<official-title>To amend title V of the Housing Act of 1949 to provide rural housing assistance to families affected by Hurricane Katrina.</official-title>

<section id="HF409006CC52247FF88DBEFE9CE728DF" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Housing Hurricane Relief Act of 2005</short-title></quote>.</text></section> 
<section id="H721A7B37D19043A191761FDE212065DF"><enum>2.</enum><header>Disaster authority</header><text display-inline="no-display-inline">Section 541 of the Housing Act of 1949 (<external-xref legal-doc="usc" parsable-cite="usc/42/1490q">42 U.S.C. 1490q</external-xref>) is amended to read as follows:</text> 
<quoted-block style="OLC" id="H96C25F2F92E741BC8500445804E708B6" display-inline="no-display-inline"> 
<section id="H181902456D584C68B4DEBE5DE438A7DD"><enum>541.</enum><header>Disaster assistance</header> 
<subsection id="H1A9FBBCD41574347AB3C1C2100E056F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this title, in the event of a disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, the Secretary may, during the period described in subsection (c), exercise any authority described in subsection (b) with respect to the counties designated as disaster areas and the counties contiguous to such counties and for any individuals who resided in such counties at the time of the disaster.</text></subsection> 
<subsection id="HA460569A1C2D44539048D371E039FD44"><enum>(b)</enum><header>Special authorities</header><text display-inline="yes-display-inline">The authorities described in this subsection are as follows:</text> 
<paragraph id="H11594098EEC44862883C4B6C6B1E021D"><enum>(1)</enum><header>Conversion of rental assistance</header><text>The Secretary may convert rental assistance under section 521 allocated for a property that is not inhabitable because of the disaster into—</text> 
<subparagraph id="H87F04ABCB6334DD88617AF338871A302"><enum>(A)</enum><text>housing voucher assistance authorized under section 8(o) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(o)</external-xref>); or</text></subparagraph> 
<subparagraph id="H5F2AE970C2F44E43AB24E9336FBE237E"><enum>(B)</enum><text>rural housing vouchers authorized under this title.</text></subparagraph></paragraph> 
<paragraph id="H476CEED0EC19415F9CFA245FCA330007"><enum>(2)</enum><header>Reprogramming</header><text>The Secretary may reprogram funds appropriated to carry out any activities authorized under this title to conduct any other activity authorized under this title.</text></paragraph> 
<paragraph id="HFCBAF3C53464498381BC7B7CAD9440A2"><enum>(3)</enum><header>Waiver of rural area requirements</header><text>The Secretary may waive the application of the provisions of section 520 with respect to assistance provided under this section, as the Secretary considers appropriate.</text></paragraph></subsection> 
<subsection id="H0E5A640B6B8B4B909B5741792519C664"><enum>(c)</enum><header>Duration of authority</header><text display-inline="yes-display-inline">The period described in this subsection is, for a major disaster, the 6-month period that begins on the date that the disaster is declared by the President.</text></subsection> 
<subsection id="HB040BAA72EBD476FA432D31BF55936B"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">In addition to funds otherwise available to carry out this section, there are authorized to be appropriated such sums as may be necessary to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HD2D4C6FECF86450E8D53000943CF6BC8"><enum>3.</enum><header>Rural housing voucher authority</header><text display-inline="no-display-inline">Section 542 of the Housing Act of 1949 (<external-xref legal-doc="usc" parsable-cite="usc/42/1490r">42 U.S.C. 1490r</external-xref>) is amended—</text> 
<paragraph id="HE60A4DA5B5CE41A8A07D02FB8572475"><enum>(1)</enum><text>by striking <quote>(a) <header-in-text level="subsection" style="OLC">In general</header-in-text>.—</quote>;</text></paragraph> 
<paragraph id="H11E07454210D4E0EACD1B5187CC7E350"><enum>(2)</enum><text>in the first sentence, by striking <quote>very</quote>; and</text></paragraph> 
<paragraph id="HFB379FDB6C334F28B58822E99329BFBF"><enum>(3)</enum><text>by striking subsection (b).</text></paragraph></section> 
<section id="H6638D8413A9941CA8C9042EFBE5C888D"><enum>4.</enum><header>Guaranteed loans for single family housing</header><text display-inline="no-display-inline">Section 502(h) of the Housing Act of 1949 (<external-xref legal-doc="usc" parsable-cite="usc/42/1472">42 U.S.C. 1472(h)</external-xref>) is amended—</text> 
<paragraph id="H4324DBDC78994F419E70AED032C904F4"><enum>(1)</enum><text>in paragraph (4), by striking <quote>or construct</quote> and inserting <quote>, construct, repair, or rehabilitate</quote>; and</text></paragraph> 
<paragraph id="HE4C2795F2A464E72ABD95BD7CF808500"><enum>(2)</enum><text>in paragraph (14)(A), by striking <quote>made under this section or guaranteed under this subsection</quote> and inserting <quote>used to acquire or construct a single-family residence that meets the requirements of subparagraphs (A), (B), and (C) of paragraph (4)</quote>. </text></paragraph></section>
