<section id="HE214BC843A234BF4ACB7A661009443B2"><enum>1.</enum><header>REDI Center</header> 
<subsection id="H58130D336E114406889B556CCD15A1A8"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Secretary of State is authorized to provide for the participation by the United States in the Regional Emerging Disease Intervention Center (in this section referred to as <quote>REDI Center</quote>) in Singapore.</text></subsection> 
<subsection id="H36DCF286A88746EE8E29915D76A0AF2D"><enum>(b)</enum><header>Consultation and report</header> 
<paragraph id="H0AA60B2A38EB4D55B2A59B8EE791ECC1"><enum>(1)</enum><header>Consultation</header><text display-inline="yes-display-inline">Prior to the review required under Article 6.3 of the Agreement described in subsection (c), the Secretary shall consult with the Committee on International Relations of the House of Representatives and the Committee on Foreign Relations of the Senate.</text></paragraph> 
<paragraph id="H9B918FF26A904D659EF775083371FEBA"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">In connection with the submission of the annual congressional budget justification, the Secretary shall report on efforts undertaken at the REDI Center with regard to bioterrorism concerns.</text></paragraph></subsection> 
<subsection id="HE54DD4B013EA49688BE30059CEFEAC3F"><enum>(c)</enum><header>Agreement described</header><text display-inline="yes-display-inline">The Agreement referred to in subsection (b)(1) is the Agreement between the Governments of the United States of America and the Republic of Singapore Establishing the Regional Emerging Diseases Intervention Center, done at Singapore, November 22, 2005.</text></subsection></section> 
<section id="H0FF00516E251415ABDD1E11179716500" section-type="section-one"><enum>2.</enum><header>Retention of medical reimbursements</header><text display-inline="no-display-inline">Section 904 of the <act-name parsable-cite="FSA80">Foreign Service Act of 1980</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/22/4084">22 U.S.C. 4084</external-xref>) is amended by adding at the end the following new subsection:</text> 
<quoted-block style="OLC" act-name="Foreign" id="HE7FFFDB8F63443BD941FBC6C4903F349"> 
<subsection id="H0827D8FE3CE14ADE0084A8388869213"><enum>(g)</enum><text>Reimbursements paid to the Department of State for funding the costs of medical care abroad for employees and eligible family members shall be credited to the currently available applicable appropriation account. Notwithstanding any other provision of law, such reimbursements shall be available for obligation and expenditure during the fiscal year in which they are received or for such longer period of time as may be provided in law.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H8C816A7B47EE4EC98947A27B831CF81B"><enum>3.</enum><header>Accountability review boards</header><text display-inline="no-display-inline">Section 301(a) of the Diplomatic Security Act (<external-xref legal-doc="usc" parsable-cite="usc/22/4831">22 U.S.C. 4831(a)</external-xref>) is amended—</text> 
<paragraph id="HC5611AE5EABD4EBBB34435BA93FBD86E"><enum>(1)</enum><text>in paragraph (1), by striking <quote>paragraph (2)</quote> and inserting <quote>paragraphs (2) and (3)</quote>; and</text></paragraph> 
<paragraph id="HDF4EADCD300845E5A0EA00241D5BB4D4"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text>

<paragraph id="HCCF4F24D70EC40C48093CACBAD98E61"><enum>(3)</enum><header>Facilities in Afghanistan and Iraq</header> 
<subparagraph id="H0E22A78F7A6C4582BAAB2D4E9C39DF84"><enum>(A)</enum><header>Limited exemptions from requirement to convene board</header><text>The Secretary of State is not required to convene a Board in the case of an incident that—</text> 
<clause id="H0EF0361865234110926D715E5265AF43"><enum>(i)</enum><text>involves serious injury, loss of life, or significant destruction of property at, or related to, a United States Government mission in Afghanistan or Iraq; and</text></clause> 
<clause id="HADA363CE63FB4E48AC17C1EF44DB9F20"><enum>(ii)</enum><text>occurs during the period beginning on October 1, 2005, and ending on September 30, 2009.</text></clause></subparagraph> 
<subparagraph id="HAB14E5D1F5EA4877AE0007820281A390"><enum>(B)</enum><header>Reporting requirements</header><text>In the case of an incident described in subparagraph (A), the Secretary shall—</text> 
<clause id="H49FC13FF01AC4B2A8F78AD00053C7E40"><enum>(i)</enum><text>promptly notify the Committee on International Relations of the House of Representatives and the Committee on Foreign Relations of the Senate of the incident;</text></clause> 
<clause id="HDBC49FEDC0F34B60A32E74AB6CB900D2"><enum>(ii)</enum><text>conduct an inquiry of the incident; and</text></clause> 
<clause id="H10181D858E0A4CA58F5DD0E0C0E31AE"><enum>(iii)</enum><text>upon completion of the inquiry required by clause (ii), submit to each such Committee a report on the findings and recommendations related to such inquiry and the actions taken with respect to such recommendations.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H13EC95E64C004F7D9F050071D577B06"><enum>4.</enum><header>Increased limits applicable to post differentials and danger pay allowances</header> 
<subsection id="H87BE946985A1480EBB1058741567DE78"><enum>(a)</enum><header>Repeal of Limited-Scope Effective Date for Previous Increase</header><text>Subsection (c) of section 591 of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004 (division D of <external-xref legal-doc="public-law" parsable-cite="pl/108/199">Public Law 108–199</external-xref>) is repealed.</text></subsection> 
<subsection id="H2DB989FA479A4DE896BA00A781CCFEF2"><enum>(b)</enum><header>Post Differentials</header><text><external-xref legal-doc="usc" parsable-cite="usc/5/5925">Section 5925(a)</external-xref> of title 5, United States Code, is amended in the third sentence by striking <quote>25 percent of the rate of basic pay or, in the case of an employee of the United States Agency for International Development,</quote>.</text></subsection> 
<subsection id="HABB3F4F357344AB2B7002FD1F8CE44E5"><enum>(c)</enum><header>Danger Pay Allowances</header><text><external-xref legal-doc="usc" parsable-cite="usc/5/5928">Section 5928</external-xref> of title 5, United States Code, is amended by striking <quote>25 percent of the basic pay of the employee or 35 percent of the basic pay of the employee in the case of an employee of the United States Agency for International Development</quote> both places that it appears and inserting <quote>35 percent of the basic pay of the employee</quote>.</text></subsection> 
<subsection id="HB07C39739446467C84CF0126B32837B8"><enum>(d)</enum><header>Criteria</header><text>The Secretary of State shall inform the Committee on International Relations of the House of Representatives and the Committee on Foreign Relations of the Senate of the criteria to be used in determinations of appropriate adjustments in post differentials under <external-xref legal-doc="usc" parsable-cite="usc/5/5925">section 5925(a)</external-xref> of title 5, United States Code, as amended by subsection (b), and danger pay allowances under <external-xref legal-doc="usc" parsable-cite="usc/5/5928">section 5928</external-xref> of title 5, United States Code, as amended by subsection (c).</text></subsection> 
<subsection id="H075496C8390F4DE38BD7516F8831142E"><enum>(e)</enum><header>Study and Report</header><text>Not later than two years after the date of the enactment of this Act, the Secretary of State shall conduct a study assessing the effect of the increases in post differentials and danger pay allowances made by the amendments in subsections (b) and (c), respectively, in filling <quote>hard-to-fill</quote> positions and shall submit a report of such study to the Committees specified in subsection (d).</text></subsection></section> 
<section id="H451133A9D7BF4E1E9D7000D0F9FD3B9D" display-inline="no-display-inline" section-type="subsequent-section"><enum>5.</enum><header>Clarification of Foreign Service Grievance Board procedures</header><text display-inline="no-display-inline">Section 1106(8) of the <act-name parsable-cite="FSA80">Foreign Service Act of 1980</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/22/4136">22 U.S.C. 4136(8)</external-xref>) is amended in the first sentence—</text> 
<paragraph id="H42BF84B3D5B94AF7A75D79A40099C92E"><enum>(1)</enum><text>by inserting <quote>the involuntary separation of the grievant (other than an involuntary separation for cause under section 610(a)),</quote> after <quote>considering</quote>; and</text></paragraph> 
<paragraph id="H0C24B63EF1B8456B82BDD2F3FC0098F3"><enum>(2)</enum><text>by striking <quote>the grievant or</quote> and inserting <quote>the grievant, or</quote>.</text></paragraph></section> 
<section id="H741967AED1574E8CB0A227009E001BD7" display-inline="no-display-inline" section-type="subsequent-section"><enum>6.</enum><header>Personal services contracting program</header> 
<subsection id="H33B0FF2CF337445ABEA0D94795BDC9F3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 504 of the <act-name parsable-cite="FRAA">Foreign Relations Authorization Act</act-name>, Fiscal Year 2003 (<external-xref legal-doc="public-law" parsable-cite="pl/107/228">Public Law 107–228</external-xref>) is amended—</text> 
<paragraph id="H670FF2E272B34F4BB78D87AE09F6F7D3"><enum>(1)</enum><text>in subsection (a)—</text> 
<subparagraph id="HBEC415F8BB98418296DDCD0000826D72"><enum>(A)</enum><text>by striking <quote>pilot</quote>; and</text></subparagraph> 
<subparagraph id="H2DCB28211DC2449CA8F4F9E04947871"><enum>(B)</enum><text>by striking <quote>broadcasters, producers, and writers</quote> and inserting <quote>broadcasters and other broadcasting specialists</quote>;</text></subparagraph></paragraph> 
<paragraph id="HC160FA29A0B64AC4988B6BEE2E2544CA"><enum>(2)</enum><text>in subsection (b)(4), by striking <quote>60</quote> and inserting <quote>100</quote>; and</text></paragraph> 
<paragraph id="H191214DDA9464254A7617B8CBB56C53E"><enum>(3)</enum><text>by striking subsection (c).</text></paragraph></subsection> 
<subsection id="HA8B4F5145AEB40AAADD8498E28412461"><enum>(b)</enum><header>Conforming amendments</header><text>Such Act is amended—</text> 
<paragraph id="H4BA5434A1B4F4E238348AC1CF5C0DFD0"><enum>(1)</enum><text>in section 504, by striking <quote><header-in-text level="section" style="OLC">pilot</header-in-text></quote> in the section heading; and</text></paragraph> 
<paragraph id="H2E65DC8580B34208AEA63819EF053DD"><enum>(2)</enum><text>in the table of contents in section 2(b), by amending the item related to section 504 to read as follows:</text>

<section id="H1318CDED750D4DE500F2ED64EFBC83C8"><enum>7.</enum><header>Official residence expenses</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/5/5913">Section 5913</external-xref> of title 5, United States Code, is amended by adding at the end the following new subsection:</text>

<subsection id="H138891F9E2ED43BFADB73CF8437D14DD"><enum>(c)</enum><text display-inline="yes-display-inline">Funds made available under subsection (b) may be provided in advance to persons eligible to receive reimbursements.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HCE63B66AC860429B9F26B0ABD600036E"><enum>8.</enum><header>Commonwealth of the Northern Mariana Islands education benefits</header><text display-inline="no-display-inline">Section 305(a) of the United States International Broadcasting Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/22/6204">22 U.S.C. 6204(a)</external-xref>) is amended by inserting after paragraph (18) the following new paragraph:</text>

<paragraph id="HC0BC9DFEFA824B929719913BD14F5D81"><enum>(19)</enum> 
<subparagraph id="H6CAD831503A440768021619EAC48D99" display-inline="yes-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">To provide for the payment of primary and secondary school expenses for dependents of personnel stationed in the Commonwealth of the Northern Mariana Islands (CNMI) at a cost not to exceed expenses authorized by the Department of Defense for such schooling for dependents of members of the Armed Forces stationed in the Commonwealth, if the Board determines that schools available in the Commonwealth are unable to provide adequately for the education of the dependents of such personnel.</text></subparagraph> 
<subparagraph id="H134B7CD8CFA14C3A96B4332B29AAB7E" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">To provide transportation for dependents of such personnel between their places of residence and those schools for which expenses are provided under subparagraph (A), if the Board determines that such schools are not accessible by public means of transportation.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section>
