<legis-type>AN ACT</legis-type> 
<official-title display="yes">To amend the Wool Products Labeling Act of 1939 to revise the requirements for labeling of certain wool and cashmere products.</official-title>

<section id="H3C774DEEACB1491CB93C83BC4E580057" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Wool Suit Fabric Labeling Fairness and International Standards Conforming Act</short-title></quote>.</text></section> 
<section id="HCAE3C302469943258072441B9E43DA66"><enum>2.</enum><header>Labeling of wool and cashmere products to facilitate compliance and protect consumers</header> 
<subsection id="HC0EAD8905C3F499C92538480082F3951"><enum>(a)</enum><header>In general</header><text>Section 4(a) of the Wool Products Labeling Act of 1939 (<external-xref legal-doc="usc" parsable-cite="usc/15/68b">15 U.S.C. 68b(a)</external-xref>) is amended by adding at the end the following new paragraphs:</text>

<paragraph id="HD40DEAD0A4FB49DBBA8BE0DAA1544C7B" indent="up1"><enum>(5)</enum><text>In the case of a wool product stamped, tagged, labeled, or otherwise identified as—</text> 
<subparagraph id="HE9A98236CDB24D23991D47CDE533BACE"><enum>(A)</enum><text><quote>Super 80’s</quote> or <quote>80’s</quote>, if the average diameter of wool fiber of such wool product does not average 19.75 microns or finer;</text></subparagraph> 
<subparagraph id="H73DDAA0A5F9544A19BD3B5001F9579CA"><enum>(B)</enum><text><quote>Super 90’s</quote> or <quote>90’s</quote>, if the average diameter of wool fiber of such wool product does not average 19.25 microns or finer;</text></subparagraph> 
<subparagraph id="HE2D08E9BAB66414FB3802B5529427752"><enum>(C)</enum><text><quote>Super 100’s</quote> or <quote>100’s</quote>, if the average diameter of wool fiber of such wool product does not average 18.75 microns or finer;</text></subparagraph> 
<subparagraph id="H4687FB9D0B8C45EA8658F43970AF4719"><enum>(D)</enum><text><quote>Super 110’s</quote> or <quote>110’s</quote>, if the average diameter of wool fiber of such wool product does not average 18.25 microns or finer;</text></subparagraph> 
<subparagraph id="H9C06D4C264FD4A84A8DD476F003DC37F"><enum>(E)</enum><text><quote>Super 120’s</quote> or <quote>120’s</quote>, if the average diameter of wool fiber of such wool product does not average 17.75 microns or finer;</text></subparagraph> 
<subparagraph id="H986A2F731F804C2CBC29F5B182622583"><enum>(F)</enum><text><quote>Super 130’s</quote> or <quote>130’s</quote>, if the average diameter of wool fiber of such wool product does not average 17.25 microns or finer;</text></subparagraph> 
<subparagraph id="H1BCEDAB27A084FB4AFD27B5B52808613"><enum>(G)</enum><text><quote>Super 140’s</quote> or <quote>140’s</quote>, if the average diameter of wool fiber of such wool product does not average 16.75 microns or finer;</text></subparagraph> 
<subparagraph id="H997928D10911465FA29C3D0000846E60"><enum>(H)</enum><text><quote>Super 150’s</quote> or <quote>150’s</quote>, if the average diameter of wool fiber of such wool product does not average 16.25 microns or finer;</text></subparagraph> 
<subparagraph id="H8BBB2657B01D425F93826EF24676E564"><enum>(I)</enum><text><quote>Super 160’s</quote> or <quote>160’s</quote>, if the average diameter of wool fiber of such wool product does not average 15.75 microns or finer;</text></subparagraph> 
<subparagraph id="HB17D88201C9E48F685EFDCCD584B81"><enum>(J)</enum><text><quote>Super 170’s</quote> or <quote>170’s</quote>, if the average diameter of wool fiber of such wool product does not average 15.25 microns or finer;</text></subparagraph> 
<subparagraph id="H621D5178A8EA43DFA19F00000019E4C0"><enum>(K)</enum><text><quote>Super 180’s</quote> or <quote>180’s</quote>, if the average diameter of wool fiber of such wool product does not average 14.75 microns or finer;</text></subparagraph> 
<subparagraph id="H1CFADFA8764F462B8385DACF0154624B"><enum>(L)</enum><text><quote>Super 190’s</quote> or <quote>190’s</quote>, if the average diameter of wool fiber of such wool product does not average 14.25 microns or finer;</text></subparagraph> 
<subparagraph id="H0414759E81934374AD2F10F7E262AC76"><enum>(M)</enum><text><quote>Super 200’s</quote> or <quote>200’s</quote>, if the average diameter of wool fiber of such wool product does not average 13.75 microns or finer;</text></subparagraph> 
<subparagraph id="H80256125E3C14461A297C64FE0042475"><enum>(N)</enum><text><quote>Super 210’s</quote> or <quote>210’s</quote>, if the average diameter of wool fiber of such wool product does not average 13.25 microns or finer; </text></subparagraph> 
<subparagraph id="H6F23D7F5DA044D46840043DBEB3FBB1"><enum>(O)</enum><text display-inline="yes-display-inline"><quote>Super 220’s</quote> or <quote>220’s</quote>, if the average diameter of wool fiber of such wool product does not average 12.75 microns or finer;</text></subparagraph> 
<subparagraph id="H0E5C31FD52104AF791A981D44E55AFAE"><enum>(P)</enum><text><quote>Super 230’s</quote> or <quote>230’s</quote>, if the average diameter of wool fiber of such wool product does not average 12.25 microns or finer; </text></subparagraph> 
<subparagraph id="HA96EFD166F71408B980053D088BCEE"><enum>(Q)</enum><text><quote>Super 240’s</quote> or <quote>240’s</quote>, if the average diameter of wool fiber of such wool product does not average 11.75 microns or finer; and </text></subparagraph> 
<subparagraph id="H42600DDCD62D4D4F8764A8F71C2E9400"><enum>(R)</enum><text><quote>Super 250’s</quote> or <quote>250’s</quote>, if the average diameter of wool fiber of such wool product does not average 11.25 microns or finer.</text></subparagraph><continuation-text continuation-text-level="paragraph">In each such case, the average fiber diameter of such wool product may be subject to such standards or deviations as adopted by regulation by the Commission.</continuation-text></paragraph> 
<paragraph id="H11EE2DAB48C64F3D8476345EE5731399" indent="up1"><enum>(6)</enum><text display-inline="yes-display-inline">In the case of a wool product stamped, tagged, labeled, or otherwise identified as cashmere, if—</text> 
<subparagraph id="HECB6D81AF7324917BD17006C1666F951"><enum>(A)</enum><text>such wool product is not the fine (dehaired) undercoat fibers produced by a cashmere goat (capra hircus laniger);</text></subparagraph> 
<subparagraph id="H87A2AD06B2EA4C2E00CDAC6544BA6CC3"><enum>(B)</enum><text>the average diameter of the fiber of such wool product exceeds 19 microns; or</text></subparagraph> 
<subparagraph id="H697187DE07B740A991123C972BCA6670"><enum>(C)</enum><text>such wool product contains more than 3 percent (by weight) of cashmere fibers with average diameters that exceed 30 microns.</text></subparagraph><continuation-text continuation-text-level="paragraph">The average fiber diameter may be subject to a coefficient of variation around the mean that shall not exceed 24 percent.</continuation-text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H5BBCB831745A446BA5FDD3033EACEB7B"><enum>(b)</enum><header>Applicability date</header><text>The amendments made by this section shall apply to wool products manufactured on or after January 1, 2007.</text></subsection></section>
