<section id="H8486CC46A48A455DB0AD15DD9D20088E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Road to Health Care Act of 2005</short-title></quote>.</text></section> 
<section id="H6FC83EB3340F4154A44EF33FCDF6105"><enum>2.</enum><header>Improvement of Veterans Beneficiary Travel Program</header> 
<subsection id="HF947417A7A574FC6B9807E102DF5E084"><enum>(a)</enum><header>Payments for certain additional medical care</header> 
<paragraph id="H1B79FFE8B4FB4BB59909F9B4CDBD3B08"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/111">Section 111(b)(1)</external-xref> of title 38, United States Code, is amended by adding at the end the following:</text> 
<quoted-block id="H1F08B4DEE11848849ECB9EAD83C35283" style="OLC"> 
<subparagraph id="H12D39C32136549B9961E2F5691BB183D" indent="up1"><enum>(G)</enum><text>A veteran whose travel is in connection with treatment or care for a non-service-connected disability at a non-Department facility, if the treatment or care—</text> 
<clause id="HF17EA41C41644B05937805D7677421F5"><enum>(i)</enum><text>is provided upon the recommendation of medical personnel of a Department medical center or clinic; and</text></clause> 
<clause id="H19E56D272F65407C80077B971C6900E5"><enum>(ii)</enum><text>is not available at the Department medical center or clinic at which such recommendation is made.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HE1929A2CE7D9457BB158E94B5315008B"><enum>(2)</enum><header>Effective date</header><text>Subparagraph (G) of <external-xref legal-doc="usc" parsable-cite="usc/38/111">section 111(b)(1)</external-xref> of title 38, United States Code, as added by paragraph (1), shall apply only with respect to travel performed on or after the later of—</text> 
<subparagraph id="HA1864D65C016409FBE7970D3E053C92"><enum>(A)</enum><text>October 1, 2005; or</text></subparagraph> 
<subparagraph id="H37CC9AF462B34807AF6177E161C0B646"><enum>(B)</enum><text>the date of the enactment of this Act.</text></subparagraph></paragraph></subsection> 
<subsection id="HD13F924028B44EC7ADB061D8EBB504EF"><enum>(b)</enum><header>Calculation of expenses of travel</header> 
<paragraph id="H5638DF66D2F34B1C881BBD80A38BFD91"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, in calculating expenses of travel for purposes of the Veterans Beneficiary Travel Program, the Secretary of Veterans Affairs shall use the mileage reimbursement rates for the use of privately owned vehicles by Government employees on official business, as prescribed by the Administrator of General Services under <external-xref legal-doc="usc" parsable-cite="usc/5/5707">section 5707(b)</external-xref> of title 5, United States Code.</text></paragraph> 
<paragraph id="HAF308A11381E457E9DD9603C40DB2039"><enum>(2)</enum><header>Definition</header><text>In this subsection, the term <quote>Veterans Beneficiary Travel Program</quote> means the program of payment or reimbursement for necessary expenses of travel of veterans and their beneficiaries prescribed under sections <external-xref legal-doc="usc" parsable-cite="usc/38/111">111</external-xref> and <external-xref legal-doc="usc" parsable-cite="usc/38/1728">1728</external-xref> of title 38, United States Code, and under any other provision of law administered by the Secretary of Veterans Affairs for payment or reimbursement for such expenses of travel.</text></paragraph></subsection></section>
