<section id="H23C165B83FD34F7F9BC1D30086009C30" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Water Supply Enhancement Act</short-title></quote>.</text></section> 
<section id="H9BE6B95BA1D44C2CA1E15945ADF79C5C"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text> 
<paragraph id="HE0D3E54280074047B9049FA200AA97AD"><enum>(1)</enum><text>to provide for the development of economically viable advanced water supply enhancement demonstration projects, including desalination, that would provide access to untapped water sources;</text> </paragraph> 
<paragraph id="H700D27456A9D49A3BDB1845E5A405B4"><enum>(2)</enum><text display-inline="yes-display-inline">to facilitate the widespread commercialization of newly developed water supply for use in real-world applications; and </text></paragraph> 
<paragraph id="HB2F1145655314BCCA3B753239DFDA338"><enum>(3)</enum><text>to facilitate collaboration among Federal agencies in the development of advanced water supply demonstration projects, including desalination.</text></paragraph></section> 
<section id="H678504EB40B342958CC7460585259E00"><enum>3.</enum><header>Reauthorization of Water Desalination Act of 1996</header><text display-inline="no-display-inline">Section 8 of the Water Desalination Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/42/10301">42 U.S.C. 10301</external-xref> note) is amended—</text> 
<paragraph id="H9B0E733835454CE1873021D41C7D4E70"><enum>(1)</enum><text>in subsection (a) in the first sentence by striking <quote>per year</quote> and all that follows through the end of the sentence and inserting <quote>for each of fiscal years 2005 through 2010.</quote>; and</text></paragraph> 
<paragraph id="H0288E0FD859241A68D508C34CB616811"><enum>(2)</enum><text>in subsection (b) by striking <quote>$25,000,000</quote> and all that follows and inserting <quote>$75,000,000 for fiscal years 2005 through 2010.</quote>. </text></paragraph></section> 
<section id="H4D784D111FA84659B1A46E0117F2275C"><enum>4.</enum><header>Desalination and water supply enhancement demonstration program</header> 
<subsection id="HF33541E94437462495E05F24820975D7"><enum>(a)</enum><header>Establishment of program</header><text display-inline="yes-display-inline">The Water Desalination Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/42/10301">42 U.S.C. 10301</external-xref> note) is further amended by adding at the end the following:</text>

<section id="HB2BE6E2237154F6D9F65084906AA7757"><enum>10.</enum><header>Desalination and water supply enhancement demonstration program</header> 
<subsection id="HFC6C6A50EC264B4DA8905348211DCB37"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish an advanced water supply enhancement program and, subject to the availability of appropriations, shall fund research, development, and demonstration projects for the development and commercialization of advanced water supply technologies and processes, including desalination.</text></subsection> 
<subsection id="H26184C3B3FF34560AF097FA16243C12F"><enum>(b)</enum><header>Coordination with California Federal water research facility</header> 
<paragraph id="H56413DB5BAE44D820049FEF1A22319EA"><enum>(1)</enum><header>In general</header><text>The Secretary shall coordinate with a California Federal research facility with experience working with State and local water authorities to carry out water treatment and water quality technology development —</text> 
<subparagraph id="H28D90610022844BE9CABB778FD5CB300"><enum>(A)</enum><text>focusing on efficient desalination and technologies for selective extraction of contaminants;</text></subparagraph> 
<subparagraph id="H452F1C7EE36D4AEE8E9BCE4F5456D486"><enum>(B)</enum><text>using resident advanced supercomputer modeling to optimize technology design; and </text></subparagraph> 
<subparagraph id="H774B5D9E3016481F98DD1556D2E4DC3"><enum>(C)</enum><text>emphasizing unique new technologies, membranes, and materials, excluding incremental development of conventional technologies.</text></subparagraph></paragraph> 
<paragraph id="HB1C33241337045FF9CDC6DDEB156B6D"><enum>(2)</enum><header>State and local water needs</header><text>The Secretary and the California research facility shall work with local water agencies and city governments in carrying out the program under this section to find solutions for local water needs.</text></paragraph></subsection> </section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H868C1F8CBD3D4A65981F1B144111A3C1"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Within one year after the date of the enactment of this Act, the Secretary of the Interior shall submit a report to the Congress that identifies Federal research facilities located around the United States that could serve as regional centers for water supply enhancement under the program established under section 10 of the Water Desalination Act of 1996, as amended by this section.</text></subsection> 
<subsection id="HD91E02FBEC9E471DB69D00619541BD5F"><enum>(c)</enum><header>Study of concentrates produced in the production of coastal and brackish desalinated waters</header> 
<paragraph id="H3BA4C6AE4DB246109FBFBC9B61A8D229"><enum>(1)</enum><header>Study</header><text display-inline="yes-display-inline">The Secretary of the Interior shall conduct a study of the management and disposal of concentrates produced in the production of desalinated waters from coastal water and brackish water. The Secretary shall evaluate possible solutions to the management and disposal of concentrates.</text></paragraph> 
<paragraph id="H9BA3D6B1845945B78C64F49FC5136E24"><enum>(2)</enum><header>Report</header><text>The Secretary shall submit to the Congress a report on the findings, conclusions, and recommendations of the study under this subsection by not later than 180 days after the date of the enactment of this Act.</text></paragraph></subsection> </section>
