<section id="H3309DC98E4294B7B9C13AFFCE4C1655" section-type="section-one"><enum>1.</enum><header>Designation</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Secretary of Energy and the Secretary of Defense shall jointly designate 3 military installations closed pursuant to a base closure law (as defined in <external-xref legal-doc="usc" parsable-cite="usc/10/101">section 101(a)(17)</external-xref> of title 10, United States Code) as suitable for construction of an oil refinery.</text></section> 
<section id="H8B33A03C78AB47D1B980B57D982B2B81"><enum>2.</enum><header>Availability</header><text display-inline="no-display-inline">Until the expiration of 2 years after the date of enactment of this Act, the Federal Government shall not sell or otherwise dispose of a site identified under section 1 except for purposes of construction of an oil refinery.</text> </section>
