</enum><header>Non-Federal share</header><text display-inline="yes-display-inline">The non-Federal share of the cost of a Chinese business education program under this section may be provided either in cash or in kind.</text></paragraph></subsection></section><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph>
<paragraph id="HA4A4AB28DB14470B95DB9D2774E56713"><enum>(3)</enum><text>at the end of section 615, as redesignated by <internal-xref idref="H96521C7E329C4E8DB1DB71EC896063CF" legis-path="501.(1)">paragraph (1)</internal-xref> of this section, add the following new subsection:</text>

<subsection id="H5F4BC1F7756341EEA9FD5DC944ACD3F8"><enum>(c)</enum><header>Chinese business education programs</header><text>There are authorized to be appropriated $2,000,000 for fiscal year 2007, and $5,000,000 for each of the 5 succeeding fiscal years, to carry out the provisions of section 614. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
<section id="HC8731C7DB09F4816B2767E75996B4D76"><enum>502.</enum><header>United States-People’s Republic of China International Consortia Exchange Program</header><text display-inline="no-display-inline">Part B of title VII of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1138">20 U.S.C. 1138 et seq.</external-xref>) is amended—</text>
<paragraph id="H1EDB167A318D451D8D4FE48700F65298"><enum>(1)</enum><text>by redesignating section 745 as section 746;</text></paragraph>
<paragraph id="H3054083B25AF48DE911688BE05E2BBDF"><enum>(2)</enum><text>by inserting after section 744 the following new section:</text>

<section id="HE8ADBCD00FB745CEA008D16EA026340"><enum>745.</enum><header>United States-People’s Republic of China International Consortia Exchange Program</header>
<subsection id="HD0718997C98C4BE881D30023388C54CC"><enum>(a)</enum><header>Program authorized</header><text>From amounts appropriated under section 746(b) for a fiscal year, the Director shall make grants to institutions of higher education, or consortia of institutions of higher education, to establish and maintain international consortia exchange programs between postsecondary educational institutions in the People’s Republic of China and the United States.</text></subsection>
<subsection id="H38E4AE1505794DFDB91CC0552C3912C6"><enum>(b)</enum><header>Application</header><text>Each institution of higher education or consortium desiring a grant under this section shall submit an application to the Director at such time, in such manner, and accompanied by such additional information as the Director may require.</text></subsection>
<subsection id="H593D25A161B84C8F9344172E11D34100"><enum>(c)</enum><header>Use of funds</header><text>An institution of higher education or consortium receiving a grant under this section shall use the grant funds to foster exchanges with the People’s Republic of China within the context of multilateral curricular development and training in a wide range of instructional disciplines.</text></subsection>
<subsection id="HA211B95A60E84DCC00F235C75485B6F6"><enum>(d)</enum><header>Applicability of regulations</header><text>An institution of higher education or consortium receiving a grant under this section shall be subject to the same requirements and regulations that apply to recipients of grants who carry out student exchange programs under section 744 .</text></subsection>
<subsection id="HCBA36FC9EB8942E7BDC9CFB04FD30022"><enum>(e)</enum><header>Goal</header><text>The Director shall administer this section with the goal of having as many students enrolled in the exchange program under this section as the total number of students in all of the student exchange programs authorized under section 744.</text></subsection></section><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph>
<paragraph id="HBA9E51612BF24EEDA8C480E9B8EBF31"><enum>(3)</enum><text>in section 746 (as redesignated by paragraph (1))—</text>
<subparagraph id="H852659D661FB4A5C9BAA2FBA0327930"><enum>(A)</enum><text>by striking <quote>There are</quote> and inserting the following:</text>

<subparagraph id="HFE3D19F91FBD436CAA4458AB814C10C7"><enum>(C)</enum><text>by adding at the end the following subsection:</text>

<subsection id="H9009E418D8174B71823CE9D2CD14954B"><enum>(b)</enum><header>Section 745</header>
<paragraph id="H6902EDFFED194356B2D5EE52ED6BC6B"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated to carry out section 745—</text>
<subparagraph id="H537E18D0FBE44974AEF594ABD5731067"><enum>(A)</enum><text>$6,000,000 for fiscal year 2007;</text></subparagraph>
<subparagraph id="H51A0EBCA691F416F8D7263074B79C6A4"><enum>(B)</enum><text>$7,000,000 for each of the fiscal years 2008 through 2011; and</text></subparagraph>
<subparagraph id="HC6ADD78DF7CD4AD6BF7EFE6EFD611D6D"><enum>(C)</enum><text>such sums as may be necessary for each succeeding fiscal year.</text></subparagraph></paragraph>
<paragraph id="HCAACC45DD1A34863B64D5B1D84E397E6"><enum>(2)</enum><header>Availability of funds</header><text>Amounts made available pursuant to an authorization of appropriation in this subsection are authorized to remain available until expended.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section>
<enum>VI</enum><header>Export promotion programs </header>
<section id="HC566EA677C7542F49B97E32B7DF22E89"><enum>601.</enum><header>Increase in number of Commercial Service Officers assigned to China</header>
<subsection id="HB4941D5F12944F43B0CB8CE910A542DF"><enum>(a)</enum><header>Increase in number of Commercial Service Officers and other personnel</header>
<paragraph id="HA1FE8926DEEE46938E2D99E759B24EB0"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, in addition to the total number of full-time employees assigned to the United States and Foreign Commercial Service as of the date of the enactment of this Act at the United States Embassy in the People’s Republic of China and each United States consulate in China, the Secretary of Commerce is authorized to hire and assign an additional 17 Commercial Service Officers as the Secretary considers necessary and appropriate.</text></paragraph>
<paragraph id="H871748255634494DACF26DF01BA93F48"><enum>(2)</enum><header>Assignment</header><text>Each such Commercial Service Officer shall be assigned to the United States Embassy in the People’s Republic of China or a United States consulate in China, including the consular facility established pursuant to section 201 of this Act.</text></paragraph></subsection>
<subsection id="HBAB756F63D8D49F6B13CEBC065A3F78"><enum>(b)</enum><header>Authorization of appropriations</header>
<paragraph id="H4B85A9C40FBD4414AC2597BF8FEBEDA"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated to the Secretary of Commerce to carry out this section— </text>
<subparagraph id="H625D5FC3FE8743429DB8473EFCD6906"><enum>(A)</enum><text>$2,000,000 for fiscal year 2007; and</text></subparagraph>

<section id="H70AA8A7AB43348F98F001662F540A7D"><enum>602.</enum><header>Grants to States to establish and operate offices to promote exports to China</header>
<subsection id="HC85BA14E28E14828ADC036BAB82F2079"><enum>(a)</enum><header>Grants</header><text>The Secretary of Commerce, acting through the Assistant Secretary of Commerce and Director General of the United States and Foreign Commercial Service, shall provide grants to States to establish and operate State offices to provide assistance to United States exporters for the promotion of exports to the People’s Republic of China.</text></subsection>
<subsection id="H38D385BF2EA0463F814D6C67F915DA1"><enum>(b)</enum><header>Amount</header><text display-inline="yes-display-inline">The amount of a grant under subsection (a) shall not exceed 33 percent of the total costs to establish and operate a State office described in such subsection. </text></subsection>
<subsection id="H20324E9308AD45E6979EB5E12E46BA6C"><enum>(c)</enum><header>Regulations</header><text>Not later than 270 days after the date of the enactment of this Act, the Secretary of Commerce shall promulgate such regulations as may be necessary to carry out this section.</text></subsection>
<subsection id="H8C5EA02A9676465993CF8E3C243BA05"><enum>(d)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="H06D9A9613B7749B5A049AAF60156302D"><enum>(1)</enum><header>State</header><text>The term <term>State</term> has the meaning given the term in section 2301(j)(5) of the Export Enhancement Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/15/4721">15 U.S.C. 4721(j)(5)</external-xref>).</text></paragraph>
<paragraph id="H27C777900CFD4127BD51FAD533DBAF06"><enum>(2)</enum><header>United States exporter</header><text>The term <term>United States exporter</term> has the meaning given the term in section 2301(j)(3) of the Export Enhancement Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/15/4721">15 U.S.C. 4721(j)(3)</external-xref>). </text></paragraph></subsection>
<subsection id="H07AA6B8EEE8848CD9604D53598125278"><enum>(e)</enum><header>Authorization of appropriations</header>
<paragraph id="HA00DA1E4A44C4D3C887433B2B17DDDB6"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated to the Secretary of Commerce to carry out this section $10,000,000 for each of the fiscal years 2007 through 2011.</text> </paragraph>

<section id="HDE8FDC407DCD4403AC645CC061E0E1CD"><enum>603.</enum><header>Trade outreach at Office of International Trade of Small Business Administration</header><text display-inline="no-display-inline">Section 22 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/649">15 U.S.C. 649</external-xref>) is amended by adding at the end the following new subsection:</text>
