<section id="H654789A7839249758E2102EAE14B2E20" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Justice for Crime Victims’ Families Act</short-title></quote>.</text></section> 
<section id="H0E5D41F78E934C378878C7810595DB4"><enum>2.</enum><header>Study of measures needed to increase success of homicide investigations</header><text display-inline="no-display-inline">Not later than six months after the date of the enactment of this Act, the Attorney General shall submit to the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the Senate a report outlining what measures are needed to increase the success of Federal, State, and local homicide investigations. The report shall include an examination of—</text> 
<paragraph id="HC49FE81A87CC46D0B3510019718CB009"><enum>(1)</enum><text>the benefits of increasing training and resources for investigators, with respect to investigative techniques, best practices, and forensic services;</text></paragraph> 
<paragraph id="HD7DE39D25C864B27BDB9E4CF67A3F3CA"><enum>(2)</enum><text>the existence of any uniformity among State and local jurisdictions in the measurement of homicide rates and clearance of homicide cases;</text></paragraph> 
<paragraph id="HD02C8BCC13474285BA3195C9264DDF00"><enum>(3)</enum><text>the coordination in the sharing of information among Federal, State, and local law enforcement and coroners and medical examiners; and</text></paragraph> 
<paragraph id="H510A2FF46048424D972B00F8B1E2B05C"><enum>(4)</enum><text>the sources of funding that are in existence on the date of the enactment of this Act for State and local criminal investigators of homicide.</text></paragraph></section> 
<section id="H124CAB488D5040CCBF1CD8FD5282C997"><enum>3.</enum><header>Improvements needed for solving homicides involving missing persons and unidentified human remains</header><text display-inline="no-display-inline">Not later than six months after the date of the enactment of this Act, the Attorney General shall submit to the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the Senate a report to evaluate measures to improve the ability of Federal, State, and local criminal investigators of homicide to solve homicides involving missing persons and unidentified human remains. The report shall include an examination of—</text> 
<paragraph id="HDD48DD915FC047F1B67172E9ED7B2832"><enum>(1)</enum><text>measures to expand national criminal records databases with accurate information relating to missing persons and unidentified human remains;</text></paragraph> 
<paragraph id="H90005744F06B4EBD80DE20B00447B17"><enum>(2)</enum><text>the collection of DNA samples from potential <quote>high-risk</quote> missing persons;</text></paragraph> 
<paragraph id="H6B179DC2C63A41F8BF40849884530322"><enum>(3)</enum><text>the benefits of increasing access to national criminal records databases for medical examiners and coroners;</text></paragraph> 
<paragraph id="H2B0BD641A4924DE48B98F33BADCCD400"><enum>(4)</enum><text>any improvement in the performance of postmortem examinations, autopsies, and reporting procedures of unidentified persons or remains;</text></paragraph> 
<paragraph id="HDDE1819933F34F3794A40070E16570BF"><enum>(5)</enum><text>any coordination between the National Center for Missing Children and the National Center for Missing Adults;</text></paragraph> 
<paragraph id="HF5C39061783D4C0E96FC6C06A06D6FFF"><enum>(6)</enum><text>website postings (or other uses of the Internet) of information of identifiable information such as physical features and characteristics, clothing, and photographs of missing persons and unidentified human remains; and</text></paragraph> 
<paragraph id="H695B064ED3ED45619F12B05CCE5822D4"><enum>(7)</enum><text>any improvement with respect to—</text> 
<subparagraph id="H2E06EE885C1F4A989703C754FE6DF23"><enum>(A)</enum><text>the collection of DNA information for missing persons and unidentified human remains; and</text></subparagraph> 
<subparagraph id="HC7878861F7464A15BF00F9E1C6A377B2"><enum>(B)</enum><text>entering such information into the Combined DNA Index System of the Federal Bureau of Investigation and national criminal records databases.</text></subparagraph></paragraph></section>
