<official-title>To amend <external-xref legal-doc="usc" parsable-cite="usc/49/44706">section 44706</external-xref> of title 49, United States Code, to require operating certificates for airports at which large cargo operations are conducted.</official-title>

<section id="H9726A61ECB6D45EDBA5591C33BD3E023" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Air Cargo Fire and Rescue Enhancement</short-title> Act</quote>.</text></section> 
<section id="H32C73E86FEDA41D7AC9BC095F91D4DC2"><enum>2.</enum><header>Airport operating certificates</header> 
<subsection id="H4A7B3DF9228841DD99E32CD5191D6FF7"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/49/44706">Section 44706(a)(1)</external-xref> of title 49, United States Code, is amended—</text> 
<paragraph id="H4AC2AD84D60C407F824FC31558C5D05B"><enum>(1)</enum><text>by inserting <quote>(A)</quote> before <quote>that serves</quote>;</text></paragraph> 
<paragraph id="H5E85E61F416A4159BFC3E00804F4FB"><enum>(2)</enum><text>by inserting <quote>or</quote> after the semicolon at the end; and</text></paragraph> 
<paragraph id="H8F0A7E06D20E4CD5808FD076D004C53F"><enum>(3)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" id="HABB71ABF7BB24E0A8F2FE1F074D7A96D" display-inline="no-display-inline"> 
<subparagraph id="H1708D574BE1B48B9A6E6EAA08C8613B6" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">that serves an air carrier operating aircraft that provide all cargo air transportation and have a maximum certificated gross take-off weight of 100,000 pounds or greater;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HCEA24C20B9DF49859D19AD9C9C9B9DF1"><enum>(b)</enum><header>Regulations</header><text>The Administrator of the Federal Aviation Administration shall issue a notice proposed rulemaking to implement the amendment made by subsection (a) not later than 180 days after the date of enactment of this Act and shall issue a final rule to implement such amendment not later than 365 days after such date of enactment.</text></subsection> 
<subsection id="H37282D51A3C546FFB926E02C8661EC1E"><enum>(c)</enum><header>Implementations</header> 
<paragraph id="H99FB9DCE5DE64CEAA0EF70039B70F74B"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), the regulation issued under subsection (b) shall take effect on the 180th day following the date of its issuance.</text></paragraph> 
<paragraph id="HDEB7463085A044FC97B277516E278F9F"><enum>(2)</enum><header>Delayed implementation</header><text display-inline="yes-display-inline">An airport operator that is affected by the regulation issued under subsection (b) may request from the Administrator, and the Administrator may grant such operator, up to a 2-year period from the date the regulation is issued to begin implementation of the regulation and the amendment made by subsection (a).</text> </paragraph></subsection></section>
