<official-title>To convey certain submerged lands to the Commonwealth of the Northern Mariana Islands in order to give that territory the same benefits in its submerged lands as Guam, the Virgin Islands, and American Samoa have in their submerged lands.</official-title>

<section id="H1E7E3C89F5ED4F49B8D4A6E99665B112" section-type="section-one"><enum>1.</enum><header>Conveyance of certain submerged lands to the commonwealth of the northern mariana islands</header><text display-inline="no-display-inline">The first section of <external-xref legal-doc="public-law" parsable-cite="pl/93/435">Public Law 93–435</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/48/1705">48 U.S.C. 1705</external-xref>) is amended—</text> 
<paragraph id="H824EB1E544124F13BA188EC9F0B275CC"><enum>(1)</enum><text>in the second sentence of subsection (b), by inserting <quote>the Commonwealth of the Northern Mariana Islands,</quote> after <quote>Guam,</quote> each place it appears; and</text></paragraph> 
<paragraph id="HDCA4256F5EB64FFE8756F2EE07B5A5A"><enum>(2)</enum><text>by adding at the end the following:</text>

<subsection id="H21554841BBB4417384302B124D900000"><enum>(e)</enum> 
<paragraph id="H83672F4FED8340DE85FC7F6864001D92" display-inline="yes-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">Subject to valid existing rights, all right, title, and interest of the United States in lands permanently or periodically covered by tidal waters up to but not above the line of mean high tide and seaward to a line 3 geographical miles distant from the coastline of the territory of the Commonwealth of the Northern Mariana Islands (as modified before, on, or after the date of enactment of this subsection by accretion, erosion, or reliction, or in artificially made, filled in, or reclaimed lands that were formerly permanently or periodically covered by tidal waters) are conveyed to the Government of the Commonwealth of the Northern Mariana Islands to be administered in trust for the benefit of the people of the Commonwealth of the Northern Mariana Islands.</text></paragraph> 
<paragraph id="H9D63D9FFD491411A9F0135DB227322C5" indent="up1"><enum>(2)</enum><text>The conveyance shall be subject to subsections (b), (c), and (d) except that each reference to the <quote>date of enactment of this Act</quote> in those clauses shall (for the purposes of this subsection) be considered to be a reference to the date of enactment of this subsection.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H0970F961CE7F469288DCB35BCAA4DF9"><enum>2.</enum><header>Application of <external-xref legal-doc="public-law" parsable-cite="pl/93/435">Public Law 93–435</external-xref></header><text display-inline="no-display-inline">Public Law 93–435 (<external-xref legal-doc="usc" parsable-cite="usc/48/1705">48 U.S.C. 1705 et seq.</external-xref>) is amended by adding at the end the following new section:</text>

<section id="HA8C84CF0052241FDA145AE7EF7FDD26"><enum>7.</enum><header>Consistent application</header><text display-inline="no-display-inline">This Act is intended to be applied in a consistent manner to Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands, except to the extent that there is a specific and express exception in this Act regarding its application to one or more of these territories.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></section>
