<official-title>To amend title 28, United States Code, to improve the delivery of Federal judicial services by requiring the equitable and rational calculation of rent to be paid to the General Services Administration.</official-title>

<section id="HB909674E08934283A2B8FF13B77700C1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Judiciary Rent Reform Act of 2006</short-title></quote>.</text></section> 
<section id="HAE454EBFEC994352BBEDEB0797542EEE" section-type="subsequent-section"><enum>2.</enum><header>Calculation of real property rent charged to the judiciary</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/28/462">Section 462</external-xref> of title 28, United States Code, is amended by adding at the end the following:</text>

<subsection id="H33BF41AEC98E42A2A950D1B88447A28B"><enum>(g)</enum> 
<paragraph id="H31F7377CC9F54D25A5185E7D96583262" display-inline="yes-display-inline"><enum>(1)</enum><text>The Administrator of General Services shall establish rent charges for accommodations provided by the General Services Administration (hereinafter in this subsection referred to as <quote>GSA</quote>) in federally-owned space that do not exceed the GSA’s actual costs of operating and maintaining such accommodations. GSA shall not assess the judiciary any amount for shell rent, tenant improvements, parking rent, or real estate taxes for federally-owned space assigned to the judiciary.</text></paragraph> 
<paragraph id="H408D176906C34487A4B0BEE8BDB5A4C5" indent="up1"><enum>(2)</enum><text>The Administrator of General Services shall establish rent charges for accommodations provided to the judiciary in leased space that do not exceed the rental and service contract amounts, including GSA’s actual costs of procuring and servicing the leases.</text></paragraph> 
<paragraph id="HB8FE2E6BDC2C4DEC94831896995BD700" indent="up1"><enum>(3)</enum><text>GSA administrative fees assessed to the judiciary shall be on a cost-only basis, without regard to whether the real property is federally-owned or leased.</text></paragraph> 
<paragraph id="H239F16E75333492FB881409F5E80C882" indent="up1"><enum>(4)</enum><text>The judiciary shall be responsible for providing funds to the GSA from judiciary appropriations to pay for new repair and alteration, tenant improvement, and construction projects performed by the GSA for judiciary accommodations, except for those projects for which the GSA has separately received appropriations.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H3E0A4AAC178D4A63B11D400500BA00B2"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendment made by section 2 shall take effect October 1, 2006.</text></section>
