<enum>I</enum><header>NATIONAL OCEAN EXPLORATION PROGRAM</header> <section id="H77899FA95B9347708F1BF694BECBFA8F" section-type="subsequent-section"><enum>101.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote>National Ocean Exploration Program Act</quote>.</text></section> <section id="H62F3447E9DCF469E96B88953664E28F2"><enum>102.</enum><header>Establishment</header><text display-inline="no-display-inline">The Secretary of Commerce, through the Administrator of the National Oceanic and Atmospheric Administration, shall, in consultation with the National Science Foundation and other appropriate Federal agencies, establish a coordinated national ocean exploration program within the National Oceanic and Atmospheric Administration that promotes collaboration with existing programs of the Administration, including those authorized in title II.</text></section> <section id="HEEEDE37EC0A04A0F9FB14E3F695CABB8"><enum>103.</enum><header>Authorities</header><text display-inline="no-display-inline">In carrying out the program established under section 102, the Administrator of the National Oceanic and Atmospheric Administration shall—</text> <paragraph id="HE09DE58D26A5459294648E91BCB31E9D"><enum>(1)</enum><text>conduct interdisciplinary exploration voyages or other scientific activities in conjunction with other Federal agencies or academic or educational institutions, to survey little known areas of the marine environment, inventory, observe, and assess living and nonliving marine resources, and report such findings;</text></paragraph> <paragraph id="HEAAB216F9C5F41D99B456C292D86EDE6"><enum>(2)</enum><text>give priority attention to deep ocean regions, with a focus on surveying deep water marine systems that hold potential for important scientific discoveries, such as hydrothermal vent communities and seamounts;</text></paragraph> <paragraph id="H63E5F471C93C4229965B0020B08BB72"><enum>(3)</enum><text>conduct scientific voyages to locate, define, and document historic shipwrecks, submerged sites, and other ocean exploration activities that combine archaeology and oceanographic sciences;</text></paragraph> <paragraph id="HFEF6E9495A1E47F6B6B4449FAC9419AD"><enum>(4)</enum><text>develop, in consultation with the National Science Foundation, a transparent process for reviewing and approving proposals for activities to be conducted under this program;</text></paragraph> <paragraph id="H8A8533DED6E949649959F0CC7DCD84EF"><enum>(5)</enum><text>enhance the technical capability of the United States marine science community by promoting the development of improved oceanographic research, communication, navigation, and data collection systems, as well as underwater platforms and sensors;</text></paragraph> <paragraph id="H24FC7B585C174EB9A972455C99DE30AA"><enum>(6)</enum><text>accept donations of property, data, and equipment to be applied for the purpose of exploring the oceans or increasing knowledge of the oceans; and</text></paragraph> <paragraph id="H27D1492AD154471B86C29137A54B06CA"><enum>(7)</enum><text>establish an ocean exploration forum to encourage partnerships and promote communication among experts and other stakeholders in order to enhance the scientific and technical expertise and relevance of the national program.</text></paragraph> </section> <section id="HAB8F1B3FA63E4C6AB36E903060EDB4B5"><enum>104.</enum><header>Ocean exploration technology and infrastructure task force</header><text display-inline="no-display-inline">The National Oceanic and Atmospheric Administration, in coordination with the National Aeronautics and Space Administration, the United States Geological Survey, Office of Naval Research, and relevant governmental, non-governmental, academic, and other experts, shall convene an ocean exploration technology and infrastructure task force to develop and implement a strategy—</text> <paragraph id="H8A11268D4DD14D83B679C16970B81CDE"><enum>(1)</enum><text>to facilitate transfer of new exploration technology to the program established under section 102;</text></paragraph> <paragraph id="H0ABEA8B51231407500BA4E305C75B0D"><enum>(2)</enum><text>to improve availability of communications infrastructure, including satellite capabilities, to the program;</text></paragraph> <paragraph id="H8E64D3DB51064105984EC7D5A400CC75"><enum>(3)</enum><text>to develop an integrated, workable, and comprehensive data management information processing system that will make information on unique and significant features obtained by the program available for research and management purposes;</text></paragraph> <paragraph id="H5BF71483D93640FEAB78FADA10297688"><enum>(4)</enum><text>to conduct public outreach activities that improve the public understanding of ocean science, resources, and processes, in conjunction with relevant programs of the National Oceanic and Atmospheric Administration, the National Science Foundation, and other agencies; and</text></paragraph> <paragraph id="H53D60A736BBF4A929FA1DA85F22DC4F"><enum>(5)</enum><text>to encourage cost-sharing partnerships with governmental and non-governmental entities that will assist in transferring exploration technology and technical expertise to the program.</text></paragraph></section> <section id="H28F00DB9FB744AF087F798BC34DCDD5D"><enum>105.</enum><header>Interagency financing</header><text display-inline="no-display-inline">The National Oceanic and Atmospheric Administration, the National Science Foundation, and other Federal agencies involved in the program established under section 102, are authorized to participate in interagency financing and share, transfer, receive, and spend funds appropriated to any Federal participant in the program for the purposes of carrying out any administrative or programmatic project or activity under the program. The program shall be part of National Oceanic and Atmospheric Administration’s undersea research, education, and technology development efforts, and shall make available the infrastructure and expertise to service the undersea science needs of the academic community.</text></section> <section id="H795E65F1BF3D4D208603EC632B054D12"><enum>204.</enum><header>Program</header><text display-inline="no-display-inline">The program established under section 202 shall be conducted through a national headquarters, a network of regional undersea research centers, and a national technology institute. Overall direction of the program will be provided by the program director with advice from a Council of Center Directors comprised of the directors of the regional centers and the national technology institute.</text></section> <section id="H0599FAD54B2240A4895C9FCEA3999DDB"><enum>205.</enum><header>Regional centers and technology institute</header> <subsection id="H65F5B592651049118FCD80967FA0C6F"><enum></enum><text>The following research, exploration, education, and technology programs shall be conducted through the network of regional centers and the national technology institute:</text> <paragraph id="H202BB7AC66E044FF9100218761B4DCAB"><enum>(1)</enum><text>Core research and exploration based on national and regional undersea research priorities.</text></paragraph> <paragraph id="HDB35E56B4CFC470E828FBC124C8700E3"><enum>(2)</enum><text>Advanced undersea technology development to support the National Oceanic and Atmospheric Administration’s research mission and programs, including advanced undersea technology associated with seafloor observatories such as LEO-15 and the Aquarius habitat, remotely operated vehicles, autonomous underwater vehicles, and new sampling and sensing technologies.</text></paragraph> <paragraph id="HACF59D1BB7AE46B995746FC4F4003F12"><enum>(3)</enum><text>Undersea science-based education and outreach programs to enrich ocean science education and public awareness of the oceans and Great Lakes.</text></paragraph> <paragraph id="H7FC9A372DDB74BF2B58085C6437FAC86"><enum>(4)</enum><text>Discovery, study, and development of natural products from ocean and aquatic systems.</text></paragraph></subsection></section> <section id="H1B080C735DCF403C8669EAD34D472B24"><enum>206.</enum><header>Competitiveness</header><text display-inline="no-display-inline">Except for a small discretionary fund for rapid response activities, for which no more than 10 percent of the program budget shall be set aside, and for National Oceanic and Atmospheric Administration-related service projects, the external projects supported by the regional centers shall be managed using an open and competitive process to evaluate scientific merit, relevance to the National Oceanic and Atmospheric Administration, regional and national research goals, and technical feasibility.</text></section> <section id="H7C3EE4787FF04DFFABCE36F651EF0369"><enum>207.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to the National Oceanic and Atmospheric Administration—</text> <paragraph id="H55BC9787EEA54CDA8C2E2EA35519A141"><enum>(1)</enum><text>for fiscal year 2006—</text> <subparagraph id="H4A45E5BBDE16437788E056DD654D1765"><enum>(A)</enum><text>$12,500,000 for the regional centers, of which 50 percent shall be for West Coast Regional Centers and 50 percent shall be for East Coast Regional Centers;
