<official-title>To amend the Internal Revenue Code of 1986 to repeal the withholding of income and social security taxes.</official-title>

<section section-type="section-one" id="H4459F66DA57547869093DC2EE051F" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Tax Withholding Act of 2005</short-title></quote>.</text></section> 
<section id="H8C0AF3491E4A4FD6880500E700C1864B"><enum>2.</enum><header>Repeal of withholding of income and social security taxes</header> 
<subsection id="HFE3813CA66EE45B891D8F1C8737E8F41"><enum>(a)</enum><header>In general</header><text>The following sections of the Internal Revenue Code of 1986 are hereby repealed:</text> 
<paragraph id="H79145D84487742739F46E89345EB29B"><enum>(1)</enum><text>Section 3102 (relating to deduction of social security tax from wages).</text></paragraph> 
<paragraph id="H70E0BB74517045B19F30DBE81D1D9943"><enum>(2)</enum><text>Section 3202 (relating to deduction of railroad retirement tax from compensation).</text></paragraph> 
<paragraph id="H120364E74F624E5DA6C8451961B3E78C"><enum>(3)</enum><text>Chapter 24 (relating to income tax withholding).</text></paragraph></subsection> 
<subsection id="H946CCEECFC3240018383A71B8EC6A0B7"><enum>(b)</enum><header>Requirement of estimated tax payments for employee social security taxes</header><text>Subsection (f) of section 6654 of such Code is amended by striking <quote>minus</quote> at the end of paragraph (2) and inserting <quote>plus</quote>, by redesignating paragraph (3) as paragraph (4), and by inserting after paragraph (2) the following new paragraph:</text>

<paragraph id="HE71BA11620CD404E92E9E5E9A199D0FC"><enum>(3)</enum><text>the taxes imposed by section 3101(a) and 3201(a), minus</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HDEDECF6E442844F2B4603F4E8E95D602"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to amounts paid after the date of the enactment of this Act.</text></subsection></section>
