<section id="HF56B23FBDC884E7FA4108487ACA5F8C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Hurricane Assistance Accountability Commission Act</short-title></quote>. </text></section> 
<section id="H9F148E7AAC4F4E41954FEE9156C6B5C5"><enum>2.</enum><header>Hurricane Oversight Board</header> 
<subsection id="H6C236EB1E4F44E6A85EAADA9510068EF"><enum>(a)</enum><header>Establishment</header><text>There is established a board (to be known as the <quote>Hurricane Oversight Board</quote>) to oversee expenditures of emergency appropriation funds for hurricane.</text></subsection> 
<subsection id="HF9797BD65F854D5EAF03F28FCBCA027D"><enum>(b)</enum><header>Composition</header><text>The Board shall consist of—</text> 
<paragraph id="H4AD75923A62146FFA3B0AAE0C05C5C33"><enum>(1)</enum><text>the Secretary of Transportation;</text></paragraph> 
<paragraph id="HEDC0C9E2758F411390F6FE05FB4D6B15"><enum>(2)</enum><text>the Secretary of the Treasury;</text></paragraph> 
<paragraph id="HA640AC6CB35F4B06BDB0A8B75E50D28B"><enum>(3)</enum><text>the Secretary of Homeland Security;</text></paragraph> 
<paragraph id="H5592C67024A44E22AEDEE66E4339A688"><enum>(4)</enum><text>the Secretary of Health and Human Services;</text></paragraph> 
<paragraph id="HBBA6A25681184369B76834912C2C49F3"><enum>(5)</enum><text>the Secretary of Defense;</text></paragraph> 
<paragraph id="HEB322D5C0CAB4787A78D58F0002D3100"><enum>(6)</enum><text>the Chairman of the Federal Reserve Board; and</text></paragraph> 
<paragraph id="HC3E058B3A79B43BC0057456318C27500"><enum>(7)</enum><text>the Comptroller General.</text></paragraph></subsection> 
<subsection id="H4A2C28EE6D3341D89630C4F783B610F2"><enum>(c)</enum><header>Duties</header> 
<paragraph id="H11120A6BFE70459AAAF45981481BA5D4"><enum>(1)</enum><header>In general</header><text>The Hurricane Oversight Board shall oversee the expenditure of emergency appropriation funds for hurricane assistance relief to ensure that funds are used to assist only individuals in affected areas.</text></paragraph> 
<paragraph id="H8153DC1EE65244F6941BDD004F4939CF"><enum>(2)</enum><header>Disallow a project or expenditure</header><text> A member of the Board may review a project and any proposed or existing expenditure of appropriation funds for hurricane assistance relief under the member’s area of expertise and, with the agreement of a majority of members of the Board, disallow a project or expenditure that such Board member considers ineffective or not cost effective. </text></paragraph></subsection> 
<subsection id="H6CFF726088AC460B8367F8A83B1D9273"><enum>(d)</enum><header>Termination</header><text>The Hurricane Oversight Commission shall terminate 6 months after the date of enactment of this Act.</text> </subsection></section>
