<legis-type>A BILL</legis-type> 
<official-title>To provide for the update of the Cultural Heritage and Land Management Plan for the John H. Chafee Blackstone River Valley National Heritage Corridor, to extend the authority of the John H. Chafee Blackstone River Valley National Heritage Corridor Commission, to authorize a special resources study to evaluate the suitability and feasibility of a national park unit within the Corridor, and for other purposes.</official-title>

<section id="HA7312D3EB8314A66A652D6A0D4EF86B4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline"> This Act may be cited as the <quote><short-title>John H. Chafee Blackstone River Valley National Heritage Corridor Reauthorization Act of 2005</short-title></quote>.</text></section> 
<section id="H8829D99D70BB465D98347DB2008D4BE8"><enum>2.</enum><header>John H. Chafee blackstone river valley national heritage corridor</header> 
<subsection id="HF2E3F1C53D574E75B177EA028560F79D"><enum>(a)</enum><header>Commission membership</header><text>Section 3(b) of <external-xref legal-doc="public-law" parsable-cite="pl/99/646">Public Law 99–646</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461</external-xref> note) is amended—</text> 
<paragraph id="HB6B9BEA6076D420EAC3EDE5B652EE6A0"><enum>(1)</enum><text>by striking <quote>nineteen members</quote> and inserting <quote>25 members</quote>;</text></paragraph> 
<paragraph id="H0DCF2942A2F64CA4A585B6DADAB135F7"><enum>(2)</enum><text>in paragraph (2) by striking <quote>Massachusetts Department of Environmental Management</quote> and inserting <quote>Massachusetts Executive Office of Environmental Affairs</quote>;</text></paragraph> 
<paragraph id="H67C8D91CDA294504B312FE8CB31D8335"><enum>(3)</enum><text>in paragraph (3)—</text> 
<subparagraph id="HFE1558C42F7B42FB843400EFDE25DCCB"><enum>(A)</enum><text>by striking <quote>four representatives</quote> and inserting <quote>5 representatives</quote>; and</text></subparagraph> 
<subparagraph id="H879A605D7E1245F400DBB6BAF3192DB"><enum>(B)</enum><text>by striking the <quote>; and</quote> and inserting a semicolon; </text></subparagraph></paragraph>

<subparagraph id="H3FDB157654084D3CA0A03962561C9838"><enum>(A)</enum><text>by striking <quote>2 individuals, nominated by the Governor of Massachusetts and two individuals nominated by the Governor of Rhode Island</quote> and inserting <quote>3 individuals, nominated by the Governor of Massachusetts and 3 individuals nominated by the Governor of Rhode Island</quote>; and</text></subparagraph> 
<subparagraph id="HCFD70F5F660546A0A88DBDD002E0447"><enum>(B)</enum><text>by striking the period and inserting <quote>; and</quote>; and </text></subparagraph></paragraph> 
<paragraph id="HCCAAB900E30842C8859EC0BD989C59C3"><enum>(5)</enum><text>by inserting after paragraph (4) the following: </text>

<paragraph id="HEDD550C0431A40659DEE345000636F9E"><enum>(5)</enum><text display-inline="yes-display-inline">1 individual from Massachusetts and 1 individual from Rhode Island, each to be appointed by the Secretary to represent non-governmental organizations, having expertise and interest in on or more of the following fields: historic preservation, conservation, outdoor recreation, cultural conservation, traditional arts, community development, and tourism.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H1A001D6CEAEF4A1F8B70484621FF44CC"><enum>(b)</enum><header>Quorum</header><text>Section 3(f) of <external-xref legal-doc="public-law" parsable-cite="pl/99/647">Public Law 99–647</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461</external-xref> note) is amended by striking “Ten members of the Commission” and inserting “Thirteen members of the Commission”.</text> </subsection> 
<subsection id="HD766A4B8986346788080A8BC9F284837"><enum>(c)</enum><header>Update of plan</header><text>Section 6 of <external-xref legal-doc="public-law" parsable-cite="pl/99/647">Public Law 99–647</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461</external-xref> note) is amended by adding at the end the following:</text>

<subsection id="HB90847B2D4C34B8E8E0202110033EEF0"><enum>(e)</enum><header>Update of plan</header> 
<paragraph id="HA0078178D67E455E9045225F53DFD16" display-inline="yes-display-inline"><enum>(1)</enum><text>Not later than 2 years after the date of the enactment of this subsection, the Commission shall update the plan.</text></paragraph> 
<paragraph id="HBCD66382B81F42EDB30007BDF8EB2774" indent="up1"><enum>(2)</enum><text>In updating the plan under paragraph (1), the Commission shall take into account the findings included in the Sustainability Study Report that was prepared for the Blackstone River Valley National Heritage Corridor Commission, and as a case study for the National Park System Advisory Board Partnership Committee on the future of National Heritage Areas in the National Park System.</text></paragraph> 
<paragraph id="HD2A36C466F2843CBA900DC3E7B649090" indent="up1"><enum>(3)</enum><text>The update shall include—</text> 
<subparagraph id="H5C1812CC3036464AA2EACDEECF6CACFC"><enum>(A)</enum><text>performance goals;</text></subparagraph> 
<subparagraph id="H8F0DE6401E1D44BBADB5ECAB351D84CF"><enum>(B)</enum><text>options for resource protection, interpretation, and enhancements, including funding program; and</text></subparagraph> 
<subparagraph id="H525114AD16C245E8B991CCABD100AAE2"><enum>(C)</enum><text>sustainable partnership strategies.</text></subparagraph></paragraph> 
<paragraph id="H8F0C01648998444300D1F53B8E26E8BC" indent="up1"><enum>(4)</enum><text>The Secretary shall approve or disapprove any changes (other than minor revisions) to the plan proposed in the update in accordance with subsection (b).</text> </paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H23187E749A5E4C90AAB2959CA25D3F33"><enum>(d)</enum><header>Extension of commission</header><text>Public Law 99–647 (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461</external-xref> note) is amending section 7 to read as follows:</text>

<section id="HF9AD9900CA96492582401B8BB98E86A2"><enum>7.</enum><header>Termination of commission</header><text display-inline="no-display-inline">The Commission shall terminate on the date that is 10 years after the date of the enactment of the John H. Chafee Blackstone River Valley National Heritage Corridor Reauthorization Act of 2005.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H7C6AA7406FB843ED97B3A9223E4EAB52"><enum>(e)</enum><header>Authorization of appropriations</header><text>Section 10 of <external-xref legal-doc="public-law" parsable-cite="pl/99/647">Public Law 99–647</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461</external-xref> note) is amended—</text> 
<paragraph id="HF7A9302B0C514EC19C8000A80000FD5"><enum>(1)</enum><text>in subsection (a), by striking <quote>650,00</quote> and inserting <quote>1,000,000</quote>; and</text></paragraph> 
<paragraph id="H71C1E633EB7D421C8EBC271CC432FDB6"><enum>(2)</enum><text>by amending subsection (b) to read as follows:</text> 
<quoted-block style="OLC" id="H1DBB0F7780EA4F76A6CC0073488422FF" display-inline="no-display-inline"> 
<subsection id="HAAD1A0CDDC8146D9AF4B9F744F89BE31"><enum>(b)</enum><header>Development funds</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out section 8(c) not more than $10,000,000 for the period of fiscal years 2006 through 2016, to remain available until expended.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section> 
<section id="HB6047BFD7E9E4B5C9D0068543807D78D"><enum>3.</enum><header>Special Resource Study</header><text display-inline="yes-display-inline"></text> 
<subsection id="H2092F82E70BB45C092125D340073817F"><enum>(a)</enum><header>In general</header><text>Not later than 3 years after the date on which funds are made available to carry out this Act, the Secretary shall complete a special resource study to evaluate—</text> 
<paragraph id="H3E5E8817410C493BA134B67DF0FE66FD"><enum>(1)</enum><text>the sites and associated landscape features that contribute to the understanding of the Blackstone River Valley as the Birthplace of the American Industrial Revolution;</text> </paragraph> 
<paragraph id="H753755B2C5CD4143BD94951C5270ADD8"><enum>(2)</enum><text>the suitability and feasibility of designating one or more sites and landscapes features within the boundaries of the John H. Chafee Blackstone River Valley National Heritage Corridor as a unit of the National Park System; and</text></paragraph> 
<paragraph id="HE570D88C27804DB39283BC00B82BD45"><enum>(3)</enum><text>opportunities to coordinate and complement actions by the Commission, local governments, and State and Federal agencies in the preservation and interpretation of significant resources within the National Heritage Corridor.</text></paragraph></subsection> 
<subsection id="H34BBE8311BBE4049876500E5D5E7E16"><enum>(b)</enum><header>Coordination</header><text>The Secretary shall coordinate the study conducted under this section with the John H. Chafee Blackstone River Valley National Heritage Corridor Commission.</text></subsection> 
<subsection id="HB7E4C26F2F834EEA905C348BD0DE412"><enum>(c)</enum><header>Report</header><text>Not later than 30 days after the date on which the study conducted under this section is completed, the Secretary shall submit to the Committee on Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that describes—</text> 
<paragraph id="HF6909A84CC9E480EAB27DD68ACB9C893"><enum>(1)</enum><text>the findings of the study; and</text></paragraph> 
<paragraph id="HCCC21349F3484181B955C0530028264F"><enum>(2)</enum><text>any conclusions and recommendations of the Secretary.</text></paragraph></subsection> 
<subsection id="H9F20505C8A8844359DDA235E8F6E008B"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as are necessary to carry out the study required by this section.</text></subsection></section>
