<section section-type="section-one" id="H63C035698331431CB87E3FBB7D54ED5B" display-inline="no-display-inline"><enum>1.</enum><header>Short title; references in Act</header> 
<subsection id="HC5F3AE35035F4C93A2F92EDB8100E01E"><enum>(a)</enum><header>Short title</header><text>This Act may be cited as the <quote><short-title>District of Columbia Legislative Autonomy Act of 2006</short-title></quote>.</text></subsection> 
<subsection id="HBEB32AB4C27542CEA0B1DA6002E82800"><enum>(b)</enum><header>References in Act</header><text>Except as may otherwise be provided, whenever in this Act an amendment is expressed in terms of an amendment to or repeal of a section or other provision, the reference shall be considered to be made to that section or other provision of the District of Columbia Home Rule Act.</text></subsection></section> 
<section id="HBFF79025F0444A688EDC3DCC83DCF20"><enum>2.</enum><header>Elimination of Congressional review of newly-passed District laws</header> 
<subsection id="H352F1F7BA813413B80E4F0E1C846FECD"><enum>(a)</enum><header>In general</header><text>Section 602 (sec. 1–206.02, D.C. Official Code) is amended by striking subsection (c).</text></subsection> 
<subsection id="H5697383454834160921BD8F8303B974D"><enum>(b)</enum><header>Congressional resolutions of disapproval</header> 
<paragraph id="H15C941072367412EAFB8C33464B06E2D"><enum>(1)</enum><header>In general</header><text>The District of Columbia Home Rule Act is amended by striking section 604 (sec. 1–206.04, D.C. Official Code).</text></paragraph> 
<paragraph id="HC1C814B43E5C4A5493E533054730B971"><enum>(2)</enum><header>Clerical amendment</header><text>The table of contents is amended by striking the item relating to section 604.</text></paragraph> 
<paragraph id="H4087D6D91EE3415D98CD7EAFCDEB998F"><enum>(3)</enum><header>Exercise of rulemaking power</header><text>This subsection and the amendments made by this subsection are enacted by Congress—</text> 
<subparagraph id="H1CBF226081A3481F8EE2A255AAD94200"><enum>(A)</enum><text>as an exercise of the rulemaking power of the House of Representatives and the Senate, respectively, and as such they shall be considered as a part of the rules of each House, respectively, or of that House to which they specifically apply, and such rules shall supersede other rules only to the extent that they are inconsistent therewith; and</text></subparagraph> 
<subparagraph id="H203C0B35BE41460588D884C57727585D"><enum>(B)</enum><text>with full recognition of the constitutional right of either House to change such rules (so far as relating to such House) at any time, in the same manner, and to the same extent as in the case of any other rule of such House.</text></subparagraph></paragraph></subsection></section> 
<section id="H4DAE8F5912D240E7958700CAAA00BF50"><enum>3.</enum><header>Conforming amendments</header> 
<subsection id="H41E1F92E50FF4F119209BA85E4E93793"><enum>(a)</enum><header>District of Columbia Home Rule Act</header> 
<paragraph display-inline="yes-display-inline" id="HEC812E8AAB9B41D4BCB8E7BCAC97C49"><enum>(1)</enum><text>Section 303 (sec. 1–203.03, D.C. Official Code) is amended—</text> 
<subparagraph indent="up1" id="H4484AF4ED7134DE1A968ECD0840044B1"><enum>(A)</enum><text>in subsection (a), by striking the second sentence; and</text></subparagraph> 
<subparagraph indent="up1" id="HB0AEE73C678F44BC8048A8578100173D"><enum>(B)</enum><text>by striking subsection (b) and redesignating subsections (c) and (d) as subsections (b) and (c).</text></subparagraph></paragraph> 
<paragraph indent="up1" id="H344B8920C9E34E598B989937F21E25BC"><enum>(2)</enum><text>Section 404(e) (sec. 1–204.04(3), D.C. Official Code) is amended by striking <quote>subject to the provisions of section 602(c)</quote> each place it appears.</text></paragraph> 
<paragraph indent="up1" id="HB1EC70711E744CE19C21017EAF01C1FB"><enum>(3)</enum><text>Section 462 (sec. 1–204.62, D.C. Official Code) is amended—</text> 
<subparagraph id="HA314A6B6A8964C7B8BE042E4CD83F4F5"><enum>(A)</enum><text>in subsection (a), by striking <quote>(a) The Council</quote> and inserting <quote>The Council</quote>; and</text></subparagraph> 
<subparagraph id="H1945E25342144DECB7D63BA0B464AA81"><enum>(B)</enum><text>by striking subsections (b) and (c).</text></subparagraph></paragraph> 
<paragraph indent="up1" id="HCA35F247B2A84B4AA9DBBBD2C6E1B00"><enum>(4)</enum><text>Section 472(d) (sec. 1–204.72(d), D.C. Official Code) is amended to read as follows:</text>

<subsection id="H9EA5378C0A31427BB41F6219408B26A7"><enum>(d)</enum><header>Payments not subject to appropriation</header><text>The fourth sentence of section 446 shall not apply to any amount obligated or expended by the District for the payment of the principal of, interest on, or redemption premium for any revenue anticipation note issued under subsection (a).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph indent="up1" id="H90C6505DA5EE43BCA7F681FCB54798A2"><enum>(5)</enum><text>Section 475(e) (sec. 1–204.75(e), D.C. Official Code) is amended to read as follows:</text>

D.C. Official Code) is amended by striking <quote>the appropriate custodian</quote> and all that follows through <quote>portion of such act to</quote>.</text></paragraph> 
<paragraph indent="up1" id="HD5B3328107EB4E429C97B1E8EE364A0"><enum>(2)</enum><text>Section 5 of Amendment No. 1 (relating to initiative and referendum) to title IV (the District Charter) (sec. 1–204.105, D.C. Official Code) is amended by striking <quote>, and such act</quote> and all that follows and inserting a period.</text></paragraph> 
<paragraph indent="up1" id="HECFB43D799EB4EFB9168DC369FE453BC"><enum>(3)</enum><text>Section 16 of the District of Columbia Election Code of 1955 (sec. 1–1001.16, D.C. Official Code)—</text> 
<subparagraph id="H4F903BF7339C4ED0ADEE56A7A211FC6C"><enum>(A)</enum><text>in subsection (j)(2)—</text> 
<clause id="H6935AB889C614B3BBF002FC28E411EBF"><enum>(i)</enum><text>by striking <quote>sections 404 and 602(c)</quote> and inserting <quote>section 404</quote>, and</text></clause> 
<clause id="HB199505F527947559406DC3E1083F7B0"><enum>(ii)</enum><text>by striking the second sentence; and</text></clause></subparagraph> 
<subparagraph id="HA3673645790449CBBD21EC51C2BD65E"><enum>(B)</enum><text>in subsection (m)—</text> 
<clause id="HA91552466D0B43EDA1C87B9C8589F7AE"><enum>(i)</enum><text>in the first sentence, by striking <quote>the appropriate custodian</quote> and all that follows through <quote>parts of such act to</quote>,</text></clause>

<section id="HE23344CA66714030007D7B96053EF36E"><enum>4.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall apply with respect to each act of the District of Columbia—</text> 
<paragraph id="H714658F9155E4C958957E03D1BFB923"><enum>(1)</enum><text>passed by the Council of the District of Columbia and signed by the Mayor of the District of Columbia;</text></paragraph> 
<paragraph id="H9E74343DE0C7404496CCF500C41524AF"><enum>(2)</enum><text>vetoed by the Mayor and repassed by the Council;</text></paragraph> 
<paragraph id="H4A2A19E12EA046DA8EE372AB52BFC5B5"><enum>(3)</enum><text>passed by the Council and allowed to become effective by the Mayor without the Mayor’s signature; or</text></paragraph> 
<paragraph id="H73FC8ABB766A4FE79186EECC8050F868"><enum>(4)</enum><text>in the case of initiated acts and acts subject to referendum, ratified by a majority of the registered qualified electors voting on the initiative or referendum,</text></paragraph><continuation-text continuation-text-level="section">on or after October 1, 2006.</continuation-text></section>
