<official-title>To require businesses to permit customers to cancel certain subscription services in the same manner and by the same means as is provided by such person to individuals to subscribe to such service.</official-title>

<section id="H680625054B394ABF00810679C9D51275" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Consumer Cancellation Fairness Act</short-title></quote>.</text></section> 
<section id="H687C17318FAF4C00A5F4BBEE983BB44B"><enum>2.</enum><header>Cancellation of subscription services</header><text display-inline="no-display-inline">Not later than 180 days days after the date of the enactment of this Act, the Federal Trade Commission shall promulgate rules pursuant to section 18 of the Federal trade Commission Act (<external-xref legal-doc="usc" parsable-cite="usc/15/57a">15 U.S.C. 57a</external-xref>) to require any person providing a subscription service to provide, at minimum, the ability for individuals who have subscribed to such service to cancel such service in the same manner and by the same means as is provided by such person to individuals to subscribe to such service.</text></section> 
<section id="H06A066F0A8BB49CC979BEDC786473DDC"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of the rulemaking required under section 2—</text> 
<paragraph id="H7DB5C76609AA4DE38324CE7CDB8C7B00"><enum>(1)</enum><text>the term <term>person</term> has the same meaning given such term in <external-xref legal-doc="usc" parsable-cite="usc/5/551">section 551(2)</external-xref> of title 5, United States Code; and</text></paragraph> 
<paragraph id="HE912A149B7BF4902857BF9DC58FF9B30"><enum>(2)</enum><text>the term <quote>subscription service</quote> means any service, including the regular delivery of any product, for which an individual agrees to receive regular or continual receipt of such service or product and is charged recurring fees or charges for the period during which the individual receives such service, and shall not include any service which requires payment in full before receiving such service.</text> </paragraph></section>
