<official-title>To provide for certain cost cutting measures for Amtrak.</official-title>

<section id="H7B49600F9F364C5CBA1E9313BBD98D4D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reforming Amtrak’s Inefficient Lines Act of 2005</short-title></quote>.</text></section> 
<section id="HE5B51F1644854E7A99B23FA0BB2C8309" section-type="subsequent-section"><enum>2.</enum><header>Finding</header><text display-inline="no-display-inline">The Congress finds that—</text> 
<paragraph id="H89F8F61DE76C4951BE4DD3EF7FBA81"><enum>(1)</enum><text display-inline="yes-display-inline">according to data from Amtrak’s Monthly Performance Report for October, 2004, the 5 Amtrak trains that have lost the most money (the Southwest Chief, California Zephyr, Empire Builder, Coast Starlight, and Silver Star) have accounted for losses of $274,500,000 during fiscal year 2004;</text></paragraph> 
<paragraph id="H8FABCEA9DF744967A173906F82BAF75"><enum>(2)</enum><text display-inline="yes-display-inline">during the last 35 years, Congressional funding support for Amtrak has amounted to roughly $29,000,000,000;</text></paragraph> 
<paragraph id="HAF32A3FAB78C48AA84B3455C700AA82"><enum>(3)</enum><text>President Clinton signed into law the Amtrak Reform and Accountability Act of 1997, which required Amtrak to operate without Federal subsidies after December, 2002; and</text></paragraph> 
<paragraph id="HDA495BB6D2C649D2B449BB1D9660385B"><enum>(4)</enum><text>according to the Department of Transportation’s Inspector General, eliminating sleeper cars, dining cars, onboard entertainment, lounge seating, checked bag service, and food and beverage service on Amtrak’s long-distance routes could save between $75,000,000 and $158,000,000 per year in operating costs and avoid an additional $79,000,000 in planned annual capital expenditures, which would result in savings of between $375,000,000 and $790,000,000 in operating expenditures and $395,000,000 in avoidable planned capital expenditures over 5 years.</text></paragraph></section> 
<section id="H0A6F0A128403497200E3E7006EE833DE"><enum>3.</enum><header>Cost cutting measures</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, Amtrak shall—</text> 
<paragraph id="H41324960BD174017891E3EA9BEB5D3A3"><enum>(1)</enum><text display-inline="yes-display-inline">discontinue service on the Southwest Chief, California Zephyr, Empire Builder, Coast Starlight, and Silver Star routes;</text></paragraph> 
<paragraph id="HD0197D6B0EAD4D92A42572D8C4311D4C"><enum>(2)</enum><text>discontinue food and beverage service unless the revenues from such service exceed the cost of providing the service, including labor costs associated with providing the service, as required by <external-xref legal-doc="usc" parsable-cite="usc/49/24305">section 24305(c)(4)</external-xref> of title 49, United States Code; and</text></paragraph> 
<paragraph id="H83F8A912224F401BA14CE3BDADFD176E"><enum>(3)</enum><text display-inline="yes-display-inline">eliminate sleeper cars, dining cars, lounge seating, checked baggage service, and onboard entertainment.</text> </paragraph></section>
