<section section-type="section-one" id="H55B4B7DF8AFD497C905D018E3CD112F" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>TANF Recipients’ Lifeline Act</short-title></quote>.</text></section> 
<section id="H8A8FD3D4C76A43C09500A4D57DF58938"><enum>2.</enum><header>Repeal of 5-year limit on benefits</header> 
<subsection id="H796D994A5B4A48A7A4DC41DB92E855C6"><enum>(a)</enum><header>In General</header><text>Section 408(a) of the <act-name parsable-cite="SSA">Social Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/608">42 U.S.C. 608(a)</external-xref>) is amended by striking paragraph (7).</text></subsection> 
<subsection id="HBC46F2A98B434A93ABA76FB0AC5409C"><enum>(b)</enum><header>Conforming amendment</header><text>Section 409(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/609">42 U.S.C. 609(a)</external-xref>) is amended by striking paragraph (9).</text></subsection></section> 
<section id="HBB7268AFE7EE47098FC800DAE88ECF50"><enum>3.</enum><header>Exception for TANF to 5-year ban on benefits for qualified aliens</header> 
<subsection id="HE2495C345D1F497285EA4CC4EF6E00"><enum>(a)</enum><header>In General</header><text>Section 403(c)(2) of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/8/1613">8 U.S.C. 1613(c)(2)</external-xref>) is amended by adding at the end the following:</text>

<subparagraph id="H2E3A4AAA1DBE4348A5114B42ED8066A9"><enum>(M)</enum><text>Benefits under the Temporary Assistance for Needy Families program described in section 402(b)(3)(A).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H0A84344A1DD44EB1BB3F6131009F3FF6"><enum>(b)</enum><header>Conforming amendments</header><text>Section 402(b)(2) of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/8/1612">8 U.S.C. 1612(b)(2)</external-xref>) is amended—</text> 
<paragraph id="H896AD9DDC43849A88320E3FA4692B4F1"><enum>(1)</enum><text>in subparagraph (A)(ii) by striking <quote>subparagraph (C))</quote> and inserting <quote>subparagraphs (A) and (C))</quote>; and</text></paragraph> 
<paragraph id="H3FE511D1AB5845649C576B90E0553712"><enum>(2)</enum><text>by striking subparagraph (B).</text></paragraph></subsection></section> 
<section id="HEBEA61C4909F4CE68243C91127C73E3E"><enum>4.</enum><header>Requirement to provide translation services for non-English speakers</header> 
<subsection id="H0AAF68D4842043DC954FA9D16E16DCCA"><enum>(a)</enum><header>Requirement</header><text>Section 408(a) of the <act-name parsable-cite="SSA">Social Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/608">42 U.S.C. 608(a)</external-xref>) is amended by adding at the end the following:</text> 
<quoted-block style="OLC" act-name="Social Security Act" id="H62C7AC4C5FB347018828EAFB7382AD86"> 
<paragraph id="HA29FD7C8A70F4317A1D68E7DDA084A8"><enum>(12)</enum><header>Use of bilingual personnel and printed material</header><text>A State to which a grant is made under section 403 shall use appropriate bilingual personnel and printed material in the administration of the State program funded under this part in those portions of the political subdivisions in the State in which a substantial number of recipients of assistance under the State program speak a language other than English.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HEFD5839983144A3482DB837EB731C737"><enum>(b)</enum><header>Penalty</header><text>Section 409(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/609">42 U.S.C. 609(a)</external-xref>) is amended by adding at the end the following:</text>

<paragraph id="H494850D257B64D0D9045DF56ABCEA5EB"><enum>(15)</enum><header>Failure to use bilingual personnel and printed material</header><text>If the Secretary determines that a State to which a grant is made under section 403 for a fiscal year has violated section 408(a)(12) during the fiscal year, the Secretary shall reduce the grant payable to the State under section 403(a)(1) for the immediately succeeding fiscal year by an amount equal to 2 percent of the State family assistance grant.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> 
<section id="HE432C7BC20D64EAE9F23A6CE5648C0D8"><enum>5.</enum><header>Inflation adjustment of block grant</header> 
<subsection id="HB83CA15753AA4729A6A06EDF5DB1EFC"><enum>(a)</enum><header>Extension of block grant</header><text>Section 403(a)(1)(A) of the <act-name parsable-cite="SSA">Social Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/603">42 U.S.C. 603(a)(1)(A)</external-xref>) is amended by striking <quote>1996</quote> and all that follows through <quote>2002</quote> and inserting <quote>2006 through 2011</quote>.</text></subsection> 
<subsection id="H381C331506784C53AC24EF59C37DAFAB"><enum>(b)</enum><header>Inflation adjustment</header><text>Section 403(a)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/603">42 U.S.C. 603(a)(1)</external-xref>) is amended—</text> 
<paragraph id="HA561ED5B62354F0DB509E3CFF00072CF"><enum>(1)</enum><text>by striking subparagraphs (B) and (C) and inserting the following:</text> 
<quoted-block style="OLC" id="H7E2B1A8A2AF04AF9BA005B48CB9400BE" display-inline="no-display-inline"> 
<subparagraph id="HB277C503C92349FE876479D25B5EAF86"><enum>(B)</enum><header>State family assistance grant</header><text>The State family assistance grant payable to a State for a fiscal year specified in subparagraph (A) shall be—</text> 
<clause id="HFE9FA16A3AE24D5D82C18BAC78CA1CE9"><enum>(i)</enum><text>the amount that bears the same ratio to the amount specified in subparagraph (C) of this paragraph (as in effect before the date of the enactment of this subparagraph) as the amount required to be paid to the State under this paragraph for fiscal year 2002 (determined without regard to any reduction pursuant to section 409 or 412(a)(1)) bears to the total amount required to be paid under this paragraph for fiscal year 2002 (as so determined); multiplied by</text></clause> 
<clause id="HB0CBCB71911F4A2199EFA4700185B451"><enum>(ii)</enum><text display-inline="yes-display-inline">if the fiscal year specified in subparagraph (A) is fiscal year 2007 or a succeeding fiscal year, 1.00 plus the inflation percentage (as defined in subparagraph (D) of this paragraph) in effect for the fiscal year specified in subparagraph (A).</text></clause></subparagraph> 
<subparagraph id="H0BF2802F03664EE7AFFD27FEBEC6EDE"><enum>(C)</enum><header>Appropriation</header><text>Out of any money in the Treasury of the United States not otherwise appropriated, there are apropriated for each fiscal year specified in subparagraph (A) such sums as may be necessary for grants under this paragraph for the fiscal year.</text></subparagraph> 
<subparagraph id="H753129859B874314AD00CAE5CFD84DA7"><enum>(D)</enum><header>Inflation percentage</header><text>For purposes of subparagraph (B) of this paragraph, the inflation percentage applicable to a fiscal year is the percentage (if any) by which—</text> 
<clause id="H085AC06073E244D992EC689EAED7AC39"><enum>(i)</enum><text>the average of the Consumer Price Index (as defined in <external-xref legal-doc="usc" parsable-cite="usc/26/1">section 1(f)(5)</external-xref> of the Internal Revenue Code of 1986) for the 12-month period ending on September 30 of the immediately preceding fiscal year; exceeds</text></clause> 
<clause id="HBDABF5FE9DC64E4E898BC8BFCA9100EF"><enum>(ii)</enum><text>the average of the Consumer Price Index (as so defined) for the 12-month period ending on September 30, 2005.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph> </subsection></section> 
<section id="H2A5FF77C914F4433A9EDCA5ECF118C88"><enum>6.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall take effect on October 1, 2005.</text></section>
