<section id="H7F8FF4E2E4DD4B9E9B4DB42088EC06D7" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Appalachian development highway system</header> 
<subsection id="H6A612E7EB6F94597BB88A6E0026D73B"><enum></enum><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/40/14501">Section 14501</external-xref> of title 40, United States Code, is amended by striking subsection (a) and inserting the following:</text>

<subsection id="HB41F4C22B3E04DF9847F8BD273DD014"><enum>(a)</enum><header>Purpose</header> 
<paragraph id="HD1EF99DE9CE543B7AEF5EA7E2189ABF8"><enum>(1)</enum><header>In general</header><text>The Secretary of Transportation may assist in the construction of an Appalachian development highway system and local access roads serving the Appalachian region to provide a highway system that, in conjunction with the Interstate System and other Federal-aid highways in the Appalachian region, will open an area with developmental potential in which commerce and communication have been inhibited by lack of adequate access.</text></paragraph> 
<paragraph id="HB1F4410DADB54D68BE5F8B0096A9EE00"><enum>(2)</enum><header>Limitations</header> 
<subparagraph id="HA75187F064C644C99C061BA7D954DA84"><enum>(A)</enum><header>Construction</header><text>Construction on the development highway system described in paragraph (1) shall not be greater than 3,125<fraction>1/2</fraction> miles.</text></subparagraph> 
<subparagraph id="HD9FA1D6E3F2F446E96EC21F0D8B109B0"><enum>(B)</enum><header>Local access roads</header><text>There shall not be more than 1,400 miles of local access roads that—</text> 
<clause id="HDE3155AD681A41E3AB18A3140064EC82"><enum>(i)</enum><text>serve—</text> 
<subclause id="HE464E61C0D884496A18530BB6C4C109"><enum>(I)</enum><text>specific recreational, residential, educational, commercial, industrial; or</text></subclause> 
<subclause id="HF8CAB334E4724F7682C51D4DDEBBCAB9"><enum>(II)</enum><text>similar facilities; or</text></subclause></clause> 
<clause id="HDE06929A404E4F22AF41CE3689D070EE"><enum>(ii)</enum><text>facilitate a school consolidation program.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> 
<section id="H0F35EDE1B96B4A13B3F9E49FFDD53648"><enum>2.</enum><header>Designation of Addition</header> 
<subsection id="H5B7402038AAB470E9ECDD9EEEFBC1029"><enum>(a)</enum><header>In general</header><text>There is designated as an addition to Corridor O in Maryland and West Virginia on the Appalachian Development Highway System a segment from Interstate Route 68 to Corridor H.</text></subsection> 
<subsection id="H7D57EB269A34436D9700073F2D747771"><enum>(b)</enum><header>Extension and development</header><text>The addition to Corridor O shall—</text> 
<paragraph id="H5C43B8A921A143889180EDD0FE39395E"><enum>(1)</enum><text>extend approximately 35<fraction>1/2</fraction> miles; and</text></paragraph> 
<paragraph id="H96B7301CF0664FB29D5622BD7292CDF4"><enum>(2)</enum><text>be developed as a multilane freeway, with interchanges at appropriate crossroad locations.</text></paragraph></subsection></section>
