<official-title>To terminate the effect of laws prohibiting the spending of appropriated funds to conduct oil and natural gas leasing and preleasing activities for any area of the Outer Continental Shelf, and for other purposes.</official-title>

<section id="H3C49703235A0453994448D12879F5350" section-type="section-one"><enum>1.</enum><header>Termination of laws prohibiting the spending of appropriated funds for OCS leasing activities</header><text display-inline="no-display-inline">All provisions of existing Federal law prohibiting the spending of appropriated funds to conduct oil and natural gas leasing and preleasing activities for any area of the Outer Continental Shelf shall have no force or effect.</text></section> 
<section id="H40489DB0348A4278B8622B8019435900"><enum>2.</enum><header>Revocation of existing presidential withdrawals</header><text display-inline="no-display-inline">All existing withdrawals by the President under the authority of section 12 of the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1341">43 U.S.C. 1341</external-xref>) are hereby revoked and are no longer in effect.</text></section> 
<section id="H6F6ED1BB7EDD49E58D9E75E031AC99E1"><enum>3.</enum><header>Requirement to conduct lease sale for submerged lands of the outer Continental Shelf in the Eastern Gulf of Mexico</header><text display-inline="no-display-inline">The Secretary of the Interior shall, 180 days the date of the enactment of this Act and under section 8 of the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1337">43 U.S.C. 1337</external-xref>), conduct a sale of oil and gas leases on all submerged lands of the outer Continental Shelf in the Eastern Gulf of Mexico that—</text> 
<paragraph id="HF28046F1877847C0B65F5791D600FFB7"><enum>(1)</enum><text display-inline="yes-display-inline">are depicted as <quote>Leased or Deferred-Not Offered</quote> on the Minerals Management Service document entitled <quote>Eastern Gulf of Mexico Lease Sale 181, December 2001 Lease Terms, Economic Conditions, Stipulations, and Deferred Blocks for the FINAL NOTICE OF SALE 181</quote>; and</text></paragraph> 
<paragraph id="H984FE114B2A344E5913607DDD2E13971"><enum>(2)</enum><text>are not subject to a lease under that section.</text></paragraph></section>
