<section id="H08D63F73022D4AE5003C164934D54183" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline"> Congress makes the following findings:</text> 
<paragraph id="HC2DCAB294A874A1DBCB815E92FFB1545"><enum>(1)</enum><text>Tsunamis are very large ocean waves caused by underwater earthquakes or volcanic eruptions, which can travel thousands of miles in open water.</text></paragraph> 
<paragraph id="H463D20F8F3304ACB974F074D73B5695F"><enum>(2)</enum><text>Tsunamis are threats to insular areas, especially in the Pacific because of its earthquake-prone perimeter.</text></paragraph> 
<paragraph id="H2BCF1F0D2317437A99F35095665DAF1C"><enum>(3)</enum><text>Local tsunamis give residents only a few minutes to seek safety.</text></paragraph> 
<paragraph id="H71F664786CC2486190E3DD9358A48692"><enum>(4)</enum><text>Tsunamis originating in one place give residents of distant localities more time to evacuate potentially-threatened areas, but better data is needed to accurately predict their potential to inflict damage in any given area.</text></paragraph> 
<paragraph id="H43120DA6A3B44DF597B64FA431B19FFE"><enum>(5)</enum><text>False tsunami alerts can result in significant costs to several communities, and reduce the seriousness with which future alerts will be taken.</text></paragraph> 
<paragraph id="H9BC44D6B16DC47B1A3003300B36FF6FE"><enum>(6)</enum><text>The failure to issue tsunami alerts can be even more costly and can result in avoidable death and personal injury, as well as destruction of property.</text></paragraph> 
<paragraph id="H2FC6B0795ADA4893AF5B74CF011054E5"><enum>(7)</enum><text>Once a tsunami occurs, the technology exists to analyze seismic changes in the Earth and changes in ocean water height to determine the direction any given tsunami is traveling and the populated areas in which it may cause destruction.</text></paragraph> 
<paragraph id="HAB605727800C4401AEE0CAF815007CCC"><enum>(8)</enum><text>The key steps to reducing damage caused by tsunamis are to assess the hazard, educate the public to the hazard, monitor the Earth’s seismic activity on a real-time basis, and alert local governments and the public in time for them to take appropriate action.</text></paragraph></section> 
<section id="HE78E49E0F06F453187CF0065F269A1D2"><enum>2.</enum><header>Program</header> 
<subsection id="H0D36E3F996714CA9AB8CE38D1109C5C2"><enum>(a)</enum><header>Establishment</header><text>The National Oceanic and Atmospheric Administration shall establish a tsunami hazard mitigation program for all United States insular areas to perform hazard assessment, monitoring and warning, and public education functions. Such program shall—</text> 
<paragraph id="H3511E30AE05F495D96638472CF35E500"><enum>(1)</enum><text>provide warnings of tsunamis, and maintain the equipment necessary to make such warnings;</text></paragraph> 
<paragraph id="H70E98A0526B849DBA21C09D2C01B95B9"><enum>(2)</enum><text>conduct periodic tests of the tsunami warning system to ensure its operational effectiveness;</text></paragraph> 
<paragraph id="H2E1EC3397788453A9FD0AA34CF3885B"><enum>(3)</enum><text>make tsunami warnings available to the broadest extent practicable;</text></paragraph> 
<paragraph id="HE2E269A9F18E4B69B97DB6F52200B8B2"><enum>(4)</enum><text>establish a long-term plan to determine areas of possible inundation for all reasonably threatened insular areas of the United States;</text></paragraph> 
<paragraph id="H1CC833A832AA432000A8F367E65048CE"><enum>(5)</enum><text>coordinate the preparation of local evacuation plans for susceptible communities; and</text></paragraph> 
<paragraph id="H4A49D40E969342B186F67B08BFBF4F44"><enum>(6)</enum><text>coordinate with and maintain membership in the International Tsunami Information Center.</text></paragraph></subsection> 
<subsection id="H69673409E31547ABA8D3034F532CF3FB"><enum>(b)</enum><header>Primary beneficiaries</header><text>The Program established under subsection (a) shall be designed for the benefit of all insular areas of the United States, including American Samoa, Guam, the United States Virgin Islands, Puerto Rico, and the Commonwealth of the Northern Marianas Islands.</text></subsection></section>
