<section id="H7231AEE139F7434F9F1EE42534DE12B3" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title; Purpose</header> 
<subsection id="HD33583A97D2F4D1C8BB46F69A1647FB8"><enum>(a)</enum><header>Short title</header><text>This Act may be cited as the <quote><short-title>Safe NOW Act of 2006</short-title></quote>.</text></subsection> 
<subsection id="H6CEE0F646DBF404200E51D4B8CBF5C7"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this Act is to establish a National Sex Offender Risk Classification Task Force to create guidelines for the establishment of a risk-based sex offender classification system that will—</text> 
<paragraph id="H982FAC31703D4200AEEBF1F7DEE6EEE7"><enum>(1)</enum><text>classify sex offenders based on the threat of danger each sex offender poses to the public; and</text></paragraph> 
<paragraph id="HA57FD051A98542F98D03CFA90755AD83"><enum>(2)</enum><text>allow law enforcement agencies and the public to identify the most dangerous sex offenders listed in sex offender registries by using the classification system.</text></paragraph></subsection></section> 
<section id="H9F3094DFF2F9482800FC43B7B2F06FF6"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act, the following definitions apply:</text> 
<paragraph id="H22FFD63FFF7541D99134140698BF816F"><enum>(1)</enum><header>Sex offender registry</header><text>The term <term>sex offender registry</term> means a registry of sex offenders, and a notification program, maintained by a jurisdiction.</text></paragraph> 
<paragraph id="HC7898FC0383240EB9FE62B1CBC078793"><enum>(2)</enum><header>Jurisdiction</header><text>The term <term>jurisdiction</term> means any of the following:</text> 
<subparagraph id="H0FD528CF10D943CABEA2493BB5A7C5B0"><enum>(A)</enum><text>A State.</text></subparagraph> 
<subparagraph id="H530378B75A7F465686AAE034875706F1"><enum>(B)</enum><text>The District of Columbia.</text></subparagraph> 
<subparagraph id="HE7F1AA7929DC419D936905ED313506FE"><enum>(C)</enum><text>The Commonwealth of Puerto Rico.</text></subparagraph> 
<subparagraph id="HB0BC27FFC34E47659B5D056F21A328F4"><enum>(D)</enum><text>Guam.</text></subparagraph> 
<subparagraph id="H9A0A1DF93158468EAAD82F3BF31B24F9"><enum>(E)</enum><text>American Samoa.</text></subparagraph> 
<subparagraph id="HF16BF85ACDC5450D8D30B5CD52E7FF00"><enum>(F)</enum><text>The Northern Mariana Islands.</text></subparagraph> 
<subparagraph id="H9F25423F13BC4579B7B47F8343CD4DE7"><enum>(G)</enum><text>The United States Virgin Islands.</text></subparagraph> 
<subparagraph id="H13348E67498A468BA197B8414F609364"><enum>(H)</enum><text>Any Federally recognized Indian tribe.</text></subparagraph></paragraph></section> 
<section id="HFBB23055DB284A8FB6B490323B21FD00"><enum>3.</enum><header>National Sex Offender Risk Classification Task Force</header> 
<subsection id="H1BF13A5A9DC6497396A122A941E3D466"><enum>(a)</enum><header>Task Force established</header><text display-inline="yes-display-inline">There is established, under the general authority of the Attorney General, the National Sex Offender Risk Classification Task Force (referred to in this Act as the <quote>Task Force</quote>).</text></subsection> 
<subsection id="H06C3B61429DE4B8B8806B7C9003E5365"><enum>(b)</enum><header>Duties</header> 
<paragraph id="H75FDE827C3544AFEA476391CF0104998"><enum>(1)</enum><header>In General</header><text>The Task Force shall—</text> 
<subparagraph id="HEE7A48856EFD4F509F849BF6818211D7"><enum>(A)</enum><text display-inline="yes-display-inline">create preliminary guidelines for the establishment of a risk-based sex offender classification system;</text></subparagraph> 
<subparagraph id="HB396F57995F04FF5B930052086C66FB0"><enum>(B)</enum><text>administer the demonstration program under <internal-xref idref="HE850A4D429DA405DBE0006864C80B700" legis-path="4.">section 4</internal-xref>; and </text></subparagraph> 
<subparagraph id="H8B125FBD0B64482486E887C6ABE8CBA"><enum>(C)</enum><text display-inline="yes-display-inline">create final guidelines for the establishment of a risk-based sex offender classification system that shall be made available to jurisdictions for use in accordance with <internal-xref idref="H0234CD951DF64718A012E2DCC15C27F" legis-path="7.">section 7</internal-xref>, and that shall be created using the information gathered through—</text> 
<clause id="H7B1382F6E8AD435CB2EFF3EA2FAAEE7E"><enum>(i)</enum><text display-inline="yes-display-inline">the demonstration program under <internal-xref idref="HE850A4D429DA405DBE0006864C80B700" legis-path="4.">section 4</internal-xref>; and</text></clause> 
<clause id="H318A3D57F47946BFAE34690022994939"><enum>(ii)</enum><text>the activities of the working groups under <internal-xref idref="H48C078FD4E3A497A8E4B9C3338684198" legis-path="3.(b)(3)">paragraph (3)</internal-xref>.</text></clause></subparagraph></paragraph> 
<paragraph id="H98CD78212986474C9C2EAA1BCD3FE077" display-inline="no-display-inline"><enum>(2)</enum><header>Creation of guidelines</header><text>In creating the guidelines required under this subsection, the Task Force shall consider—</text> 
<subparagraph id="H47319CEB09AC490C8FAB1725F109D64" display-inline="no-display-inline"><enum>(A)</enum><text>empirically-based assessment tools available to assess the dangers posed by sex offenders;</text></subparagraph> 
<subparagraph id="HD0F7AA9F2F5D408E00F1103AE37A353" commented="no"><enum>(B)</enum><text>the methods used to classify sex offenders for the purposes of sex offender registries in use by Federal, State, and local law enforcement agencies as of the date of enactment of this Act, and how those methods differ from a risk-based sex offender classification system;</text></subparagraph> 
<subparagraph id="H70D86AB6BD4E47A2B700002CE4023CBB"><enum>(C)</enum><text>means by which information regarding the risk-based classification of sex offenders may be comprehensively and consistently disseminated to Federal, State, and local law enforcement agencies and the public;</text></subparagraph> 
<subparagraph id="HE4083801AADF4A38BBA777692F00C943"><enum>(D)</enum><text>opportunities available to sex offenders (especially those who are not under court supervision) to change their risk-based classification, including voluntary participation in sex offender treatment and monitoring programs; and</text></subparagraph> 
<subparagraph id="H5E9E506882F24E858B161553BD2FE39D"><enum>(E)</enum><text display-inline="yes-display-inline">any negative consequences that have resulted from Megan’s Law (<external-xref legal-doc="public-law" parsable-cite="pl/104/145">Public Law 104–145</external-xref>; 110 Stat. 1345), and steps that might be taken to reduce such negative consequences.</text></subparagraph></paragraph> 
<paragraph id="H48C078FD4E3A497A8E4B9C3338684198"><enum>(3)</enum><header>Working groups</header><text>The Chair shall designate 5 working groups within the Task Force, each of which shall conduct one of the following activities:</text> 
<subparagraph id="HCF073CE9F36E4DFDB2F766711F98179F"><enum>(A)</enum><text>Survey the methods of risk classification used by each jurisdiction, as of the date of enactment of this Act, and identify changes to such methods that jurisdictions could implement to improve the efficiency, accuracy, and consistency of sex offender registries.</text></subparagraph> 
<subparagraph id="HB199ED85C2764774935B01E6B8100A1"><enum>(B)</enum><text display-inline="yes-display-inline">Research and analyze the effectiveness of the most recently developed tools available (as of the date of enactment of this Act) to assess the dangers posed by sex offenders and to classify sex offenders based on risk.</text></subparagraph> 
<subparagraph id="H11F4B11418944D82954464698354D245"><enum>(C)</enum><text>Identify the strengths and weaknesses of Federal, State, and local sex offender registration and notification procedures in use as of the day before the date of enactment of this Act, and propose methods to improve any such weaknesses.</text></subparagraph> 
<subparagraph id="H134344F6F21B4D2DA9A70E900BD6966"><enum>(D)</enum><text display-inline="yes-display-inline">Analyze Federal, State, and local law enforcement agency procedures for community notification regarding sex offenders (as of the date of enactment of this Act), and determine the most appropriate procedures to notify communities regarding sex offenders of varying risk-based classifications.</text></subparagraph> 
<subparagraph id="HCEDAC7A728BD46659619FBE6093ED842"><enum>(E)</enum><text display-inline="yes-display-inline">Develop a resource guide that Federal, State, and local law enforcement agencies may use to educate the public about the prevention of sex offenses, the dangers posed by sex offenders, the systems used to classify sex offenders, and the access and use of sex offender registries. </text></subparagraph></paragraph></subsection> 
<subsection id="HCB52E761CDD64A1195AC3F484FD9724F"><enum>(c)</enum><header>Membership</header> 
<paragraph id="H5C02F75039E54234AE9579D1D9D34713"><enum>(1)</enum><header>In General</header><text display-inline="yes-display-inline">The Task Force shall consist of 20 members, who shall be appointed by the Attorney General within 45 days after the date of enactment of this Act, and who shall include—</text> 
<subparagraph id="H64DD4F978C6C4A049643C70200153CE7"><enum>(A)</enum><text>the Chair;</text></subparagraph> 
<subparagraph id="H28D0848BF5B441F68F903E2D57DC4B69"><enum>(B)</enum><text display-inline="yes-display-inline">one representative from each of the following:</text> 
<clause id="H78B9D15DD4274DBC007B09FBE00FE43"><enum>(i)</enum><text>the Safe NOW Project;</text></clause> 
<clause id="HEB93420E48454C1CBED54CCA733589F"><enum>(ii)</enum><text>the National Association to PROTECT Children;</text></clause> 
<clause id="HA49CA2DD5D6B474FBE04A3D4AF5EF797" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">Parents For Megan's Law, Inc.;</text></clause> 
<clause id="HC8EF69444FC6410CAE3F23FCE1708B5D"><enum>(iv)</enum><text display-inline="yes-display-inline">the Association for the Treatment of Sexual Abusers;</text></clause> 
<clause id="HD8C32BB3765A483C924B51BE785928CC"><enum>(v)</enum><text display-inline="yes-display-inline">the National Sheriffs’ Association;</text></clause> 
<clause id="H0886F636D2B141FC8DE913A2F4D05517"><enum>(vi)</enum><text>the National Association of Police Organizations;</text></clause> 
<clause id="H4E28C930DE4649E2A13B0078075F40C0"><enum>(vii)</enum><text>the American Probation and Parole Association;</text></clause> 
<clause id="H185050795A3246A8BDC090D534865B28"><enum>(viii)</enum><text>the American Psychological Association;</text></clause> 
<clause id="HC4B8014163E04FAC84C97BCBD6B384F6"><enum>(ix)</enum><text>the National Association of Criminal Defense Lawyers; </text></clause> 
<clause id="H616441AD54A8400287FC99E3B544B67"><enum>(x)</enum><text display-inline="yes-display-inline">the Washington State Institute for Public Policy;</text></clause> 
<clause id="H0FE89458D03644A5AF9B76B5892E5775"><enum>(xi)</enum><text>the National Center for Missing and Exploited Children;</text></clause> 
<clause id="HC9C7B62269654BC1AFBA2C337343CAB" display-inline="no-display-inline"><enum>(xii)</enum><text>the Office for Victims of Crime;</text></clause> 
<clause id="HCF386BFBD96845AB895E02B1E5574C37" display-inline="no-display-inline"><enum>(xiii)</enum><text>the Center for Sex Offender Management;</text></clause> 
<clause id="H15F1DA0411FD469497F6D9DD616C5CC" display-inline="no-display-inline"><enum>(xiv)</enum><text display-inline="yes-display-inline">the National Law Enforcement and Corrections Technology Center;</text></clause> 
<clause id="H004DC8528E5E4753BD288CED81DE006D"><enum>(xv)</enum><text>the Federal Bureau of Investigation; and</text></clause> 
<clause id="H8B00D1246CC94E54AAE7E7E1F065EE24"><enum>(xvi)</enum><text>the Center for Disease Control and Prevention; and</text></clause> </subparagraph> 
<subparagraph id="H6F1901110B9D44BEA84F442DC109D7E2"><enum>(C)</enum><text>three representatives of the academic community who specialize in risk assessment of sex offenders.</text></subparagraph></paragraph> 
<paragraph id="HF65ED73169C8488492527026A69DE981"><enum>(2)</enum><header>Selection criteria</header><text>The Attorney General shall appoint to the Task Force a Chair and a diverse group of members who are knowledgeable in the fields of sex offender management, community education, risk assessment of sex offenders, and sex offender victim issues.</text></paragraph> 
<paragraph id="HD899E12B9C46427D8D455CA1F6C32E7D" commented="no"><enum>(3)</enum><header>Terms; Vacancies</header><text display-inline="yes-display-inline">The term of office for members shall be for the life of the Task Force. A vacancy in the Task Force shall not affect the powers of the Task Force, and shall be filled in the same manner in which the original appointment was made.</text></paragraph> 
<paragraph id="H8E145ACF7A25481788D2CCB28CDDE8D9" commented="no"><enum>(4)</enum><header>Compensation</header> 
<subparagraph id="H5EAE435AFD1C41A9A311EEC86F28D815" commented="no"><enum>(A)</enum><text>Except as provided in <internal-xref idref="H79C2C0D0A1834B0CA400B68C7D09C3FF" legis-path="3.(c)(4)(B)">subparagraph (B)</internal-xref>, the Chair and members of the Task Force shall be paid at the rate of $500 per day for each day, including travel time, during which he or she is engaged in the actual performance of duties vested in the Task Force.</text></subparagraph> 
<subparagraph id="H79C2C0D0A1834B0CA400B68C7D09C3FF" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">A member of the Task Force who is a full-time officer or employee of the United States or a Member of Congress shall receive no additional pay, allowances, or benefits by reason of his or her service to the Task Force.</text></subparagraph> 
<subparagraph id="H710CC11A145C4429BACE63187746FF6C" commented="no"><enum>(C)</enum><text>All members of the Task Force shall be reimbursed for travel, subsistence, and other necessary expenses incurred by them in the performance of their duties to the extent authorized by <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code.</text></subparagraph></paragraph></subsection> 
<subsection id="H993557E48FD340968C9841D49FBDE7A1"><enum>(d)</enum><header>Meetings</header> 
<paragraph id="H50ECAD55AEC248B58E995B43DA50125B"><enum>(1)</enum><header>Frequency</header><text display-inline="yes-display-inline">The Task Force shall meet not less than 4 times per year, at the call of the Chair. The Attorney General shall call the first meeting of the Task Force within 90 days after the date of the enactment of this Act, or within 30 days after the date on which legislation is enacted making appropriations to carry out this Act, whichever date is later.</text></paragraph> 
<paragraph id="H0810CAA4BE304A05A696C4F65C480021"><enum>(2)</enum><header>Record</header><text display-inline="yes-display-inline">The Task Force shall maintain records of an active roster of membership, meeting minutes, and any other information the Chair may require.</text></paragraph> 
<paragraph id="HBDF0B19A7DBD498B8758DD32857CB648"><enum>(3)</enum><header>Public meetings; Notice</header><text>Task Force meetings shall be open to the public, except as determined otherwise by the Chair (or other official to whom the authority has been delegated by the Chair). Notice of all meetings shall be published in the Federal Register not later than 30 days before the date of such meeting.</text></paragraph> 
<paragraph id="H731ABCC227A94D518ED0C400B9548499" display-inline="no-display-inline"><enum>(4)</enum><header>Closed meetings</header><text>No later than 7 days after any Task Force meeting (or a portion of such a meeting) is closed to the public, a report shall be prepared for the Attorney General by a designated member the Task Force who was present for the entirety of such meeting, which shall contain, at a minimum, a list of individuals present and the activities conducted at such closed meeting.</text></paragraph></subsection></section> 
<section id="HE850A4D429DA405DBE0006864C80B700"><enum>4.</enum><header>Demonstration Program</header> 
<subsection id="HEC137A8DC55F41258FF85477C47B19C0"><enum>(a)</enum><header>In general</header><text>The Task Force is authorized to carry out a demonstration program under which the Task Force shall award one grant to each of 5 selected jurisdictions to carry out the activities under <internal-xref idref="HC9A56C8908474C8E9CEB202D48C8292E" legis-path="4.(b)">subsection (b)</internal-xref>.</text></subsection> 
<subsection id="HC9A56C8908474C8E9CEB202D48C8292E"><enum>(b)</enum><header>Program activities</header><text display-inline="yes-display-inline">A selected jurisdiction shall use a grant awarded under <internal-xref idref="HEC137A8DC55F41258FF85477C47B19C0" legis-path="4.(a)">subsection (a)</internal-xref> to—</text> 
<paragraph id="H2BEF08357C1444F08EBC04B59C2CDA" commented="no"><enum>(1)</enum><text>use the preliminary guidelines created by the Task Force under <internal-xref idref="H06C3B61429DE4B8B8806B7C9003E5365" legis-path="3.(b)">section 3(b)</internal-xref> to implement a risk-based sex offender classification system to classify sex offenders registered in the jurisdiction’s sex offender registry;</text></paragraph> 
<paragraph id="H9D574ECCDCCD4CDC89EA6BAF6B320084"><enum>(2)</enum><text display-inline="yes-display-inline">demonstrate the extent to which such preliminary guidelines provide for the successful implementation of an effective risk-based sex offender classification system; and</text></paragraph> 
<paragraph id="HE139EA75241041C7A45E09E4CEB47E7B"><enum>(3)</enum><text display-inline="yes-display-inline">identify ways such preliminary guidelines may be improved to provide better guidance for the successful implementation of an effective risk-based sex offender classification system.</text></paragraph></subsection> 
<subsection id="H7D928D7518894D08AA38F2886DF0E508"><enum>(c)</enum><header>Applications</header><text>A jurisdiction desiring to participate in the demonstration program shall submit an application to the Task Force at such time, in such manner, and containing such information as the Task Force may require.</text></subsection> 
<subsection id="H1EF9CADE18F54804AEC713AF894BAE6"><enum>(d)</enum><header>Selection of jurisdictions</header> 
<paragraph id="HBAA5BFDB706640BE9B00D95911843F17"><enum>(1)</enum><text>Not later than 9 months after the date of the first meeting of the Task Force, the Task Force shall select 5 jurisdictions to participate in the demonstration program from the applications received under <internal-xref idref="H7D928D7518894D08AA38F2886DF0E508" legis-path="4.(c)">subsection (c)</internal-xref>. </text></paragraph> 
<paragraph id="H17641FC4B6634C8BA3E177D3E214FD53"><enum>(2)</enum><text>The Task Force shall develop criteria to select jurisdictions to participate in the demonstration program. In developing such criteria and selecting jurisdictions, the Task Force shall consider—</text> 
<subparagraph id="H246551FCC8654C2C8425BFF675FB2978"><enum>(A)</enum><text>the importance of the participation of demographically and geographically diverse jurisdictions in the demonstration program; and</text></subparagraph> 
<subparagraph id="HC4EB09C4FB224250A6E8BF1F2017498B"><enum>(B)</enum><text>the willingness and ability of jurisdictions to—</text> 
<clause id="HEDE14DDB17BF44979CAC5F87C9D9DD36"><enum>(i)</enum><text>collaborate with officials in such jurisdiction responsible for the management of sex offenders; </text></clause> 
<clause id="HAB17B752CC074410BA5E352E849703E2"><enum>(ii)</enum><text>report to the Task Force on the effectiveness of the preliminary guidelines created under <internal-xref idref="HEE7A48856EFD4F509F849BF6818211D7" legis-path="3.(b)(1)(A)">section 3(b)</internal-xref>;</text></clause> 
<clause id="H0E7E2C72A5E44B7BB179D1C17368514B"><enum>(iii)</enum><text>provide recommendations to the Task Force regarding the improvement of such preliminary guidelines and the creation of final guidelines; and</text></clause> 
<clause id="HE22C6905DFA24A6199E416896503E002"><enum>(iv)</enum><text display-inline="yes-display-inline">provide information about their participation in the demonstration program to other jurisdictions implementing a risk-based sex offender classification system.</text></clause></subparagraph></paragraph></subsection> 
<subsection id="H25B90CE4D4034EC0B9DACCA081D65666"><enum>(e)</enum><header>Duration</header><text display-inline="yes-display-inline">A grant awarded under this subsection shall be for the one-year period beginning on the date one year after the date of the first meeting of the Task Force, and shall not be renewable. </text></subsection> 
<subsection id="H8180D9358202488A00A5151369FCA22"><enum>(f)</enum><header>Assistance and review</header><text>The Task Force shall provide technical assistance as necessary to the jurisdictions selected to participate in the demonstration program, and shall document the demonstration program experience of each selected jurisdiction in the final report required under <internal-xref idref="H38A6AE5A40414927874100710000E77B" legis-path="5.">section 5</internal-xref>.</text></subsection></section> 
<section id="H38A6AE5A40414927874100710000E77B"><enum>5.</enum><header>Reports</header> 
<subsection id="HE3ECDAF41D9E46659374BA378EE38326"><enum>(a)</enum><text>The Task Force shall provide to the Attorney General and to the relevant committees of Congress—</text> 
<paragraph id="H5D45E3E1C1B24B1296FE11ADF4C16D5B"><enum>(1)</enum><text>not later than one year after the date of the first meeting of the Task Force, an initial report containing—</text> 
<subparagraph id="HE6251D60325540618B94236E50A49712"><enum>(A)</enum><text display-inline="yes-display-inline">preliminary guidelines for the establishment of a risk-based sex offender classification system to be used for the demonstration program under <internal-xref idref="HE850A4D429DA405DBE0006864C80B700" legis-path="4.">section 3</internal-xref>;</text></subparagraph> 
<subparagraph id="H393837C7C4524158A6922EA4F05000F3"><enum>(B)</enum><text>a list of the jurisdictions selected to participate in such demonstration program; and</text></subparagraph> 
<subparagraph id="HA77DC8222872410A9FE9C00006D94D82"><enum>(C)</enum><text display-inline="yes-display-inline">a summary of the activities conducted by, and the findings of, each working group under <internal-xref idref="H48C078FD4E3A497A8E4B9C3338684198" legis-path="3.(b)(3)">section 3(b)(3)</internal-xref>; and</text></subparagraph></paragraph> 
<paragraph id="H49E0F813640B494ABA0671B497B815C6"><enum>(2)</enum><text>not later than 6 months after the date of the expiration of the demonstration program grants made under <internal-xref idref="HE850A4D429DA405DBE0006864C80B700" legis-path="4.">section 4</internal-xref>, a final report containing—</text> 
<subparagraph id="H76A0515374AA4B0286A8998914AE137"><enum>(A)</enum><text display-inline="yes-display-inline">final guidelines for the establishment of a risk-based sex offender classification system, as required under <internal-xref idref="H06C3B61429DE4B8B8806B7C9003E5365" legis-path="3.(b)">section 3(b)</internal-xref>; and</text></subparagraph> 
<subparagraph id="HC2E38EA2F5B741C1844525FB5160724C"><enum>(B)</enum><text display-inline="yes-display-inline">a summary of the information gathered through the demonstration program under <internal-xref idref="HE850A4D429DA405DBE0006864C80B700" legis-path="4.">section 4</internal-xref>, including any information provided by the jurisdictions that participated in such program that was considered by the Task Force in the creation of the final guidelines under <internal-xref idref="H76A0515374AA4B0286A8998914AE137" legis-path="5.(a)(2)(A)">subparagraph (A)</internal-xref>.</text></subparagraph></paragraph></subsection></section> 
<section id="HCB05BC53FB4F4D87B410068032F19863"><enum>6.</enum><header>Termination of Task Force</header><text display-inline="no-display-inline">The Task Force shall terminate 90 days after the final report under <internal-xref idref="H38A6AE5A40414927874100710000E77B" legis-path="5.">section 5</internal-xref> is provided to the Attorney General and the relevant committees of Congress.</text></section> 
<section id="H0234CD951DF64718A012E2DCC15C27F" commented="no"><enum>7.</enum><header>Sense of Congress regarding use of guidelines</header><text display-inline="no-display-inline">It is the sense of Congress that each jurisdiction should use the final guidelines created by the Task Force under this Act to implement a risk-based sex offender classification system to classify sex offenders registered in such jurisdiction’s sex offender registry.</text></section> 
<section id="H41063D4551B24C2AB2FBF3013F91852C"><enum>8.</enum><header>Authorization of appropriations</header> 
<subsection id="H558C3529632A4E428C3F828462F7DB1B"><enum>(a)</enum><header>In general</header><text>There are authorized to be appropriated to carry out this Act (except for <internal-xref idref="HE850A4D429DA405DBE0006864C80B700" legis-path="4.">section 4</internal-xref>), $1,000,000 for each of fiscal years 2007, 2008, and 2009.</text></subsection> 
<subsection id="H58F7F80C0B474F3282AEFBAE1566DCF5"><enum>(b)</enum><header>Demonstration program</header><text>There are authorized to be appropriated such sums as may be necessary to carry out the demonstration program under <internal-xref idref="HE850A4D429DA405DBE0006864C80B700" legis-path="4.">section 4</internal-xref>. </text></subsection></section>
