<official-title>To provide for the deferment of acquisition of petroleum for the Strategic Petroleum Reserve under certain circumstances.</official-title>

<section id="H99908BE7CE5B416399012E60F0D5002F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Oil Reserve Pricing Reform Act</short-title></quote>.</text></section> 
<section id="H1137DC6DBE62475CAC4FA46F00C4A03D" section-type="subsequent-section" display-inline="no-display-inline"><enum>2.</enum><header>Deferment of petroleum purchase over threshold</header> 
<subsection id="H55D7ABA2D0F545E5A85C7184CD890057"><enum>(a)</enum><header>Authority to defer</header><text display-inline="yes-display-inline">In preparing to acquire any barrels of petroleum for the Strategic Petroleum Reserve over the 700,000,000 barrel amount, the Secretary of Energy may defer such acquisition. In determining whether to defer such acquisition, the Secretary shall—</text> 
<paragraph id="HDC993E12F35A4E0E8ED866F40780B139"><enum>(1)</enum><text>use market-based practices when deciding to acquire petroleum for the Strategic Petroleum Reserve, as used prior to 2002;</text></paragraph> 
<paragraph id="H3B0D10678F0C4538000180495F947D56"><enum>(2)</enum><text>carry out and make public analyses of costs and savings when making or deferring such acquisitions;</text></paragraph> 
<paragraph id="HEF00C18E63B0427C90D09EA6FF76BF4B"><enum>(3)</enum><text>take into account and report to Congress the impact the acquisition will have on the domestic and foreign supply of petroleum and the resulting price increases or decreases; and</text></paragraph> 
<paragraph id="H0397F9B0C23C4717A707E4FAC184B6D2"><enum>(4)</enum><text>consult with the Secretary of Homeland Security on the security consequences of such acquisition or deferral.</text></paragraph></subsection> 
<subsection id="H0F2E72E3E27749C3B299B928BE0742D"><enum>(b)</enum><header>Energy security risk reports</header><text>The Secretary of Energy may, as necessary, report on any significant energy security risks that will be incurred by deferring the acquisition of barrels of petroleum under subsection (a).</text></subsection></section>
