<official-title>To require the Secretary of the Interior to provide public access to Farallon National Wildlife Refuge, Navassa National Wildlife Refuge, and Desecheo National Wildlife Refuge.</official-title>

<section id="H1BF075A568D94D9600FDD3FBA72EA53D" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Access to Farallon, Navassa, and Desecheo National Wildlife Refuges</header><text display-inline="yes-display-inline"></text> 
<subsection id="H92F3EDAE6B284C1EB58F6BFEDCCF696E"><enum>(a)</enum><header>Access, generally</header><text display-inline="yes-display-inline">The Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service (in this section referred to as the <quote>Secretary</quote>), shall provide public access to, use of, and recreational opportunities at Farallon National Wildlife Refuge, Navassa National Wildlife Refuge, and Desecheo National Wildlife Refuge under special use permits issued under the first section of <external-xref legal-doc="public-law" parsable-cite="pl/87/714">Public Law 87–714</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/460k">16 U.S.C. 460k</external-xref>), popularly known as the Refuge Recreation Act, section 4 of the National Wildlife Refuge System Administration Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/16/668dd">16 U.S.C. 668dd</external-xref>), and regulations issued under this section.</text></subsection> 
<subsection id="H8CD92D93EB174FA89EA02537F9E41DE4"><enum>(b)</enum><header>Time limitations</header><text>The Secretary—</text> 
<paragraph id="H3F314D678FB44D84BC2CA8D55BD5E4D"><enum>(1)</enum><text>subject to paragraph (2), may limit access to such refuges to specific time periods in any year; and</text></paragraph> 
<paragraph id="HE7920802DD9A4A8D8D6494579468582D"><enum>(2)</enum><text>shall provide access to each refuge during at least one period each year.</text></paragraph></subsection> 
<subsection id="H472165CDD46049E4A6716C1D90C86040"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In issuing special use permits under this section, the Secretary shall give priority to consideration of permit applications that do not negatively impact opportunities for wildlife-dependent recreation.</text></subsection> 
<subsection id="H443221125E004F0590CA554ECB6E8322"><enum>(d)</enum><header>Conditions</header><text display-inline="yes-display-inline">The Secretary may include in any permit issued under this section conditions that the Secretary determines are necessary to protect fish and wildlife populations and their habitat or public health and safety. </text></subsection></section>
