<section id="H2A583CC1AFF54DAD92F9B8005F1200C0" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Rathbun Lake, Iowa</header> 
<subsection id="H60E21962FC104EA9A4C0C56210E2D538"><enum>(a)</enum><header>Conveyance</header><text>The Secretary of the Army shall convey the remaining water supply storage allocation in Rathbun Lake, Iowa, to the Rathbun Regional Water Association (in this section referred to as the <quote>Water Association</quote>).</text></subsection> 
<subsection id="HA8ADF70974E54814983F0448E500BADF"><enum>(b)</enum><header>Construction of visitors center complex</header><text>Notwithstanding the Water Supply Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/43/390b">43 U.S.C. 390b</external-xref>), the Water Association shall pay for the water supply storage allocation to be conveyed under subsection (a) by constructing a regional lighthouse visitors center complex on Federal lands at Rathbun Lake.</text></subsection> 
<subsection id="H9BE294D11C7748DEAE008B3F1F8D7610"><enum>(c)</enum><header>Terms and conditions</header><text>Before conveying the water supply storage allocation under subsection (a), the Secretary shall enter into an agreement with the Water Association under which the Water Association shall agree to—</text> 
<paragraph id="HB8EE2F01FE1248E8A6F2D826A2C7D241"><enum>(1)</enum><text>in accordance with designs approved by the Chief of Engineers, construct a visitors center complex that has a value equal to or greater than the amount that otherwise would be paid to the Federal Government for the costs of the water supply storage under the Water Supply Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/43/390b">43 U.S.C. 390b</external-xref>);</text></paragraph> 
<paragraph id="H2ED8AED63BB24798BF63B216EDE2300"><enum>(2)</enum><text>be responsible for operating and maintaining the visitors center complex;</text></paragraph> 
<paragraph id="HE9B70A8C0C454CBFBCD4302B85DFE355"><enum>(3)</enum><text>pay all operation and maintenance costs allocated to the water supply storage space;</text></paragraph> 
<paragraph id="HF03CD32D02B14794ADA057871609CEF1"><enum>(4)</enum><text>use any revenues generated at the visitors center complex that are above those required to operate and maintain or improve the complex to undertake, subject to the approval of the Chief of Engineers, activities that will improve the quality of the environment in the Rathbun Lake watershed area; and</text></paragraph> 
<paragraph id="H1815AB9AC658412C9CD25598A051D273"><enum>(5)</enum><text>such other terms and conditions as the Secretary considers necessary to protect the interests of the United States.</text></paragraph></subsection></section>
