<official-title>To establish a National Integrated Drought Information System within the National Oceanic and Atmospheric Administration to improve drought monitoring and forecasting capabilities.</official-title>

<section id="H56683133F9C54124BF00A8092616D9B2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Integrated Drought Information System Act of 2006</short-title></quote>.</text></section> 
<section id="HFC880E6C374D4AE0BFE01FB0AC517000"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline"> In this Act:</text> 
<paragraph id="HB543EE5228574A1198A205F4F8B8CA0"><enum>(1)</enum><header>Drought</header><text>The term <quote>drought</quote> means a deficiency in precipitation—</text> 
<subparagraph id="H26880939D65749049C9D9910259CE326"><enum>(A)</enum><text>that leads to a deficiency in surface or subsurface water supplies (including rivers, streams, wetlands, ground water, soil moisture, reservoir supplies, lake levels, and snow pack); and</text></subparagraph> 
<subparagraph id="H64B2E12445AE43399714D0A06594DBE4"><enum>(B)</enum><text>that causes or may cause—</text> 
<clause id="H2DF3D7E50FE440749873DE5530EFD1D"><enum>(i)</enum><text>substantial economic or social impacts; or</text></clause> 
<clause id="H65976667C419424C9134681122FF6268"><enum>(ii)</enum><text>substantial physical damage or injury to individuals, property, or the environment.</text></clause></subparagraph></paragraph> 
<paragraph id="HDDFBCA9A53AC4A4CB0AC719522216C90"><enum>(2)</enum><header>Under secretary</header><text>The term <quote>Under Secretary</quote> means the Under Secretary of Commerce for Oceans and Atmosphere.</text></paragraph></section> 
<section id="H1EB1CB2732AC430EB3215BDD91D8A6F"><enum>4.</enum><header>NIDIS program</header>
<subsection id="HB31DE668453141969712296E05540099"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Under Secretary, through the National Weather Service and other appropriate weather and climate programs in the National Oceanic and Atmospheric Administration, shall establish a National Integrated Drought Information System.</text></subsection>
<subsection id="H1034E052898E414490D747C11D31B243"><enum>(b)</enum><header>System functions</header><text>The National Integrated Drought Information System shall—</text> 
<paragraph id="H16992BCF4CA54D91BDD824CDBAC0649F"><enum>(1)</enum><text>provide an effective drought early warning system that—</text> 
<subparagraph id="HD58AB665781F4A25971E545D57CA1633"><enum>(A)</enum><text>is a comprehensive system that collects and integrates information on the key indicators of drought in order to make usable, reliable, and timely assessments of drought, including assessments of the severity of drought and drought forecasts.</text></subparagraph> 
<subparagraph id="H12D6CDEC8F044D6C970038712F6F3B5F"><enum>(B)</enum><text>communicates drought forecasts, drought conditions, and drought impacts on an ongoing basis to—</text> 
<clause id="HB7FE01FDD1BC459DB30912F7218700C0"><enum>(i)</enum><text>decisionmakers at the Federal, regional, State, tribal, and local levels of government;</text></clause> 
<clause id="HD3BB70555D18405BAF11E49F9C2B1675"><enum>(ii)</enum><text>the private sector; and</text></clause> 
<clause id="H729FB30416024FDBA2052DF30145EA9D"><enum>(iii)</enum><text>the public,</text></clause><continuation-text continuation-text-level="subparagraph">in order to engender better informed and more timely decisions thereby leading to reduced impacts and costs; and</continuation-text></subparagraph> 
<subparagraph id="H401E355E3F2B41129B404CF195D5D443"><enum>(C)</enum><text>includes timely (where possible real-time) data, information, and products that reflect local, regional, and State differences in drought conditions; and</text></subparagraph></paragraph> 
<paragraph id="H7EC31D4C37EF453DA1C824A0BF68FEF2"><enum>(2)</enum><text>coordinate, and integrate as practicable, Federal research in support of a drought early warning system.</text></paragraph></subsection>
<subsection id="HFD1CB0BCBB2B4794BDD06818218FBAA3"><enum>(c)</enum><header>Consultation</header><text>The Under Secretary shall consult with relevant Federal, regional, State, tribal, and local government agencies, research institutions, and the private sector in the development of the National Integrated Drought Information System.</text></subsection>
<subsection id="HB8C09650D653406C8E9765DAD16C887D"><enum>(d)</enum><header>Cooperation from other federal agencies</header><text>Each Federal agency shall cooperate as appropriate with the Under Secretary in carrying out this Act.</text></subsection></section> 
<section id="H0E5E117E21CD4B408426944E2B9798BA"><enum>5.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline"> There are authorized to be appropriated to carry out this Act—</text> 
<paragraph id="H9A5ED2D3155B4B048C5000B7E4F30097"><enum>(1)</enum><text>$12,000,000 for fiscal year 2007;</text></paragraph> 
<paragraph id="HB36A198778804C9B99D804D16BDB8C01"><enum>(2)</enum><text>$14,000,000 for fiscal year 2008;</text></paragraph> 
<paragraph id="HFCAD70B1F36A4D42B2A9E78C49CFB7A6"><enum>(3)</enum><text>$16,000,000 for fiscal year 2009;</text></paragraph> 
<paragraph id="HE4D11751964B46DD004950C05D17F99"><enum>(4)</enum><text>$16,000,000 for fiscal year 2010;</text></paragraph> 
<paragraph id="H9A7425C6E3414AE1AFAA295968ED5E08"><enum>(5)</enum><text>$18,000,000 for fiscal year 2011; and</text></paragraph> 
<paragraph id="HBE6A6CF9AAC246C4AB416BE33618C2E"><enum>(6)</enum><text>$18,000,000 for fiscal year 2012.</text></paragraph> </section>
