Administration of crop disaster assistance program for 2003

Section 101(a)(3) of chapter 1 of division B of the Military Construction Appropriations and Emergency Hurricane Supplemental Appropriations Act, 2005 (Public Law 108–324; 118 Stat. 1232) is amended— (1)by striking The Secretary and inserting the following: (A)

Compliance with prior methods

Except as provided in subparagraph (B), the Secretary; and (2)by adding at the end the following new subparagraph: (B)

Treatment of carry over stocks

The Secretary shall not take into consideration carry over pounds for the 2002 crop of a commodity in determining the payment to be made to a producer under this subsection for qualifying crop losses for the 2003 crop of the same commodity..
