<section id="H6BEA0BACCFE14FB9A6E7459651449663" section-type="section-one"><enum>1.</enum><header>Exemption of Internet Commentary From Treatment as Expenditure or Electioneering Communication</header> 
<subsection id="H640E6157181A4F889D76FAA992DE2818"><enum>(a)</enum><header>Treatment as Expenditure</header><text>Section 301(9)(B)(i) of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/2/431">2 U.S.C. 431(9)(B)(i)</external-xref>) is amended by inserting <quote>the Internet or</quote> after <quote>facilities of</quote>.</text></subsection> 
<subsection id="H972CEE19BDC741C6949BE494E874B500"><enum>(b)</enum><header>Treatment as Electioneering Communication</header><text display-inline="yes-display-inline">Section 304(f)(3)(B)(i) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/2/434">2 U.S.C. 434(f)(3)(B)(i)</external-xref>) is amended by inserting <quote>the Internet or</quote> after <quote>facilities of</quote>.</text></subsection></section> 
<section id="H3FC4239C6D6B4716AD9E424820F7D70"><enum>2.</enum><header>Exemption of Value of Organizing Meetings Through Internet From Treatment as Contribution</header><text display-inline="no-display-inline">Section 301(8)(B) of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/2/431">2 U.S.C. 431(8)(B)</external-xref>) is amended—</text> 
<paragraph id="H382C205451F44BCA840058DA9A4F56B"><enum>(1)</enum><text>by striking <quote>or</quote> at the end of clause (xiii);</text></paragraph> 
<paragraph id="HF5BA41D7AA8E40E4A7567E0099B42DD"><enum>(2)</enum><text>by striking the period at the end of clause (xiv) and inserting <quote>; and</quote>; and</text></paragraph> 
<paragraph id="HD90AA4FC7F8D49C4AFAED3678F1B008B"><enum>(3)</enum><text>by adding at the end the following new clause:</text>

<clause id="H497B0CB813FD43BD916FAFA25288F577" indent="up2"><enum>(xv)</enum><text display-inline="yes-display-inline">the value of services provided through the Internet in organizing and coordinating meetings of individuals to discuss a candidate or political committee or to volunteer on behalf of a candidate or political committee, whether the services are provided with or without compensation.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section>
