<section id="H1B472E4BA9D14651A7008EEF67CE3B9" section-type="section-one"><enum>1. </enum><header>Special Inspectors General Council for Hurricane Katrina</header> 
<subsection id="HECE37F385FCC4AC7A4A697F7BE2EC36F"><enum>(a)</enum><header>Establishment</header><text>There is established in the executive branch a Special Inspectors General Council for Hurricane Katrina (in this section referred to as the <quote>Council</quote>).</text></subsection> 
<subsection id="HD9B0CE8FA2114A4AB834052C5E8B13E4"><enum>(b)</enum><header>Membership</header><text>The members of the Council shall be as follows:</text> 
<paragraph id="H6D8AC29CF9EF4D8FAD2DED408B15D829"><enum>(1)</enum><text>The Inspector General of the Department of Homeland Security, who shall act as Chairman of the Council.</text></paragraph> 
<paragraph id="HD2D1723C17C941058EE986A2B61D064"><enum>(2)</enum><text>The Inspector General of each of the following entities:</text> 
<subparagraph id="H3640E043470F408C961F5FBC9B2EE471"><enum>(A)</enum><text display-inline="yes-display-inline">The Department of Defense.</text></subparagraph> 
<subparagraph id="H31097C5C49BC4769963C05681DBC82D9"><enum>(B)</enum><text>The Department of Agriculture.</text></subparagraph> 
<subparagraph id="HD16334647DEA4FA9966787B97B542458"><enum>(C)</enum><text display-inline="yes-display-inline">The Department of Health and Human Services. </text></subparagraph> 
<subparagraph id="H38A53A045B554EFDAE02FA26D5BBBED8"><enum>(D)</enum><text display-inline="yes-display-inline">The Department of Housing and Urban Development.</text></subparagraph> 
<subparagraph id="HFDA76C7EE4A848EA00A2BABDB4DB76DA"><enum>(E)</enum><text>The Department of Transportation.</text></subparagraph> 
<subparagraph id="H28E69F3FA8174CE3A2CFD670AD00C0E1"><enum>(F)</enum><text>The Small Business Administration.</text></subparagraph> 
<subparagraph id="HAF6F3C6FBB73480CAD378FDC04C50038"><enum>(G)</enum><text>The General Services Administration.</text></subparagraph> 
<subparagraph id="H6C18BC059C334AD7B14B126FEA9D45C5"><enum>(H)</enum><text>The Environmental Protection Agency.</text></subparagraph></paragraph> 
<paragraph id="H4E42C9115C1841E99E644936E9AD8189"><enum>(3)</enum><text>Such other members as the Chairman of the Council may appoint as determined necessary.</text></paragraph></subsection> 
<subsection id="HE7EFB0C68B88492EB04082FB9BA5D52D"><enum>(c)</enum><header>Functions</header> 
<paragraph id="H3A5217BB4BD34EE2B22C44293115CE42"><enum>(1)</enum><header>In general</header><text>The Council is designated as the principal interagency forum for ensuring appropriate and effective oversight of and accountability for the expenditure of funds relating to recovery from Hurricane Katrina.</text></paragraph> 
<paragraph id="H1459508825124F67B25EE23B3F17983E"><enum>(2)</enum><header>Specific responsibilities</header><text>The Council shall perform functions that include the following:</text> 
<subparagraph id="HECFFB5E48D614764834628001FB9BC3D"><enum>(A)</enum><text>Facilitate the immediate opening of Council offices in the Gulf Coast region, with auditor and investigative personnel detailed and deployed immediately as needed.</text></subparagraph> 
<subparagraph id="HF6537FD4FCB244539DF0761521397809"><enum>(B)</enum><text display-inline="yes-display-inline">Establish hotlines and websites to report waste, fraud, and abuse.</text></subparagraph> 
<subparagraph id="H437D44FC9EBB47B19532AAC5A43C59D6"><enum>(C)</enum><text>Provide continuous monitoring and reporting relating to the recovery efforts to the heads of the Federal entities that are members of the Council and to Congress pursuant to the requirements of the Inspector General Act of 1978 (5 U.S.C. App.)</text></subparagraph> 
<subparagraph id="H18DD3AAB88C74CB4897F929D64867FEC"><enum>(D)</enum><text>Ensure that each member of the Council listed in subsection (b)(2) effectively carries out the duties specified in the Inspector General Act of 1978 (5 U.S.C. App.).</text></subparagraph></paragraph></subsection> 
<subsection id="H2F9E9C73B0C64548931F5BF000BEDDD1"><enum>(d)</enum><header>Reports</header><text>The Chairman of the Council shall submit to the President and Congress semiannual reports summarizing the activities of the Council. </text></subsection> 
<subsection id="HF300A3F3A4E94386A1177F9CCEFDE3DB"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated the sum of $35,000,000 to the Inspector General of the Department of Homeland Security for implementing this Act.</text></subsection> 
<subsection id="H17F092AA64234C72B6F3CD529049A433"><enum>(f)</enum><header>Termination</header><text>The Council shall terminate one year after the date on which the Secretary of Homeland Security determines that all Federal funds related to the Hurricane Katrina recovery effort have been expended. </text> </subsection></section>
