<official-title>To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to provide grants to rural counties to ensure they are able to offer a sufficient level of advice and casework services to help veterans learn about and obtain the benefits they have earned, and for other purposes.</official-title>

<section id="HE6921ED8940144839100B93496D31C82" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Veterans Services Outreach Act</short-title></quote>.</text></section> 
<section id="HC1D6040E05124789BB9F09EE4DC9284"><enum>2.</enum><header>Department of Veterans Affairs grant program for rural county veteran service officers</header> 
<subsection id="HEC615CD1B0E04B76A0D2FB3E367EA45"><enum>(a)</enum><header>In general</header> 
<paragraph id="H7905F527D6F84BCAA35D8FBBD27C6C93" display-inline="no-display-inline"><enum>(1)</enum><header>Grants</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/5">Chapter 5</external-xref> of title 38, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/38/531">section 531</external-xref> the following new section:</text>

<section id="H2A9F05F1A5AD43D8913133B187A7DC58"><enum>532. </enum><header>Grants to assist certain rural counties in employing county veteran service officers; professional qualifications</header> 
<subsection id="H6D8CF74630014BFA9946A058AD675ECC"><enum>(a)</enum><header>Grant program</header><text display-inline="yes-display-inline">The Secretary shall carry out a program to make grants in accordance with this section to provide financial assistance to eligible counties to assist in the employment of county veteran service officers.</text></subsection> 
<subsection id="HD49A0B12F05C4A91936188C3F76BAEA2"><enum>(b)</enum><header>Amount of grant</header><text>The amount of a grant under this section to any county for any 12-month period shall be $12,000.</text></subsection> 
<subsection id="HB3E7D14A5DC74D658903FCFCBCB67D5"><enum>(c)</enum><header>Eligible county</header><text display-inline="yes-display-inline">For purposes of this section, an eligible county is a county—</text> 
<paragraph id="H8B388D228C804C6FAA73826F36E48EE2"><enum>(1)</enum><text>in which not less than 1,000 veterans reside;</text></paragraph> 
<paragraph id="HFAB66E76BC3A4C08BC79B1404D01FE29"><enum>(2)</enum><text>in which no more than one veterans service organization provides advice and casework services for benefits provided under laws administered by the Secretary; and</text></paragraph> 
<paragraph id="H15B17F8907AF4C8F89878EBC8200B0FF"><enum>(3)</enum><text display-inline="yes-display-inline">which, in accordance with standards and classification of the Census Bureau, consists entirely of territory, population, and housing units outside of territory classified by the Census Bureau as an <quote>urban area</quote>.</text></paragraph></subsection> 
<subsection id="H72834A4A8AF24604A08300ED123900F9"><enum>(d)</enum><header>County veteran service officer</header><text display-inline="yes-display-inline">For purposes of this section, a county veteran service officer is an employee of a county (regardless of job title) whose duties include providing to veterans residing in the county advice and casework services related to benefits provided under laws administered by the Secretary.</text></subsection> 
<subsection id="H1CF6C0545DC84A55B42476F79EE070CA"><enum>(e)</enum><header>Grant application</header><text>An eligible county seeking a grant under this section shall submit to the Secretary an application for the grant. The application shall be in such form and shall contain such information as the Secretary may require, including information establishing that the county is an eligible county under this section.</text></subsection> 
<subsection id="H52122B46FB2144E9AE010054F24E9BA0"><enum>(f)</enum><header>Grant criteria</header><text display-inline="yes-display-inline">Subject to the availability of appropriations for that purpose, the Secretary shall make a grant under this section to any eligible county that—</text> 
<paragraph id="HC36FD3A9AFBA44079868231F46F23F8C"><enum>(1)</enum><text>does not have a county veterans service officer;</text></paragraph> 
<paragraph id="H4514219E899D4AE6914156137CC134C1"><enum>(2)</enum><text display-inline="yes-display-inline">has a county veterans service officer who performs county veterans service officer functions on less than a full-time basis, if the county is able to demonstrate a need for additional services by a county veterans service officer; or</text></paragraph> 
<paragraph id="HE3002FDDE5084F9088D1AEDE7E08F9B0"><enum>(3)</enum><text display-inline="yes-display-inline">has a full-time county veterans service officer, but only if—</text> 
<subparagraph id="H08BC0353F2064810A6C2CD2CC92D35BA"><enum>(A)</enum><text>the county is a county in which not less than 5,000 veterans reside; and</text></subparagraph> 
<subparagraph id="H4D99D71C2BDD4A8889A47B2C9CECE3CD"><enum>(B)</enum><text display-inline="yes-display-inline">the county is able to demonstrate a need for additional services by a county veterans service officer.</text></subparagraph></paragraph></subsection> 
<subsection id="HF3556E2BD5F94030B36F619B83BB0251"><enum>(g)</enum><header>Grant frequency</header><text>Grants under this section shall be made on an annual basis.</text></subsection> 
<subsection id="HE998D10B66F54A74B0E8E1A2F52402A4"><enum>(h)</enum><header>Professional qualifications</header><text display-inline="yes-display-inline">It is the sense of Congress that the appropriate officials in counties with one or more county veterans service officers should take such steps as are available to them to encourage and facilitate any such county veterans service officer in that county in obtaining certification (either from the Department or from appropriate State authorities) with respect to professional qualifications to perform the functions of a county veterans service officer.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HCDF2CF8439724DA59D52BFA6EC257C98"><enum>(2)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 531 the following new item:</text>

<subsection id="HB60663942F8D4B7897B5FB9D8EFB4626"><enum>(b)</enum><header>Effective date</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/532">Section 532</external-xref> of title 38, United States Code, as added by subsection (a), shall take effect on October 1, 2005.</text></subsection></section>
