<official-title>To amend title 38, United States Code, to eliminate the deductible and change the method of determining the mileage reimbursement rate for the beneficiary travel program administered by the Secretary of Veterans Affairs.</official-title>

<section id="HAD9809219DAD4606B76F87B8D6C1844" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Access to Health Care Act</short-title></quote>. </text></section> 
<section id="H97F9D595B901483BAA10B940A3BE00B6"><enum>2.</enum><header>Veterans beneficiary travel</header> 
<subsection id="HF163020C13FA4595AD9331214825C7F8"><enum>(a)</enum><header>Elimination of deductible</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/111">Section 111(c)</external-xref> of title 38, United States Code, is repealed.</text></subsection> 
<subsection id="H4CDFCD344EA54C94A2F7B0078138978"><enum>(b)</enum><header>Determination of mileage reimbursement rate</header><text>Section 111(g) of such title is amended—</text> 
<paragraph id="H70EA1030E0744823B2007FC9A019BB32"><enum>(1)</enum><text>in paragraph (1), to read as follows:</text>

<paragraph id="HFC567D53B5EC4E5D967078E154CFF9C1" indent="up1"><enum>(1)</enum> 
<subparagraph id="H0956B4436E844D9281AEF22EDC063121" display-inline="yes-display-inline"><enum>(A)</enum><text>In determining the amount of allowance or reimbursement to be paid under this section, the Secretary shall use the House of Representatives mileage reimbursement rate.</text></subparagraph> 
<subparagraph id="HC3CF9C1E58624A2094CD009536005221" indent="up1"><enum>(B)</enum><text>For purposes of this section, the term <quote>House of Representatives mileage reimbursement rate</quote> means the maximum mileage reimbursement rate for Members of the House of Representatives established by the Committee on House Administration of the House of Representatives pursuant to House Resolution 457, Ninety-second Congress, agreed to July 21, 1971, as enacted into permanent law by chapter IV of the Supplemental Appropriations Act, 1972 (<external-xref legal-doc="usc" parsable-cite="usc/2/57">2 U.S.C. 57</external-xref>).</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HAB12869196514988813D2CD4D20FD0"><enum>(2)</enum><text>by striking paragraphs (3) and (4).</text></paragraph></subsection> 
<subsection id="HBD3402E79C4144DFB6CC489B9B8C4EDD" commented="no"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this Act shall apply with respect to travel expenses incurred after the expiration of the 60-day period that begins on the date of the enactment of this Act.</text></subsection></section>
