<section id="HD22D0B9047D0497D808BEAD0C3BAAFFE" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Skies Cargo Inspection Act</short-title></quote>.</text></section> 
<section id="HC891B85B9B6E478F843F08AADD852096"><enum>2.</enum><header>Inspection of cargo carried aboard passenger aircraft</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/44901">Section 44901</external-xref> of title 49, United States Code, is amended—</text> 
<paragraph id="HFD2C2F48D1C24611806FC85CB0C9C1A5"><enum>(1)</enum><text>by redesignating subsections <quote>(g)</quote> and <quote>(h)</quote> as subsections <quote>(h)</quote> and <quote>(i)</quote>, respectively; and</text></paragraph> 
<paragraph id="H3B12DEF069E84C0CA24B0692BFFBC700"><enum>(2)</enum><text>by inserting after subsection (f) the following:</text>

<subsection id="HDB43D0C92B2A4060AAD5AB9028CF1B88"><enum>(g)</enum><header>Air cargo on passenger aircraft</header> 
<paragraph id="HC2C123DCA0494EB5914BAEFE5C9E7BF1"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Homeland Security shall establish a system to inspect all cargo transported on passenger aircraft to ensure the security of all passenger aircraft carrying cargo operated by an air carrier or foreign air carrier in air transportation or intrastate air transportation.</text></paragraph> 
<paragraph id="H9B6860BF88D9497BB3006B6B6B21A550"><enum>(2)</enum><header>Minimum standards</header><text>The system referred to in paragraph (1) shall, at a minimum, require that—</text> 
<subparagraph id="H3818E6B106F74BCC0027AACCA889DA95"><enum>(A)</enum><text>equipment, technology, and personnel meets the same standards established to inspect passenger baggage;</text></subparagraph> 
<subparagraph id="H8C714EE0EFBD40EA974E868CA665DAD6"><enum>(B)</enum><text>one-third of cargo carried on passenger aircraft is inspected before Thanksgiving Day of the first year after the date of enactment of this subsection;</text></subparagraph> 
<subparagraph id="HA47CF2B8521F4EC1B9046CE9B5E1B18"><enum>(C)</enum><text>two-thirds of cargo carried on passenger aircraft is inspected before Thanksgiving Day of the second year after the date of enactment of this subsection; and</text></subparagraph> 
<subparagraph id="H515B482793C444E28DF1B0EB0CC1FDF"><enum>(D)</enum><text>all cargo carried on passenger aircraft is inspected before Thanksgiving Day of the third year after the date of enactment of this subsection.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
