<official-title>To amend the David L. Boren National Security Education Act of 1991 to create a critical foreign language program.</official-title>

<section id="HF58E64FB6C894E72B7FBC223104CED4C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>K-16 Critical Foreign Language Pipeline Act</short-title></quote>. </text></section> 
<section id="H054BBB6AE3F8405AA9F3F532EB410078"><enum>2.</enum><header>Critical foreign language education program under the National Security Education Program</header> 
<subsection id="H982BD64E111245D6831439DE989D3789"><enum>(a)</enum><header>Program</header><text display-inline="yes-display-inline">Section 802 of the David L. Boren National Security Education Act of 1991 (<external-xref legal-doc="usc" parsable-cite="usc/50/1902">50 U.S.C. 1902</external-xref>) is amended—</text> 
<paragraph id="H0846265F901747750096F311AD42B7C"><enum>(1)</enum><text>in subsection (a)(1)—</text> 
<subparagraph id="HEA404068C4D5490FA13EE159D421B442"><enum>(A)</enum><text>in subparagraph (D), by striking <quote>and</quote> at the end;</text></subparagraph> 
<subparagraph id="H9D9F2103ADFF41D296C600E95D459935"><enum>(B)</enum><text>in subparagraph (E), by striking the final period and inserting <quote>; and</quote>; and</text></subparagraph> 
<subparagraph id="HACE1258E2F03461896FEE66FCB46FFB0"><enum>(C)</enum><text>by adding at the end the following new subparagraph:</text>

<subparagraph id="H50B37F023F034657A4C4DE36C56C9282"><enum>(F)</enum><text display-inline="yes-display-inline">awarding grants to institutions of higher education to carry out activities under the Critical Foreign Language Program described in subsection (j).</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="HDE7D122D08A649C1B63FBAA91C7B4E64"><enum>(2)</enum><text>by adding at the end the following new subsection:</text>

<subsection id="H222E2F1404D24431AC6131CD0087DB04"><enum>(j)</enum><header>Critical Foreign Language Program</header> 
<paragraph id="H3E2B41EDEB3542449D7276C0A7BC43EE"><enum>(1)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary of Defense shall provide grants to five institutions of higher education to establish a program to collaborate with elementary schools and secondary schools for language learning pipelines to train students from kindergarten through college to be proficient in those foreign languages that the Secretary identifies as being the most critical in the interests of the national security of the United States.</text></paragraph> 
<paragraph id="HE5F7393744784392A67F83603F5D0341"><enum>(2)</enum><header>Program</header><text>A program established pursuant to a grant awarded under paragraph (1) may include—</text> 
<subparagraph id="HAE7FF5CC8F02445EBABB3C0466E442BD"><enum>(A)</enum><text>study or work abroad;</text></subparagraph> 
<subparagraph id="H7EAA95A0605E41038100FE0000A3A8EA"><enum>(B)</enum><text>experiential and community learning;</text></subparagraph> 
<subparagraph id="H15CC5FACC9E54E8081F7FD1E762B108"><enum>(C)</enum><text>distance learning;</text></subparagraph> 
<subparagraph id="HE544A2FF769848498C6478C49FFF6116"><enum>(D)</enum><text>language learning for professional, business, and other disciplines; and</text></subparagraph> 
<subparagraph id="H8BC8D75A4856423491BF5DD5B73E00C7"><enum>(E)</enum><text>innovative opportunities for language learning through immersion, internships, and community service.</text></subparagraph></paragraph> 
<paragraph id="HD420D7DD875C4BF4864D5F65F0AD0981"><enum>(3)</enum><header>Application requirements</header><text>An applicant for a grant under paragraph (1) shall—</text> 
<subparagraph id="H023A0920FB0C493F9C362D4BC9A6D835"><enum>(A)</enum><text>demonstrate the ability to collaborate effectively with elementary schools and secondary schools to ensure that students who successfully achieve an advanced proficiency level at such schools will continue studying a foreign language at an institution for higher education and achieve a superior proficiency level while enrolled in an academic degree program;</text></subparagraph> 
<subparagraph id="HDED74D28058049028B42FD5672A13506"><enum>(B)</enum><text>demonstrate that the program designed by the applicant for such a grant is able to be replicated for use by other institutions of higher education and elementary schools and secondary schools in the United States; and</text></subparagraph> 
<subparagraph id="HDA5809D556CE404DAF20A1C02EA0BBE2"><enum>(C)</enum><text>agree to provide funds for at least 10 percent of the cost of such program.</text></subparagraph></paragraph> 
<paragraph id="H5EC963E310384DAF85F3E9A88259A72D"><enum>(4)</enum><header>Distribution of funds</header><text>The Secretary of Defense shall award an equal amount of the funds appropriated pursuant to section 811(c) for a fiscal year to each of the institutions of higher education that are awarded grants pursuant to paragraph (1) for such fiscal year.</text></paragraph> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection> 
<subsection id="H6DEBA0C096B1466F9340C4F94E8082AE"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 811 of the David L. Boren National Security Education Act of 1991 (<external-xref legal-doc="usc" parsable-cite="usc/50/1911">50 U.S.C. 1911</external-xref>) is amended—</text> 
<paragraph id="H40CDD3003B8F473D9FC2B875DDAE13EB"><enum>(1)</enum><text>by redesignating subsection (c) as subsection (d); and</text></paragraph> 
<paragraph id="HC0633290BDB344B20029FBB048B31C19"><enum>(2)</enum><text>by inserting after subsection (b) the following new subsection:</text>

<subsection id="H701FFE9A749D40A1BD967E13DDB588AE"><enum>(c)</enum><header>Funding for critical foreign language program</header><text>In addition to amounts that may be made available to the Secretary under the Fund for a fiscal year, there is authorized to be appropriated to the Secretary for each fiscal year, beginning with fiscal year 2006, $5,000,000, to carry out the grant program for the Critical Foreign Language Program under section 802(j).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section>
