<official-title>To amend <external-xref legal-doc="public-law" parsable-cite="pl/109/59">Public Law 109–59</external-xref> to allow the States of Louisiana, Mississippi, and Alabama to designate the projects for which certain highway and transit funds allocated to such States may be obligated.</official-title>
