<legis-type>AN ACT</legis-type> 
<official-title display="yes">To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to ensure that State and local emergency preparedness operational plans address the needs of individuals with household pets and service animals following a major disaster or emergency.</official-title>

<section id="H256975CCD0884B95A4AA795090242861" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pets Evacuation and Transportation Standards Act of 2006</short-title></quote>.</text></section> 
<section id="H2A6659F27B9A4536AFA3017E507097B"><enum>2.</enum><header>Standards for state and local emergency preparedness operational plans</header><text display-inline="no-display-inline">Section 613 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5196b">42 U.S.C. 5196b</external-xref>) is amended—</text> 
<paragraph id="HCA2167C7E7D74D80BC7B5514C2907D5F"><enum>(1)</enum><text>by redesignating subsection (g) as subsection (h); and</text></paragraph> 
<paragraph id="H08ED56F31A8B4EFFB6D2D18DB8C0BAE"><enum>(2)</enum><text>by inserting after subsection (f) the following:</text>

<subsection id="H6AE0C3CEB34B4E9B87A9E500BAFAA1"><enum>(g)</enum><header>Standards for State and Local Emergency Preparedness Operational Plans</header><text>In approving standards for State and local emergency preparedness operational plans pursuant to subsection (b)(3), the Director shall ensure that such plans take into account the needs of individuals with household pets and service animals prior to, during, and following a major disaster or emergency.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H77C1DA4AFDB64FD980CF5D45C200B0C4"><enum>3.</enum><header>Emergency preparedness measures of the director</header><text display-inline="no-display-inline">Section 611 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5196">42 U.S.C. 5196</external-xref>) is amended—</text> 
<paragraph id="H7E13FB1213EB49B0A0E4EEC70200AB96"><enum>(1)</enum><text>in subsection (e)—</text> 
<subparagraph id="HE075F97C6DAD44AD8D2B14759F33C052"><enum>(A)</enum><text>in paragraph (2), by striking <quote>and</quote> at the end;</text></subparagraph> 
<subparagraph id="H662DFBFD46274430AEF100410086271E"><enum>(B)</enum><text>in paragraph (3), by striking the period and inserting <quote>; and</quote>; and</text></subparagraph> 
<subparagraph id="HEE6D9AC988724142A297BBC452E2EFCF"><enum>(C)</enum><text>by adding at the end the following:</text>

<paragraph id="HDC747D671114482E84B77523783B3E2E"><enum>(4)</enum><text>plans that take into account the needs of individuals with pets and service animals prior to, during, and following a major disaster or emergency.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H770D800816F0400488647012CF215E74"><enum>(2)</enum><text>in subsection (j)—</text> 
<subparagraph id="HF744B1A6E59D4F43B5F202BD21F14B17"><enum>(A)</enum><text>by redesignating paragraphs (2) through (8) as paragraphs (3) through (9), respectively; and</text></subparagraph> 
<subparagraph id="HC3A12364251143A785FC8B89FFF547C"><enum>(B)</enum><text>by inserting after paragraph (1) the following:</text>

<paragraph id="H4F69CFAA3B3745BA9CE4BEB77FC00085"><enum>(2)</enum><text>The Director may make financial contributions, on the basis of programs or projects approved by the Director, to the States and local authorities for animal emergency preparedness purposes, including the procurement, construction, leasing, or renovating of emergency shelter facilities and materials that will accommodate people with pets and service animals.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section> 
<section id="HEC62215CC2C84E979279CEC1C56FB2CC"><enum>4.</enum><header>Providing essential assistance to individuals with household pets and service animals following a disaster</header><text display-inline="no-display-inline">Section 403(a)(3) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5170b">42 U.S.C. 5170b(a)(3)</external-xref>) is amended—</text> 
<paragraph id="HAB14F458399A4B35831400E598BCB39"><enum>(1)</enum><text>in subparagraph (H), by striking <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="HACA4C708DC074059945E8B3530A2ED87"><enum>(2)</enum><text>in subparagraph (I), by striking the period and inserting <quote>; and</quote>; and</text></paragraph> 
<paragraph id="H74A420D1A64245C9A0E0E17907E2F1F6"><enum>(3)</enum><text>by adding at the end the following:</text>

<subparagraph id="HE9AD500BA6E046A6B6B5B114BABB7166"><enum>(J)</enum><text>provision of rescue, care, shelter, and essential needs—</text> 
<clause id="HEF602CCE968B456497006506DEBE4D47"><enum>(i)</enum><text>to individuals with household pets and service animals; and</text></clause> 
<clause id="HFAEAB4E3F1134BF998EFDC759650715D"><enum>(ii)</enum><text>to such pets and animals.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
