<official-title display="yes">To amend the Federal Financial Assistance Management Improvement Act of 1999 to require data with respect to Federal financial assistance to be available for public access in a searchable and user friendly form.</official-title>

<section id="HDF2B99563D90495CA4EE00526DCAD6EE" section-type="section-one"><enum>1.</enum><header>Data with respect to Federal financial assistance required to be available for public access in searchable and user-friendly form</header> 
<subsection id="H90BC29AF1B3F42328BBDDAC861B1DFE5"><enum>(a)</enum><header>Data requirements</header><text>The Director of the Office of Management and Budget shall, as part of the implementation of the Federal Financial Assistance Management Improvement Act of 1999 (<external-xref legal-doc="public-law" parsable-cite="pl/106/107">Public Law 106–107</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note), work with the Administrator of General Services and other agencies to make available data with respect to Federal financial assistance in accordance with this section and section 204 of the E-Government Act of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/347">Public Law 107–347</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/44/3501">44 U.S.C. 3501</external-xref> note). </text></subsection> 
<subsection id="HC2129EE75DFF4466A467D24C452974B0"><enum>(b)</enum><header>Matters covered</header><text>The Director shall ensure that the data required under subsection (a), at a minimum—</text> 
<paragraph id="HF695538640EC4EB0A691535CA9663FDC"><enum>(1)</enum><text> are available on the Internet, from a single website database, at no cost to the public;</text></paragraph> 
<paragraph id="H45F08611C69045DC8FC6FAEEC300F270"><enum>(2)</enum><text>contain—</text> 
<subparagraph id="H990B762DA52C48588EAE6CFE6D5BCF"><enum>(A)</enum><text display-inline="yes-display-inline">all information and types of information (in this section referred to as <quote>data fields</quote>) collected through the Federal Assistance Award Data System, Grants.gov, or any other existing Federal database; and</text></subparagraph> 
<subparagraph id="H8014F36A78E34400A59CA456ABDADD8D"><enum>(B)</enum><text>additional information about each Federal financial assistance award, including program source or funding authority, statutory or regulatory authority, renewability, number of applicants and recipients, type of activity being performed, required measurable outcomes, and any other relevant information;</text></subparagraph></paragraph> 
<paragraph id="H0B2C32A06F604F9CA8FCF54BA43B9B20"><enum>(3)</enum><text>are in a form that allows for full searching and aggregation of all data fields across all agencies;</text></paragraph> 
<paragraph id="HCCAA2766741C42E29882365CC6951435"><enum>(4)</enum><text>include information about Federal financial assistance awards within 30 days after award of the assistance;</text></paragraph> 
<paragraph id="H5CF0DF67BF18424FB200F74CEF3BFD51"><enum>(5)</enum><text>identify the Federal financial assistance that a recipient has received during the preceding 10-year period, including an itemized breakdown of that assistance by agency and program source;</text></paragraph> 
<paragraph id="HD47765A5057F4C66AAC15C00DB705DAE"><enum>(6)</enum><text>include lists of Federal financial assistance awards and the dates and amounts of Federal fund disbursements; and</text></paragraph> 
<paragraph id="H04A193CCE3874917BF3FE14D06AE801D"><enum>(7)</enum><text>identify subgrantees that are non-Federal entities.</text></paragraph></subsection> 
<subsection id="H4944588CC5ED40B98BC207FC004325C1" display-inline="no-display-inline"><enum>(c)</enum><header>Download ability</header><text>The Director also shall ensure that the website containing the data allows for the public to download—</text> 
<paragraph id="HCF26B089889348D5BF90A49B4FF645A6"><enum>(1)</enum><text>results of searches; and</text></paragraph> 
<paragraph id="H6DB4B1C269494914AF2CF9E1FBF9067"><enum>(2)</enum><text>the entire database on a quarterly basis.</text></paragraph></subsection> 
<subsection id="HD716CDCB2D4A440C9F6BF412BA363DAD" display-inline="no-display-inline"><enum>(d)</enum><header>Period covered</header><text>For purposes of subsection (b)(5), the first 10-year period to be covered shall begin with the year 2006.</text></subsection> 
<subsection id="HD23C41E409F146128D7530D6194000A6"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text> 
<paragraph id="HE4245F18D8CE44578E2C001094CA3B1"><enum>(1)</enum><text>The term <quote>Federal financial assistance</quote> has the same meaning as defined in <external-xref legal-doc="usc" parsable-cite="usc/31/7501">section 7501(a)(5)</external-xref> of title 31, United States Code, except that, in applying such definition, the term <quote>non-Federal entity</quote> has the meaning provided in paragraph (2).</text></paragraph> 
<paragraph id="HA35D08BD052F44B39C7BF8F8621D4FD6"><enum>(2)</enum><text>The term <quote>non-Federal entity</quote> means a State, local government, nonprofit organization, corporation, association, partnership, limited liability company, limited liability partnership, or any other legal business entity.</text></paragraph></subsection> 
<subsection id="H9AC31150D1A94F94A2D03622CEFB9153" display-inline="no-display-inline"><enum>(f)</enum><header>Compliance requirement</header><text>The website database made available pursuant to this section shall not be considered in compliance with this section if it only provides electronic links to the Federal Assistance Award Data System, Grants.gov, or other existing websites and databases, unless each of those sites has information from all agencies and meets the requirements of subsections (b) and (c). </text></subsection> 
<subsection id="HBB7F43E3A2154170ACB0B153A6A00000"><enum>(g)</enum><header>Effective date</header><text>The data shall be available for public use not later than 1 year after the date of the enactment of this Act.</text></subsection></section>
