<section id="H6602E9C62A1843E88BC913AA03B874E" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States-Poland Parliamentary Youth Exchange Program Act of 2006</short-title></quote>.</text></section> 
<section id="HAB72FA5C947A4F10BAC2C299BA421EF4" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text> 
<paragraph id="H48AB8F27C7EF4BE8ADB515D0192207E4"><enum>(1)</enum><text>The United States established diplomatic relations with the newly-formed Polish Republic in April 1919.</text></paragraph> 
<paragraph id="H38465E6212CD4D5FBF2600DDA2A01120"><enum>(2)</enum><text>The United States and Poland have enjoyed close bilateral relations since 1989.</text></paragraph> 
<paragraph id="H222C4F98222F4365BB524098E5228F1D"><enum>(3)</enum><text>Poland became a member of the North Atlantic Treaty Organization (NATO) in March 1999.</text></paragraph> 
<paragraph id="HCEE381A161194EF9873884BC235BCCB0"><enum>(4)</enum><text>Poland became a member of the European Union (EU) in May 2004.</text></paragraph> 
<paragraph id="H064663AA9908407898FCDF559997D00"><enum>(5)</enum><text>Poland has been a strong supporter, both diplomatically and militarily, of efforts led by the United States to combat global terrorism and has contributed troops to the United States-led coalitions in both Afghanistan and Iraq.</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H9780EC9AA85D49DDA5223B4F50D0C6D8"><enum>(6)</enum><text>Poland cooperates closely with the United States on such issues as democratization, nuclear proliferation, human rights, regional cooperation in Eastern Europe, and reform of the United Nations.</text></paragraph> 
<paragraph id="H31201A1526AA4724A436E5F6375581AA"><enum>(7)</enum><text>The United States and Poland seek to ensure enduring ties between both governments and societies.</text></paragraph> 
<paragraph id="H3CCB500E3B8547D1BEEFB94DD250D1B7"><enum>(8)</enum><text>It is important to invest in the youth of the United States and Poland in order to help ensure long-lasting ties between both societies.</text></paragraph> 
<paragraph id="H1F97B9776142460BB792419E6FF5C574"><enum>(9)</enum><text>It is in the interest of the United States to preserve a United States presence in Europe and to continue to contribute to the development of transatlantic relationships.</text></paragraph> 
<paragraph id="H3ABA36107CDB409798F6CCA6C81C08FD"><enum>(10)</enum><text>Poland for many years received international and United States financial assistance and is now determined to invest its own resources toward attaining its shared desire with the United States to develop international cooperation.</text></paragraph></section> 
<section id="HCE475BFB3F764843B22445842472B05"><enum>3.</enum><header>United States-Poland parliamentary youth exchange program</header> 
<subsection id="H95A0473645A34401BF84E60517E5FE37"><enum>(a)</enum><header>Authority</header><text>The President, acting through the Secretary of State and in cooperation with the Government of Poland, may establish and carry out a parliamentary exchange program for youth of the United States and Poland.</text></subsection> 
<subsection id="H1EEDA9A951514C84BB00028D47B1C1FB"><enum>(b)</enum><header>Designation</header><text>The youth exchange program carried out under this subsection shall be known as the <quote>United States-Poland Parliamentary Youth Exchange Program</quote>.</text></subsection> 
<subsection id="HAA0BC400A1D648CEA20054677769A2B5"><enum>(c)</enum><header>Purpose</header><text>The purpose of the youth exchange program is to demonstrate to the youth of the United States and Poland the benefits of friendly cooperation between the United States and Poland based on common political and cultural values.</text></subsection> 
<subsection id="H6B778F177F2145A5AC852E20F3947B1F"><enum>(d)</enum><header>Eligible participants</header><text>An individual is eligible for participation in the youth exchange program if the individual—</text> 
<paragraph id="HBD032A03611F4443A295E309DBF800B5"><enum>(1)</enum><text>is a citizen or national of the United States or of Poland;</text></paragraph> 
<paragraph id="H98F0DEDB60054D88B5F6C49EAF18661"><enum>(2)</enum><text>is under the age of 19 years;</text></paragraph> 
<paragraph id="H8E5BC3AA44904C03BFCA99BDB3A2436D"><enum>(3)</enum><text>is a student who is enrolled and in good standing at a secondary school in the United States or Poland;</text></paragraph> 
<paragraph id="H01EDEB87D4B642F09CDC946871EF4067"><enum>(4)</enum><text>has been accepted for up to one academic year of study in a program of study abroad approved for credit at such school; and</text></paragraph> 
<paragraph id="H0CA375460B974B45BB3EE5F6656B9C66"><enum>(5)</enum><text>meets any other qualifications that the President may establish for purposes of the program.</text></paragraph></subsection> 
<subsection id="HEAAF9F12D44340F9AFDD00D779239322"><enum>(e)</enum><header>Program elements</header><text>Under the youth exchange program, eligible participants selected for participation in the program shall—</text> 
<paragraph id="HBED157D3F6194CFEB83255EE31E545E"><enum>(1)</enum><text>live in and attend a public secondary school in the host country for a period of one academic year;</text></paragraph> 
<paragraph id="H8824F207DFF64664A6AC753C213B05EE"><enum>(2)</enum><text>while attending public school in the host country, undertake academic studies in the host country, with particular emphasis on the history, constitution, and political development of the host country;</text></paragraph> 
<paragraph id="HD1D707D3F4A246339EEC09BA1312E5B"><enum>(3)</enum><text>be eligible, either during or after the completion of such academic studies, for an internship in an appropriate position in the host country; and</text></paragraph> 
<paragraph id="H9100C630BEF4475A0035B5EF95CBE33F"><enum>(4)</enum><text>engage in such other activities as the President considers appropriate to achieve the purpose of the program.</text></paragraph></subsection> 
<subsection id="H2D1DB4F0765642399D4F007538AE30F6"><enum>(f)</enum><header>Relationship to other authorities</header><text>The President may utilize the authorities and procedures set out in title VIII of the United States Information and Educational Exchange Act of 1948 (<external-xref legal-doc="usc" parsable-cite="usc/22/1471">22 U.S.C. 1471 et seq.</external-xref>) to establish and carry out the youth exchange program.</text></subsection></section> 
<section id="H0AEF406C0777479A960794DBC37B8424"><enum>4.</enum><header>Annual report to Congress</header><text display-inline="no-display-inline">The Secretary of State shall submit to Congress an annual report on the United States-Poland Parliamentary Youth Exchange Program established under this Act. Each annual report shall include—</text> 
<paragraph id="HA527195CE56C4C3388620087A7244993"><enum>(1)</enum><text>information on the implementation of the Program during the preceding year:</text></paragraph> 
<paragraph id="HBEA976A3E5874EE097024E62AFF4CEE2"><enum>(2)</enum><text>the number of participants in the Program during such year;</text></paragraph> 
<paragraph id="HAE75A92EA04D42C592DCFC091EBCA374"><enum>(3)</enum><text>the names and locations of the secondary schools in the United States and Poland attended by such participants;</text></paragraph> 
<paragraph id="H4AB75B0A7DE24BB79810CE61F9D8C036"><enum>(4)</enum><text>a description of the areas of study of such participants during their participation in the Program;</text></paragraph> 
<paragraph id="H260F8F5E98414A5B000039858CC40087"><enum>(5)</enum><text>a description of any internships taken by such participants during their participation in the Program; and</text></paragraph> 
<paragraph id="H0678391F0F144DB485CDF4144E9C07A1"><enum>(6)</enum><text>a description of any other activities such participants carried out during their participation in the Program.</text></paragraph></section> 
<section id="HF6FDBAEE08644AA98E09ED02F11161EE"><enum>5.</enum><header>Authorization of Appropriations</header> 
<subsection id="H352E8DAAFFF642509829DF52771F0900"><enum>(a)</enum><header>In general</header><text>There is authorized to be appropriated for the Department of State for fiscal year 2007 such sums as may be necessary to carry out the youth exchange program authorized by this Act.</text></subsection> 
<subsection id="HF545E80F99584EED8D4C994485E80089"><enum>(b)</enum><header>Availability</header><text>Amounts authorized to be appropriated by subsection (a) shall remain available until expended.</text></subsection></section>
